East Northants Sustainability Assessment Final Report Irthlingborough 4.98 A total of 27 sites have been assessed in Irthlingborough, comprising sites within the urban area and on the urban periphery. The sites assessed are shown in Figure 4.5 below. Figure 4.Figure4.54.555Irthlingborough Sites SitesSitesSitesininin Sector 1Sector1 4.99 Site references RTP 39, 40, 41, 201, 229, and 321. 4.100 All six sites represent potential urban extensions to Irthlingborough, located to the north and northeast of the town (and to the south of Crow Hill). Site RTP 39* 4.101 This 5.3 ha site has an orange health rating because 36 per cent of the site is currently open space, described as the Irthlingborough NE natural area. The landscape character rating is orange particularly because of the site’s wider links with land to the north and east. The environmental character report notes that sensitive transitional landscapes between settlement and river should be created, though in this case, militating against this is the extant planning permission adjoining and to the east. A coalescence effect is evident between the north east part of Irthlingborough and the settlement of Crow Hill and this rating is red. Cultural heritage is also rated red because the site intersects an Ancient Monument (an Iron Age Hill Fort with Iron Age, Roman and mediaeval settlement) and a small area of a listed building buffer. The site is more than 800 metres to the settlement centre and therefore rates orange. Taking account of all the identified attributes, the site is rated redredred overall. Site RTP 40* 4.102 This site is just over 1 hectare in size and has the same landscape character definitions as the adjacent site 39. The coalescence rating is red and part of the site adjoins the Roger Tym & Partners M9147, May 2007 33 East Northants Sustainability Assessment Final Report north edge of the bypass, with existing development to its east and west boundaries. It is just within 800 metres of the centre of Irthlingborough. Taking account of all the identified attributes, including the surrounding development that mitigates the coalescence factor, the site is rated ooorangeorangerangerange overall. Site RTP 41* 4.103 This site is just over 3 hectares in size and although it has the same landscape character definitions as nearby sites 39 and 40 it is south of the bypass and enclosed on all sides by development: development of this site would not therefore have the same degree of visual intrusion as would development at sites 39 and 40. For the same reasons, the orange coalescence rating is mitigated by the site’s location south of the bypass. No other constraints to development are noted by this study and the overall rating is yellow.yellow.yellow. Site RTP 201* 4.104 The site is nearly 11 ha in size. Its orange biodiversity rating reflects the fact that a small part of the site intersects the SSSI and Ramsar buffer area of the Upper Nene Valley Gravel Pits. Coalescence with Crow Hill is evident and the rating for this attribute is red. The red rating for cultural heritage and flood risk is because the site intersects an Ancient Monument (the same situation as for site 39) and 5 per cent of the site is subject to flood risk. About 50 per cent of the site closest to the bypass has an extant planning permission for built development. Taking account of all of the above factors, the site is rated ooorangeorangerangerange overall, though it should be noted that more constraints to development arise in the northern part of the site (that part unaffected by the planning permission but impacting on the Ancient Monument site). Site RTP 229* 4.105 This is a small site, 0.08 ha, on the southern edge of the village of Crow Hill. As with other sites in this sector, the landscape character rating is orange due to the influence of the river. Coalescence with the north of Irthlingborough would occur if the site were developed (albeit of a minor nature) and this rating is red. The site is greenfield and its distance from the centre of Irthlingborough means that this settlement centre’s rating is orange. As with all sites at Irthlingborough the utilities rating is orange as development would require upgraded infrastructure (including water supply and waste water disposal). The site is outside the village settlement boundary and taking account of all the identified attributes, the site is rated redredred overall. Site RTP 321* 4.106 This 0.45 ha site is on the east edge of Irthlingborough’s town boundary between the existing factory buildings and the river. The biodiversity rating is orange because the site intersects the SSSI and Ramsar buffer area of the Upper Nene Valley Gravel Pits. Coalescence with the north of Higham Ferrers would occur if the site were developed and this rating is red. Cultural heritage is rated red because the site intersects with an ancient monument and listed building: Irthlingborough Bridge. The entire site is subject to flood risk and so is rated red for this attribute. It is somewhat distant from the centre of Irthlingborough and this rating is orange. Taking account of all the identified attributes, the site is rated redredred overall. The land that is not constrained would have an impact on the greenfield land between Irthlingborough and the settlement of Crow Hill.’ 4.108 The individual site assessments similarly found little opportunity for development in Sector 1. Site RTP 41 has potential for development but it should be noted that this site is currently not within the existing town boundary (though it is within the arc of Finedon Road). With sites RTP 39 and 229, the issue of coalescence between Irthlingborough and Crow Hill was instrumental in their assessments. The largest potential site in this sector (site RTP 201) is partly committed for employment use and there is an Ancient Monument impact at the northernmost part of the site. Sites in Sector 2 4.109 Site references RTP 50, 82, 102, 221, and 223. 4.110 Sites RTP 221 and RTP 223 represent potential urban extensions, located to the north of Irthlingborough on land characterised as Central Northamptonshire plateaux and valleys. Site RTP 50 4.111 This 2.2 ha site is to the north of the bypass with mainly rural agricultural buildings adjoining it. The landscape character rating is orange as development would be visually intrusive though it may be possible for some development given the screening effect of existing buildings. Coalescence with Crow Hill is evident and the rating for this attribute is red. The site is within a highly permeable stratum (the Blisworth Limestone Formation) and is rated orange. Taking account of all the identified attributes, the site is rated redredred overall. Roger Tym & Partners M9147, May 2007 35 East Northants Sustainability Assessment Final Report Site RTP 82 4.112 This 1.2 ha site is not within the Crow Hill settlement boundary but is part of the builtup nature of Crow Hill. The two main constraints identified by this study are the distance of the site from the centre of Irthlingborough and the fact that upgrading for waste water disposal is required: each of these attributes attracts an orange rating. Taking account of all the identified attributes, the site is rated yyyellowyellowellowellow overall. Site RTP 102 4.113 This 4.7 ha site is within the north and west of Irthlingborough’s builtup area. 0.2 ha of the site is amenity green space hence the site’s orange health rating. For the most part the site is brownfield (an existing business – Sunseeker Caravans – occupies the site) and it therefore attracts a green rating for this attribute. It is about 820 metres from Irthlingborough centre (hence its orange rating for this attribute) and upgrading for waste water disposal is required (hence a further orange rating). With residential areas to all sides of the site apart from the north edge which abuts the bypass and taking account of the above identified attributes, the site is suitable for development and is rated yellowyellowyellow overall. Site RTP 221* 4.114 This 66 ha site is in open countryside to the north and west of Irthlingborough with the bypass defining the southern boundary of the site.
