In Broadcasting Public Notice 2006-55, the Commission announced that it would periodically issue public notices setting out revised lists of eligible satellite services that include references to all amendments that have been made since the previous public notice setting out the lists was issued. 2. Accordingly, in Appendix 1 to this regulatory policy, the Commission sets out all amendments made to the revised lists since the issuance of Broadcasting Regulatory Policy 2010-57. In addition, the lists of eligible satellite services approved as of 31 December 2010 are set out in Appendix 2. 3. The Commission notes that, as set out in Broadcasting Regulatory Policy 2010-839, it approved a request by TELUS Communications Company for the addition of 17 new language tracks to Baby TV, a non-Canadian service already included on the lists of eligible satellite services for distribution on a digital basis. The agreements include the 45 games to air exclusively this season on Turner’s Peachtree TV , an OTA station serv- ing the Atlanta DMA and the only local broadcaster we know of that owns telecast rights to MLB games. Typically, cable RSNs have such rights locked up. Partnerships include Cox , Charter , Comcast , Time Warner Cable , Me- diacom and DirecTV , and talks with DISH are ongoing, said Turner Net Sales vp Coleman Breland . The deals are similar, sources say, in that the ops have the option to air the games through regional systems, but different with re- spect to remuneration. None involve cash, but rather various mutually beneficial arrangements such as ad rev shar- ing. In the Macon, GA, area Cox will insert the games on its local original channel, while Charter and Comcast will use Comcast/Charter Sports SE . Placement of the games became an issue for Turner after TBS , which for years had broadcast Braves games nationally, switched this season to airing 26 Sun afternoon MLB games instead. In Oct WTBS , which had carried the Braves games in Atlanta via its TBS simulcast, was rechristened Peachtree TV, and Turner decided to telecast 45 games on the network.

When digital television technology first hit the scene it garnered great excitement, with its promise of movie theater picture and sound on a fraction of the bandwidth of analog. A plan was implemented to transition from the current analog broadcasting system to a digital system effective December 23, 2006. As we reach the half point of this plan, the furor begins to die as the realities of the difficult change sink in. The History of Digital Television ¶1 The technological possibilities of digital television are immense.1 It could provide the broadcast of theater quality sound and picture via cable, antenna or satellite; multicasting which enables the transmission of multiple programs within one digital signal; and signals for data communications that could potentially bring to the TV the capabilities of web pages and interactive compact discs.2 ¶2 The motivation behind the development of digital television technologies can be traced back to the history of analog broadcasting. As television became a viable medium in the United States at the start of the Second World War, the establishment of technical standards in transmission and reception equipment was of vital importance. In 1940, the National Television Systems Committee (NTSC) met to determine guidelines for the transmission and reception of television signals. With the US leading the charge into early broadcasting in the late 1940s, the technology available at the time became entrenched and remains a part of our lives today, with the familiar 525-line low-resolution screens that bring us the evening news.
