SitesSitesSitesininin Sector 1Sector1 4.99 Site references RTP 39, 40, 41, 201, 229, and 321. 4.100 All six sites represent potential urban extensions to Irthlingborough, located to the north and north­east of the town (and to the south of Crow Hill). Site RTP 39* 4.101 This 5.3 ha site has an orange health rating because 36 per cent of the site is currently open space, described as the Irthlingborough NE natural area. The landscape character rating is orange particularly because of the site’s wider links with land to the north and east. The environmental character report notes that sensitive transitional landscapes between settlement and river should be created, though in this case, militating against this is the extant planning permission adjoining and to the east. A coalescence effect is evident between the north east part of Irthlingborough and the settlement of Crow Hill and this rating is red. Cultural heritage is also rated red because the site intersects an Ancient Monument (an Iron Age Hill Fort with Iron Age, Roman and mediaeval settlement) and a small area of a listed building buffer. The site is more than 800 metres to the settlement centre and therefore rates orange. Taking account of all the identified attributes, the site is rated redredred overall. Site RTP 40* 4.102 This site is just over 1 hectare in size and has the same landscape character definitions as the adjacent site 39. The coalescence rating is red and part of the site adjoins the

north edge of the bypass, with existing development to its east and west boundaries. It is just within 800 metres of the centre of Irthlingborough. Taking account of all the identified attributes, including the surrounding development that mitigates the coalescence factor, the site is rated ooorangeorangerangerange overall. Site RTP 41* 4.103 This site is just over 3 hectares in size and although it has the same landscape character definitions as nearby sites 39 and 40 it is south of the bypass and enclosed on all sides by development: development of this site would not therefore have the same degree of visual intrusion as would development at sites 39 and 40. For the same reasons, the orange coalescence rating is mitigated by the site’s location south of the bypass. No other constraints to development are noted by this study and the overall rating is yellow.yellow.yellow. Site RTP 201* 4.104 The site is nearly 11 ha in size. Its orange biodiversity rating reflects the fact that a small part of the site intersects the SSSI and Ramsar buffer area of the Upper Nene Valley Gravel Pits. Coalescence with Crow Hill is evident and the rating for this attribute is red. The red rating for cultural heritage and flood risk is because the site intersects an Ancient Monument (the same situation as for site 39) and 5 per cent of the site is subject to flood risk. About 50 per cent of the site closest to the bypass has an extant planning permission for built development. Taking account of all of the above factors, the site is rated ooorangeorangerangerange overall, though it should be noted that more constraints to development arise in the northern part of the site (that part unaffected by the planning permission but impacting on the Ancient Monument site). Site RTP 229* 4.105 This is a small site, 0.08 ha, on the southern edge of the village of Crow Hill. As with other sites in this sector, the landscape character rating is orange due to the influence of the river. Coalescence with the north of Irthlingborough would occur if the site were developed (albeit of a minor nature) and this rating is red. The site is greenfield and its distance from the centre of Irthlingborough means that this settlement centre’s rating is orange. As with all sites at Irthlingborough the utilities rating is orange as development would require upgraded infrastructure (including water supply and waste water disposal). The site is outside the village settlement boundary and taking account of all the identified attributes, the site is rated redredred overall. Site RTP 321* 4.106 This 0.45 ha site is on the east edge of Irthlingborough’s town boundary between the existing factory buildings and the river. The biodiversity rating is orange because the site intersects the SSSI and Ramsar buffer area of the Upper Nene Valley Gravel Pits. Coalescence with the north of would occur if the site were developed and this rating is red. Cultural heritage is rated red because the site intersects with an ancient monument and listed building: Irthlingborough Bridge. The entire site is subject to flood risk and so is rated red for this attribute. It is somewhat distant from the centre of Irthlingborough and this rating is orange. Taking account of all the identified attributes, the site is rated redredred overall.

Overall RED ORANGE YELLOW ORANGE RED RED 2006 Sector 1 Analysis Outcome 4.107 The 2006 Urban Extensions Study analysis of sectors noted that: ‘sector one is constrained by land that is liable to flooding, landscape and biodiversity issues, accessibility to employment and public transport is reasonable. The land that is not constrained would have an impact on the greenfield land between Irthlingborough and the settlement of Crow Hill.’ 4.108 The individual site assessments similarly found little opportunity for development in Sector 1. Site RTP 41 has potential for development but it should be noted that this site is currently not within the existing town boundary (though it is within the arc of Road). With sites RTP 39 and 229, the issue of coalescence between Irthlingborough and Crow Hill was instrumental in their assessments. The largest potential site in this sector (site RTP 201) is partly committed for employment use and there is an Ancient Monument impact at the northern­most part of the site. Sites in Sector 2 4.109 Site references RTP 50, 82, 102, 221, and 223. 4.110 Sites RTP 221 and RTP 223 represent potential urban extensions, located to the north of Irthlingborough on land characterised as Central plateaux and valleys. Site RTP 50 4.111 This 2.2 ha site is to the north of the bypass with mainly rural agricultural buildings adjoining it. The landscape character rating is orange as development would be visually intrusive though it may be possible for some development given the screening effect of existing buildings. Coalescence with Crow Hill is evident and the rating for this attribute is red. The site is within a highly permeable stratum (the Blisworth Limestone Formation) and is rated orange. Taking account of all the identified attributes, the site is rated redredred overall.

Site RTP 82 4.112 This 1.2 ha site is not within the Crow Hill settlement boundary but is part of the built­up nature of Crow Hill. The two main constraints identified by this study are the distance of the site from the centre of Irthlingborough and the fact that upgrading for waste water disposal is required: each of these attributes attracts an orange rating. Taking account of all the identified attributes, the site is rated yyyellowyellowellowellow overall. Site RTP 102 4.113 This 4.7 ha site is within the north and west of Irthlingborough’s built­up area. 0.2 ha of the site is amenity green space hence the site’s orange health rating. For the most part the site is brownfield (an existing business – Sunseeker Caravans – occupies the site) and it therefore attracts a green rating for this attribute. It is about 820 metres from Irthlingborough centre (hence its orange rating for this attribute) and upgrading for waste water disposal is required (hence a further orange rating). With residential areas to all sides of the site apart from the north edge ­ which abuts the bypass ­ and taking account of the above identified attributes, the site is suitable for development and is rated yellowyellowyellow overall. Site RTP 221* 4.114 This 66 ha site is in open countryside to the north and west of Irthlingborough with the bypass defining the southern boundary of the site. The landscape character rating is red: the central Northamptonshire Plateaux and Valleys environmental character assessment identifies an open and remote character where new development should be avoided. The coalescence rating is red as development of the site would draw together the settlement of Finedon with Irthlingborough. The site is greenfield; is relatively remote from the centre of Irthlingborough; and would require upgrading of infrastructure utilities provision, hence the orange rating for both of these latter attributes. Taking account of all the identified attributes, the site is rated redredred overall. Site RTP 223* 4.115 This is the largest assessed site at Irthlingborough. It is 176 ha in total (its complete development could double the size of the settlement). It is to the north of the bypass and would join the main settlement with Crow Hill. Virtually the same attribute ratings apply to this site as apply to site 221 above: the only exception is for water quality where the rating for this site is yellow (not within a highly permeable strata) and there would therefore be less concern about this attribute were development to occur. For the same reasons identified for site 221 above, this site’s overall rating is red.red.red.

Overall RED YELLOW YELLOW RED RED 2006 Sector 2 Analysis Outcome 4.116 The 2006 Urban Extensions Study analysis of sectors noted that: ‘In sector two there is a small area of land that is adjacent to the built­up area, this has no known constraints on it. The remaining land is on the opposite side of the A6 to the main built­up area, this would cause access problems as well as having landscape implications.’ 4.117 Our assessment of sites found that only two sites are sustainable (RTP 82 and 102) and both of these have existing buildings on the sites and are within a built–up area. Sites in Sector 3 4.118 Site references RTP 2, 3, 4, 5, 84, 98, 220 and 329. 4.119 Site references RTP 3, 84, 98, 220 and part of RTP 2 represent potential urban extensions, located to the west of Irthlingborough, on land primarily characterised by Central Northamptonshire plateaux and valleys. Site RTP 2* 4.120 At 10 ha in size, this is the existing Huxlow School site where education expansion is to be provided. The health rating is orange for this site as part of it comprises Finedon Road natural area. An element of coalescence arises in relation to Finedon and this rating is orange. The site is brownfield and is close to the centre of Irthlingborough. Overall, and taking into account all of the identified attributes, the site is rated orange.orange.orange. Site RTP 3* 4.121 This 11 ha site, between Huxlow School and the built­up urban area of Irthlingborough is rated orange for the health attribute because it contains recreation and play facilities dispersed throughout. Similarly to site 2, there is a coalescence factor, hence this rating is orange. Taking account of all the identified factors, this site is rated orangeorangeorange overall.

Site RTP 4 4.122 This 1.6 ha site to the south of Irthlingborough is an area of waste land used for fly tipping and is a disused (and unfilled) quarry. The site is rated orange for the health attribute because it impinges on the Road Natural Space. As a former quarry the site is identified as intersecting unstable land, hence its green rating for this attribute. The settlement centre rating is orange, reflecting the fact that the site is 895 metres from the centre of Irthlingborough. Taking account of all the identified factors, this site is rated orangeorangeorange overall. Site RTP 5 4.123 This infant’s and junior’s schools site is 1.4 ha in size and is part of the built­up urban area of Irthlingborough. The site is rated orange for the health attribute because it impinges on outdoor sports facilities associated with the schools. It is a brownfield site situated close to the centre of Irthlingborough (less than 300 metres hence the green rating). Taking account of all the identified factors, this site is rated yyyeyeeellowllowllowllow overall. Site RTP 84* 4.124 This 3.8 ha site is on the southern boundary of Irthlingborough in open countryside. A small part of this site is listed as amenity green space for the adjacent prospective residential site to the east and so the health rating is orange. The rolling ironstone valley slopes is described in the landscape character assessment as a very settled landscape. Moreover, the central Northamptonshire Plateaux and Valleys environmental character assessment identifies an open and remote character where new development should be avoided. The landscape character assessment is rated red. The site is a former quarry area. It is over a kilometre away from Irthlingborough centre and the orange rating reflects this distance. Utilities would also need to be upgraded. The site forms part of the strategic gap between settlements identified in the submission version of the Joint Core Strategy (dated February 2007). Taking account of all of the above factors, the site is rated redredred overall. Site RTP 98* 4.125 This 14 ha site is adjacent to site 84 assessed above but is further south and in open countryside. The health rating is red for the site because the oil pipeline transects it (the tip of the southern corner). For the same reasons as for site 84, the landscape character assessment is rated red. There is an existing field pond in this site and the biodiversity character strategy notes that in this ‘Liassic slopes’ character area, such ponds should be conserved [Biodiversity Character Strategy (November 2006), page 24]. Taking account of all of the above factors, the site is rated redredred overall. Site RTP 220* 4.126 This large 95 ha site covers a significant part of this sector and is basically the westward extension of Irthlingborough towards Finedon. Part of the site is recreational open space, hence its orange health rating. Consistent with sites 84 and 98 assessed above, this site’s landscape character is rated red. There is also a coalescence factor with Finedon which results in an orange rating. An orange rating is identified for water quality; distance from the settlement centre and also utilities. Overall the site is rated orange,orange,orange, though it should be noted that the outer parts of the site – closest to Finedon – have much weaker sustainability credentials and more constraints to development arise than with the parts of the site close to Irthlingborough for reasons explained in the assessment of all three proximate sites – 84,98 and 220. Site RTP 329 4.127 This 7.7 ha site (known as the Whitworths site) is part of the built­up urban area of Irthlingborough on the north side of Wellingborough Road. In respect of its distance from a rail station, the site is rated orange and likewise for the utilities rating as water supply reinforcement is required and sewer facilities would require upgrading. Other than this,

Overall ORANGE ORANGE ORANGE YELLOW RED RED YELLOW ORANGE YELLOW 2006 Sector 3 Analysis Outcome 4.128 The 2006 Urban Extensions Study analysis of sectors noted that: ‘Within sector three there is room for expansion and there are no known major constraints. Accessibility for services, employment and public transport is good. There may be some concern with regard to the wildlife sites and any unstable land that may be found further south within the sector.’ 4.129 Our assessment of sites found that only two sites are not sustainable (RTP 84 and 98) and both of these represent a southern extension of Irthlingborough. Other site assessments are consistent with the findings of the 2006 study, though with some care required in development and possible mitigation related particularly to natural areas, recreation or play space. Sites in Sector 4 4.130 Site references RTP 51, 52, 83, 204, 219, 290, 291, and 292. 4.131 Site references RTP 51, 83, 204 and 219 represent potential urban extensions, located towards the south­west and south­east of Irthlingborough, on land primarily characterised by Liassic slopes. Site RTP 51* 4.132 This 4.2 ha site is between the built­up area of Irthlingborough and the and is just outside the existing town boundary. A small part of the site intersects with amenity green space and the health rating is therefore orange. The site also intersects the buffer zone of a SSSI and Ramsar site and so the biodiversity rating is orange. The landscape character assessment identifies the site as within a broad river valley floodplain; the environmental character assessment notes that for this Middle Nene area ‘new

development and land management should seek to create a sensitive transitional landscape between settlement and river’. (page 28) The previously­developed nature of the site means that the overall landscape character rating is also orange. There is a degree of coalescence with Higham Ferrers and this attribute is rated orange. About 20 per cent of the site is subject to flood risk and this attribute is therefore rated red. Taking account of all of the above factors, the site is rated redredred overall. Site RTP 52 4.133 This 1.7 ha site is to the north of site 51, and mostly within the existing town boundary and of a previously­developed nature. A small part of the site intersects with a play area and the health rating is therefore orange. There is a degree of coalescence with Higham Ferrers and this attribute is rated orange (though it should be noted that the previously­ developed nature is a mitigation factor). The cultural heritage attribute is red because a listed building is affected at the bottom corner of the garden/grounds (the listed building is a seventeenth Century farmhouse and early/ mid nineteenth Century barn). Also the flood risk rating is red though less than 5 per cent of the site is affected. Overall, five attributes have a green rating (relatively high for assessed sites in Irthlingborough) and taking account of all of the above factors, the site is rated ooorangeorangerangerange overall. Site RTP 83* 4.134 This 4.2 ha site is adjacent and to the north of site 51 and is also outside the existing town boundary. The rating for biodiversity, landscape character and coalescence is orange – the same as for site 51, and for the same reasons. About 15 per cent of the site is subject to flood risk and this attribute is therefore rated red. Taking account of all of the above factors, the site is rated redredred overall. Site RTP 204* 4.135 This site is to the south of the existing town boundary and is 1.5 ha. It has an orange health rating because it intersects with amenity green space. The landscape character rating is red for the reasons referred to above for sites 84 and 98. The site is more than 1 kilometre to the centre of Irthlingborough hence its orange rating for this attribute: it is also within the strategic gap between settlements identified in the submission version of the Joint Core Strategy (dated February 2007). Taking account of all of the above factors, the site is rated redredred overall. Site RTP 219* 4.136 This 2.3 ha site is between the southern built­up area of Irthlingborough and site 204 assessed above. The main constraints are therefore the same as for site 204 – landscape character (red rating); distance from the settlement centre (orange rating) and it is part of the strategic gap between settlements. Taking account of all of the above factors, the site is rated redredred overall. Site RTP 290 4.137 This 0.4 ha site is within the built­up urban area. A small part of the site intersects with amenity green space and the health rating is therefore orange. In other respects the site has good potential for development and is the only site assessed in Irthlingborough with 6 green ratings. The overall assessment for the site is therefore yellow.yellow.yellow. Site RTP 291 4.138 This site is also within the built­up urban area and is 1.2 ha. Most of the site comprises Hay Way Playground. In other respects the remainder of the site (that is, excluding the play space) has potential for development and five green rating attributes are recorded. Taking account of all of the above factors, the site is rated ooorangeorangerangerange overall. Site RTP 292 4.139 This is a 2 ha site within the built­up urban area and most of the site comprises amenity green space. In similar circumstances to site 291, the other site attributes assessed

Overall RED ORANGE RED RED RED YELLOW ORANGE ORANGE 2006 Sector 4 Analysis Outcome 4.140 The 2006 Urban Extensions Study analysis of sectors noted that: ‘Sector four contains land that is liable to flooding as well as there being national biodiversity interest in the area. Accessibility is reasonable, however the only land available for development is some way from the centre of town and the facilities and services found there along with the schools’. 4.141 Our assessment of sites is consistent with the 2006 study and the four sites with potential are all within the built­up area and within the existing town boundary. Flood risk and landscape character are determinative in the assessment of unsustainability for the remaining four sites in this sector. Conclusion on Irthlingborough 4.142 Our site assessment found that there are 6 sites in Irthlingborough rated yellow overall, which represent the most sustainable locations for future development (though facing some constraints which will require mitigation). 4.143 There are 9 sites rated orange overall that face more significant constraints to development, although mitigation may be possible. 4.144 There are 12 sites in Irthlingborough that face such serious constraints/multiple constraints that mitigation is unlikely to be possible and development is unlikely to be acceptable at these locations. These sites, which are rated red overall, are the least sustainable sites for future development. 4.145 The final assessment of each site is summarised in Table 4.3 and Figure 4.6 below.
