About This Series This report is published as one of a series of technical inputs to the National Climate Assessment (NCA) 2013 report. The NCA is being conducted under the auspices of the Global Change Research Act of 1990, which requires a report to the President and Con- gress every four years on the status of climate change science and impacts. The NCA in- forms the nation about already observed changes, the current status of the climate, and anticipated trends for the future. The NCA report process integrates scientific informa- tion from multiple sources and sectors to highlight key findings and significant gaps in our knowledge. Findings from the NCA provide input to federal science priorities and are used by U.S. citizens, communities and businesses as they create more sustainable and environmentally sound plans for the nation’s future. In fall of 2011, the NCA requested technical input from a broad range of experts in academia, private industry, state and local governments, non-governmental organiza- tions, professional societies, and impacted communities, with the intent of producing a better informed and more useful report in 2013. In particular, the eight NCA regions, as well as the Coastal and the Ocean biogeographical regions, were asked to contribute technical input reports highlighting past climate trends, projected climate change, and impacts to specific sectors in their regions. Each region established its own process for developing this technical input. The lead authors for related chapters in the 2013 NCA report, which will include a much shorter synthesis of climate change for each region, are using these technical input reports as important source material. By publishing this series of regional technical input reports, Island Press hopes to make this rich collection of information more widely available. Dr. Lucy Jones will give an overview of the ARkStorm Scenario—catastrophic flooding resulting from a month-long deluge like was seen in 1862, and four larger such events in the past 100 years. This type of storm, resulting from atmospheric rivers of moisture, is plausible, and a smaller version hit San Bernardino in December of 2010 with a week’s worth of rain that impacted Highland and the surrounding communities. The ARkStorm Scenario explores the resulting impacts to our social structure and can be used to understand how California’s “other” Big One can be more expensive than a large San Andreas earthquake. Dr. Lucy Jones has been a seismologist with the US Geological Survey and a Visiting Research Associate at the Seismological Laboratory of Caltech since 1983. She currently serves as the Science Advisor for the Natural Hazards Mission of the US Geological Survey, leading the long-term science planning for natural hazards research. She also leads the SAFRR Project: Science Application for Risk Reduction to apply USGS science to reduce risk in communities across the nation. Dr. Jones has written more than 90 papers on research seismology with primary interest in the physics of earthquakes, foreshocks, and earthquake hazard assessment, especially in southern California. She serves on the California Earthquake Prediction Evaluation Council and was a Commissioner of the California Seismic Safety Commission from 2002 to 2009.

    8 ‘Country’, ‘land’, ‘nation’: Key Anglo English words for talking and thinking about people in places Cliff Goddard Griffith University, Australia [email protected] Abstract The importance of the words ‘country’, ‘land’ and ‘nation’, and their derivatives, in Anglophone public and political discourses is obvious. Indeed, it would be no exaggeration to say that without the support of words like these, discourses of nationalism, patriotism, immigration, international affairs, land rights, and post/anti- colonialism would be literally impossible. This is a corpus-assisted, lexical-semantic study of the English words ‘country’, ‘land’ and ‘nation’, using the NSM technique of paraphrase in terms of simple, cross- translatable words (Goddard & Wierzbicka 2014). It builds on Anna Wierzbicka’s (1997) seminal study of “homeland” and related concepts in European languages, as well as more recent NSM works (e.g. Bromhead 2011, 2018; Levisen & Waters 2017) that have explored ways in which discursively powerful words encapsulate historically and culturally contingent assumptions about relationships between people and places. The primary focus is on conceptual analysis, lexical polysemy, phraseology and discursive formation in mainstream Anglo English, but the study also touches on one specifically Australian phenomenon, which is the use of ‘country’ in a distinctive sense which originated in Aboriginal English, e.g. in expressions like ‘my grandfather’s country’ and ‘looking after country’. This highlights how Anglo English words can be semantically “re-purposed” in postcolonial and anti-colonial discourses.     Ezequiel Adamovsky Russia as a Space of Hope: Nineteenth-century French Challenges to the Liberal Image of Russia Introduction Beginning with Montesquieu’s De l’esprit des lois, a particular perception of Russia emerged in France. To the traditional nega- tive image of Russia as a space of brutality and backwardness, Montesquieu now added a new insight into her ‘sociological’ otherness. In De l’esprit des lois Russia was characterized as a space marked by an absence. The missing element in Russian society was the independent intermediate corps that in other parts of Europe were the guardians of freedom. Thus, Russia’s back- wardness was explained by the lack of the very element that made Western Europe’s superiority. A similar conceptual frame was to become predominant in the French liberal tradition’s perception of Russia. After the disillusion in the progressive role of enlight- ened despotism — one must remember here Voltaire and the myth of Peter the Great and Catherine II — the French liberals went back to ‘sociological’ explanations of Russia’s backward- ness. However, for later liberals such as Diderot, Volney, Mably, Levesque or Louis-Philippe de Ségur the missing element was not so much the intermediate corps as the ‘third estate’.1 In the turn of liberalism from noble to bourgeois, the third estate — and later the ‘middle class’ — was thought to be the ‘yeast of freedom’ and the origin of progress and civilization.
