Saleh Poll Tax December 2011
On the Road to Heaven: Poll tax, Religion, and Human Capital in Medieval and Modern Egypt Mohamed Saleh* University of Southern California (Preliminary and Incomplete: December 1, 2011) Abstract In the Middle East, non-Muslims are, on average, better off than the Muslim majority. I trace the origins of the phenomenon in Egypt to the imposition of the poll tax on non- Muslims upon the Islamic Conquest of the then-Coptic Christian Egypt in 640. The tax, which remained until 1855, led to the conversion of poor Copts to Islam to avoid paying the tax, and to the shrinking of Copts to a better off minority. Using new data sources that I digitized, including the 1848 and 1868 census manuscripts, I provide empirical evidence to support the hypothesis. I find that the spatial variation in poll tax enforcement and tax elasticity of conversion, measured by four historical factors, predicts the variation in the Coptic population share in the 19th century, which is, in turn, inversely related to the magnitude of the Coptic-Muslim gap, as predicted by the hypothesis. The four factors are: (i) the 8th and 9th centuries tax revolts, (ii) the Arab immigration waves to Egypt in the 7th to 9th centuries, (iii) the Coptic churches and monasteries in the 12th and 15th centuries, and (iv) the route of the Holy Family in Egypt. I draw on a wide range of qualitative evidence to support these findings. A Brief History of Coptic Personal Status Law Ryan Rowberry John Khalil* INTRODUCTION With the U.S.-led "War on Terror" and the occupation of Iraq and Afghanistan, American legal scholars have understandably focused increased attention on the various schools and applications of Islamic law in Middle Eastern countries. 1 This focus on Shari'a law, however, has tended to elide the complexity of traditional legal pluralism in many Islamic nations. Numerous Christian communities across the Middle East (e.g., Syrian, Armenian, Coptic, Nestorian, Maronite), for example, adhere to personal status laws that are not based on Islamic legal principles. Exaltation of the Holy Cross If you walk into any Catholic Church, you will immediately see the cross, the crucifix. Every Sunday we are led into the church by the cross. When we begin mass, we bless ourselves with the sign of the cross. And if you look above the altar, you will see the crucifix prominently displayed. The cross decorates our homes, and for many of us it has even become a lovely piece of jewelry, something we proudly display. But it wasn’t always this way. The cross was once a sign of horror and shame, something that instilled fear and loathing into every heart. Crucifixion was the punishment the Roman Empire reserved for slaves, violent criminals, and those who rebelled against the Roman state. In the Old Testament, the Book of Deuteronomy says, “Cursed by God is anyone who hangs on a tree.” So imagine how difficult it was for the first Christians to preach the gospel of the crucified Christ. Crucifixion was the punishment for slaves, violent criminals, and political rebels. Jesus was crucified. Therefore Jesus must have been … Anyone who hangs on a tree (is crucified) is under God’s curse. Jesus was crucified. Therefore, Jesus must have been under God’s curse. You see, what we take for granted today was a stumbling block in the ancient world, a scandal, a cause for shame. But today we celebrate a feast in honor of the cross; we reverence and proclaim the cross because this instrument of shame and torture has become the source of our salvation. -

The cultural influence and contribution of the Maronite Church to the growth of the Middle East in the 14ᵗʰ–19ᵗʰ centuries The Maronites are proud of their Syriac roots and cultural connections with the West.1 The question arises: in what areas did the Syriac Christian community constitute a bridge between the East and the West? Although not all critical remarks of Kamāl Ṣalībī (b. 1929) on the Maronite view of history are accepted without reservation, his remark that “the awareness of the historic truth (wa’y al-ḥaqīqa at-tārīḫīya) constitutes the ultimate foundation for the possibility to build a healthy society”2 seems valuable. The postulate of the verification of over-interpretation is always valid, nevertheless the discussion: what is a myth (al-asāṭīr) and what is the truth in the history of Lebanon continues.3 The analysis of the cultural heritage of the Maronites will let us establish to which degree the activities of the Maronites from the 15ᵗʰ till the 19ᵗʰ centuries prepared many processes in the Middle East in the modern times. Introduction The East-West Schism (also known as the Great Schism) resulted in the division of Christianity into Eastern (Greek) and Western (Latin) branches. The mutual excommunications in 1054 marked the climax to a long period of tension between the two streams of Christianity and resulted from, amongst other things, cultural, linguistic, political and theological differences that had built up over time. Here we examine a number of these differences and their ultimate culmination in dividing East from West. 2. Greek and Latin Cultural Differences In his work 'Turning Points', Noll argues that “As early as the first century, it was possible to perceive pointed differences between the representatives of what would one day be called East and West.” 1 The Eastern Orthodox theologian Timothy Ware expands on this: From the start, Greeks and Latins had each approached the Christian mystery in their own way.
