It suggests that the protocols constitute a sound legal basis for member states to extend residence and work rights to refugees with ECOWAS citizenship residing in their territories who are willing to seek and carry out employment. It briefly describes current efforts to assist Sierra Leonean and Liberian refugees to achieve the legal aspects of local integration through utilization of ECOWAS residence entitlements in seven countries in West Africa. The paper concludes with a number of recommended next steps for further action by both UNHCR and ECOWAS. The Centre is home to a large post-doctoral programme and hosts major research programmes, projects and data sets, in addition to a range of working groups and ad hoc initiatives. The research agenda is organised around a set of core themes and is continuously evolving, reflecting the changing agenda of European integration, the expanding membership of the European Union, developments in Europe’s neighbourhood and the wider world.
