A few general principles can nonetheless be distilled regarding the concept. First, gentrification is spur- red by rising desirability of an area for housing or commer- cial purposes. Second, this rising desirability, following ba- sic supply-and-demand principles, leads to higher property values and rents in an uncontrolled market. Third, gentrifi- cation leads to a shift in the demographics of a neighbor- hood. This shift can change not only the socioeconomic and racial composition of the area but also the community’s char- acter, as residential and commercial options begin to reflect the preferences of the new arrivals to the neighborhood. Much has been written and discussed about the nature of gentrification and its impacts on communities. Less has appeared in the legal literature focusing on one specific cat- alyst for gentrification—improvements to the environment. Environmental gentrification is a term used by social scien- tists to refer to the process by which environmental cleanups, or other improvements to environmental health, spur the cy- cle of gentrification. Where land or waterways have been con- taminated, cleanup of those resources often leads to renewed interest in the surrounding areas by developers and more af- fluent tenants and homebuyers. This is particularly the case in urban areas where the quantity of usable land is limited. This paper is devoted to the incremental change of green spaces—a fate that is largely undetectable by urban residents. The paper elucidates a set of drivers resulting in the subtle loss of urban green spaces and elaborates on the consequences of this for resilience planning of ecosystem services. Incremental changes of greenspace trigger baseline shifts, where each generation of humans tends to take the current condition of an ecosystem as the normal state, disregarding its previous states. Even well-intended political land-use decisions, such as current privatization schemes, can cumulatively result in undesirable societal outcomes, leading to a gradual loss of opportunities for nature experience. Alfred E. Kahn referred to such decision making as ‘the tyranny of small decisions.’ This is mirrored in urban planning as problems that are dealt with in an ad hoc manner with no officially formulated vision for long-term spatial planning. -

Australian Journal of Adult Learning Volume 52, Number 2, July 2012 Learning cities as healthy green cities: Building sustainable opportunity cities Peter Kearns PASCAL International Exchanges This paper discusses a new generation of learning cities we have called EcCoWell cities (Economy, Community, Well-being). The paper was prepared for the PASCAL International Exchanges (PIE) and is based on international experiences with PIE and developments in some cities. The paper argues for more holistic and integrated development so that initiatives such as Learning Cities, Healthy Cities and Green Cities are more connected with value- added outcomes. This is particularly important with the surge of international interest in environment and Green City development so that the need exists to redefine what lifelong learning and learning city strategies can contribute. The paper draws out the implications for adult education in the Australian context. We hope it will generate discussion. Learning cities as healthy green cities 369 Introduction The UN Rio+20 Summit held in June 2012 reminds us of the critical importance of addressing the great environmental issues to ensure the future of Planet Earth. At the same time, escalating urbanisation around the world points to the challenge of building cities that are just and inclusive, and where opportunities are available for all throughout life, and where the well-being of all is an aspiration that is actively addressed in city development. This challenge is widely recognised. The World Bank in its ECO2 Cities initiative has observed that ‘[u]rbanisation in developing countries is a defining feature of the 21st century’ (World Bank 2011). -

1. Scope of the book - defining and environmental and sustainability planning 1.1 Planning There are three keys words that need to be defined, or at least have their meaning refined: environmental, sustainability and planning. We’ll start with ‘planning’. ‘Planning’ for the purposes of this book is land use planning. As Thompson and Maginn (2012) note, planning is about making decisions which facilitate future actions. It is mostly seen as applying to cities, to allow for the orderly development of residential areas, employment centres, supporting infrastructure and services. These future actions can either be long-term plan making, in some cases up to 50 years, more short-term decision making like zoning, or more immediate decision making like development approval (for example approval to construct a house). Planning can be legally binding, or statutory, where decision making specifically allows or dis-allows certain land uses. These include zoning of land, subdivision and development approval. Planning also has non statutory elements, for example most strategic plans and policies are used to guide statutory planning but are, for the most part, not legally binding. Planning is not just done by the traditional land use planning agencies (in WA it is the Western Australian Planning Commission and the Department of Planning). National Parks and Nature Reserves are usually vested in, and managed by, conservation or environmental agencies, and these agencies usually have statutory powers to plan and control land uses of these lands. Some agencies have special powers in relation to certain resources, which enables them to apply special land use control over land affected by those resources. -
