In January 1919, the Bürgertum of the Bavarian town of Hof voted overwhelmingly for the left-liberal German Democratic Party (Deutsche Demokratische Partei, DDP). But the following summer, in the Reichstag elections of June 1920, the Democrats sustained significant losses against the right-wing nationalist Bavarian Middle Party (Bayerische Mittelpartei, BMP). This article explores the rise and fall of the DDP in Hof by showing that a pro-republican politics initially proved popular among the local Bürgertum, until its credibility was undermined and ultimately destroyed by a series of devastating crises: the Bavarian Räterepublik of April 1919, the publication of the Versailles Treaty a month later, and the revolutionary and counterrevolu- tionary convulsions triggered by the Kapp Putsch in March 1920. This article concludes that political violence and a burgeoning confrontation between bürgerliche and socialist milieus were the key factors in explaining the eclipse of left-liberalism in Hof during the first years of the Weimar Republic.     September 30, 2010 Dispute Over U.N. Report Evokes Rwandan Déjà Vu By HOWARD W. FRENCH and JEFFREY GETTLEMAN When drafts of a United Nations study recently surfaced accusing Rwandan forces of committing atrocities against Hutu refugees in Congo in the 1990s — crimes that could constitute acts of genocide — the Rwandan government protested vociferously. It even threatened to withdraw its peacekeepers from Sudan and elsewhere if the report was published. The dispute immediately raised some pointed questions. Would the United Nations stand its ground, or would it suppress or alter a report about the past for the sake of the present? But often lost in the debate was a salient déjà vu: The two sides had been in a similar standoff years before. In the fall of 1994, just after nearly a million people had been killed in the Rwandan genocide, a team of United Nations investigators concluded that the Rwandan rebels who finally stopped the genocide had killed tens of thousands of people themselves. But after strong pressure from both Rwanda and Washington and intense debate within the United Nations, the report was never published. Sixteen years later, a 14-page official summary of that investigation paints a disturbing picture of the victorious rebel forces who would form the new Rwandan government. The findings in the 1994 report tell of soldiers rounding up civilians and methodically killing unarmed men, women and children. Several of the allegations are uncannily similar to the scale and tactics depicted in the new United Nations report, expected to be released on Friday, which says that these same Rwandan forces systematically hunted down tens of thousands of refugees fleeing across the Democratic Republic of Congo, as well as attacking local Congolese Hutu.

  • Senior Rwandan Official Arrested
    Senior Rwandan official arrested German police have arrested a senior Rwandan official in connection with the killing of a previous president whose death triggered the 1994 genocide. Rose Kabuye - the chief of protocol for current Rwandan President Paul Kagame - was detained on arrival at Frankfurt on a warrant issued by a French judge. She is one of nine senior Rwandan officials wanted over the shooting down of Juvenal Habyarimana's plane. All are members of the party which ousted the genocidal regime. Correspondents say Ms Kabuye, a former guerrilla fighter with the Rwandan Patriotic Front (RPF), now Rwanda's ruling party, has heroic status in Rwanda. She has since served as an MP and mayor of the capital Kigali, and is one of President Kagame's closest aides. Transfer to France A German diplomat told AFP news agency that Ms Kabuye had been in Germany on private business and that Germany was "bound to arrest her" by a French-issued European arrest warrant. Ms Kabuye has visited the country before but under German law could not be arrested as she was part of an official delegation. "Rwanda has been made aware on several recent occasions that if Ms Kabuye returned to Germany she would be arrested," said the diplomat. Ms Kabuye's lawyer said she would be transferred to France "as quickly as possible". "She is ready to speak to the judges, especially since, to our knowledge, there isn't much in the dossier," said Leon-Lef Forster, referring to the evidence against his client. AFP quoted Rwandan Information Minister Louise Mushikiwabo as saying that Ms Kabuye's arrest was a "misuse of international jurisdiction".

    Satzung des Kreisverbands Bayreuth-Hof-Kulmbach („dieBasis KV Bayreuth-Hof-Kulmbach“) der Basisdemokratischen Partei Deutschland Der Satzung vorangestellt sei die folgende Präambel, die dazu dient, den Geist zu erfassen, in welchem die Partei ihre Aufgabe zu erfüllen trachtet: Der Kreisverband Bayreuth-Hof-Kulmbach im Landesverband Bayern der Basisdemokratischen Partei Deutschland (Kurzbezeichnungen „dieBasis Kreisverband Bayreuth-Hof-Kulmbach“, alternativ „dieBasis KV Bayreuth-Hof- Kulmbach“) vereinigt Menschen ohne Unterschied der Staatsangehörigkeit, des Standes, der Herkunft, der ethnischen Zugehörigkeit, des Geschlechts, der sexuellen Orientierung, des Bekenntnisses sowie der körperlichen und seelischen Verfassung, die beim Aufbau und Ausbau eines demokratischen Rechtsstaats und einer modernen freiheitlichen Gesellschaftsordnung geprägt vom Geiste sozialer Gerechtigkeit mitwirken wollen. Totalitäre, diktatorische und faschistische Bestrebungen jeder Art lehnt dieBasis Kreisverband Bayreuth-Hof-Kulmbach entschieden ab. Der Kreisverband „dieBasis Kreisverband Bayreuth-Hof-Kulmbach “ steht für Achtsamkeit, Aufmerksamkeit und Verantwortung im Sinne von Eigen- und Fremdverantwortung, sowie für eine Gesamtstruktur, in der sich alle Menschen gleichberechtigt an den Entscheidungen beteiligen dürfen. Unsere wichtigsten Grundrechte sind die Freiheitsrechte. Diese überragen alle anderen Grundrechte. Eine freiheitliche Gesellschaft ist nur vorstellbar, wenn Macht begrenzt ist und ihre Ausübung vom Souverän, dem Volk, kontrolliert wird. Ziel ist ein liebevoller, friedlicher Umgang miteinander, bei dem das Menschsein und die Menschlichkeit des anderen immer Beachtung finden. Dem Menschen wohnt eine Schöpferkraft inne, die für eine Erneuerung in der Politik genutzt werden soll. Was dem Leben, der Liebe und der Freiheit dient, muss aufgebaut, gefördert und geschützt werden. Die neue Politik muss den Menschen als körperlich-seelisch-geistiges Wesen mit all seinen Bedürfnissen und Anliegen für eine lebensfreundliche Welt ins Zentrum setzen.

    DHB Kapitel 21.9 Parlamentarische Versammlung der NATO (NATO PV) 24.10.2016 21.9 Parlamentarische Versammlung der NATO (NATO PV) Stand: 1.5.2016 Im Jahr 1955 erstmals als eine Konferenz bestehend aus Parlamentariern der NATO- Mitgliedstaaten zusammengetreten, hat sich die Versammlung im Laufe der Jahre zu einem euroatlantischen Parlament entwickelt, in dem Parlamentarier aus Europa und Nordamerika über Fragen und Probleme diskutieren, die die Nordatlantische Allianz betreffen. Die Versammlung erarbeitet zu allen das Bündnis betreffenden Fragen Berichte, Empfehlungen und Entschließungen. Diese werden auf Plenarsitzungen verabschiedet und richten sich an die Regierungen der NATO-Mitgliedstaaten und an den Nordatlantikrat. Der Generalsekretär der NATO und der Nordatlantikrat erstatten der Versammlung regelmäßig Bericht über die Arbeit und die aktuellen Aufgaben der Allianz. Aufgaben der Versammlung sind die Förderung der Kooperation in der Sicherheits- und Verteidigungspolitik, die Vermittlung von NATO-Entscheidungen auf die Ebene nationaler Politik und die Stärkung der transatlantischen Solidarität. Die Versammlung hat das Ziel, als Bindeglied zwischen den nationalen Parlamenten und der NATO zu wirken. 257 Parlamentarier aus 28 Mitgliedstaaten der NATO gehören der Versammlung als Vollmitglieder an. Hinzu kommen assoziierte Mitglieder, Partner und Beobachter. Die deutsche Delegation in der Versammlung besteht aus zwölf Abgeordneten des Deutschen Bundestages und sechs Mitgliedern des Bundesrates. Die Plenarsitzungen der Versammlung finden zweimal jährlich in Form einer Frühjahrs- und einer Jahrestagung im Wechsel in den Mitgliedsländern oder assoziierten Mitgliedsländern des Bündnisses statt. Die fünf Fachausschüsse und mehrere Sondergremien der Versammlung, die sich mit speziellen inhaltlichen Schwerpunkten beschäftigen, tagen während der Jahrestagungen sowie mehrmals jährlich in unterschiedlichen Mitgliedstaaten.
