Chapter 3: Glenn Highway Region Glenn Highway Region This approximately 581,000 acre region encompasses the Glenn Highway corridor from Palmer out past Eureka to the eastern border of the Matanuska-Susitna Borough. It follows the Matanuska River Valley with the Talkeetna Mountains to the north and Chugach Mountains to the south. The communities of Palmer, Sutton, and Chickaloon are within this region. Most of the state land within the western third of this region is within the boundary of the Matanuska Valley Moose Range, a Legislatively Designated Area (LDA). Another LDA within the plan boundary and adjacent to this region is a small portion of Chugach State Park at the southwest corner of the region along the Knik River. Two Public Use Areas (PUA) adjoin the boundary of this region: the Nelchina PUA to the north and the Knik River PUA to the south. The Hatcher Pass management area defines the western boundary. While most of the region is the valley bottom and benchlands of the Matanuska River, the front range of the Talkeetna Mountains, where most of the human use is due to its accessibility from the highway, is also within the region. At the eastern end of the region the land rises to a high plateau and the distance between the Talkeetna and Chugach mountains broadens significantly. Refer to Figure 3-1 to locate the map of a particular area. Distribution and Characteristics There are approximately 331,000 acres of general state land (and state-selected) within this region. This does not include the approximately 122,000 acres in the legislatively designated Matanuska Valley Moose Range (MVMR). -

In 1915, the family relocated to Anchorage, which was then just a tent city thrown up to house workers on the Alaska Railroad. McCutcheon began taking photographs as a young boy, but it wasn’t until he found himself in the small town of Curry, AK, working as a night roundhouse foreman for the railroad that he set out to teach himself the art and science of photography. As a Deputy U.S. Marshall in Valdez in 1940-1941, McCutcheon honed his skills as an evidential photographer; as assistant commissioner in the state’s new Dept. of Labor, McCutcheon documented the cannery industry in Unalaska. From 1942 to 1944, he worked as district manager for the federal Office of Price Administration in Fairbanks, taking photographs of trading stations, communities and residents of northern Alaska; he sent an album of these photos to Washington, D.C., “to show them,” he said, “that things that applied in the South 48 didn’t necessarily apply to Alaska.” 1 1 Emanuel, Richard P. -

WASHINGTON # -1950- FOREWORD This study of the Matanuska Colony project in Alaska was undertaken for the Interior-Agriculture Committee on Group Settlement in Alaska. The study is one of several which were made at the request of the Committee, covering such subjects as land use capability, farm management and production, and marketing. The Committee on Group Settlement in Alaska consists of Harlan H. Barrows, Consultant, Chairman; E. H. Wiecking and 0. L. Mimms, Department of Agriculture; Marion Clawson and Robert K. Coote, Department of the Interior. While prepared primarily for the use of the Committee, the report contains such a wealth of information that it will be of interest and of value to all those concerned with the settlement and development of Alaska. It is recommended as a factual, objective appraisal of the Matanuska project. The author accepts responsibility for the accuracy of the data and the conclusions and recommendations are his own. It should be pointed out that subsequent to the time the report was written, several of the recommended scientific investigations have been undertaken and that present knowledge of certain areas, particularly the Kenai-Kasilof area on the Kenai Peninsula, is much more adequate than indicated in the report. Beginning in 2002, collections have been made by staff from three offices: the Northern Field Office (whose SOS abbreviation is AK025), the Anchorage Field Office (AK040), and the Alaska State Office (AK930). Most of the AK025 and AK040 collections were made in partnership with the Kew Millennium Seed Bank Project (http://www.kew.org/science-conservation/save-seed- prosper/millennium-seed-bank/index.htm). Collecting trips over the period 2002-2007 produced 108 collections, and were made with the assistance of contract botanists from University of Alaska and the Alaska Plant Materials Center. With the conclusion of the Millennium Seed Bank partnership, the state program has focused on obtaining native plant seed to be stored and increased, with the objective of providing greater seed availability for restoration efforts. -

Palmer-Wasilla Zone Flowing Waters Palmer-Wasilla Zone flowing waters: • The Palmer-Wasilla Zone consists of all flowing waters inside a zone bounded on the north by Willow Creek, on the west by a line ½ mile east of the Susitna River, on the south by Cook Inlet and Knik Arm, and on the east by the Matanuska River and Moose Creek (but excluding Willow Creek, the Matanuska River, and Moose Creek): The Little Susitna River is excluded from the Palmer-Wasilla Zone .
