14 proposals considered by the NZGB on 18 October 2019 for Te Hapū o Ngāti Wheke (Rāpaki Rūnanga) – cover report

Proposals See map attached and in supporting information showing all 14 place/feature name proposals:  12 proposals seek to alter existing recorded or official place/feature names to correct their orthography or to apply dual names  1 proposal is for an unnamed feature, but a local use name is known  1 proposal is to alter/correct the feature type and location of an existing official name, but no change is sought for the name itself. See spreadsheet attached and in supporting information for details of the 14 proposals with recommendations from the Secretariat. The Secretariat has completed the standard research and assessment of these proposals but only included comment in the spreadsheet where there was something worth noting. All proposed original Māori names are listed in TRONT’s Kā Huru Manu Atlas.

Background Te Rūnanga o Ngāi Tahu’s (TRONT) intention to make proposals on behalf of one of 18 papatipu rūnanga, Rāpaki, was first discussed at a relationship hui in June 2018. TRONT initially identified 25 place and feature names. The total has reduced to 14 due to some having been processed under the Kā Huru Manu project or withdrawn for further investigation. TRONT expects other papatipu rūnanga to follow suit with their tūturu1 names where they will not be made official under the Kā Huru Manu project. Orthography A Te Taura Whiri i te Reo Māori licensed translator has provided expert advice confirming the orthography of each proposed name.

At its meeting on 18 October 2019 the NZGB deferred considering these additional recommendations

Recommendation 2 The Secretariat seeks to approve as official the associated recorded name, Rapaki Bay to Rāpaki Bay, through the section 24 ‘fast-track’ process for consistency, subject to Rāpaki (locality) being approved as official.

Secretariat assessment and advice

Locality names The proposed locality name Te Rāpaki-o-Te-Rakiwhakaputa is the full name for the recorded name, Rapaki. Being such a long name for a populated place the NZGB may consider it would be more appropriate to collect the name. The ANZ2 Standard Rural and urban addressing standard also discourages long names for localities. Rāpaki could instead by approved as official, including the macron, whether under section 24 or through the full statutory process. The locality Taukahara is proposed to have its feature type altered to a valley, and its position shifted. Although there are houses near the new position, these relate to the locality Rapaki (including the addressing locality) and should not be affected by this alteration.

Emergency There are unlikely to be concerns for feature identification or Services communication with emergency services as all proposed names are dual names or relatively minor spelling corrections, with the exception of Te Rāpaki-o-Te-Rakiwhakaputa as described above. The NZGB may consider that identification to emergency services may be affected should such a long name be assigned to a populated place.
