HIGHLIGHTS The Ministry of Health (MoH) and Health Cluster partners are preparing for a significant rise in the number of cases of malaria. The disease is being increasingly reported in all flood-affected districts; up to 2.2 million cases are expected over the next six months. In Sindh, the situation in Hyderabad is exacerbated by an acute shortage of humanitarian staff on the ground. The Executive Director of Health in the town of Dadu has asked the UN and partners for help dealing with the worsening situation, especially in the area around lake Manchar. The Pakistan Flood Emergency Response Plan (PFERP) was launched in New York on 17 September. The plan - a revision of the initial response plan (PIFERP) - proposes a comprehensive set of relief and early recovery activities. The Disease Early Warning and Surveillance (DEWS) system is functioning well: so far, the MoH and partners have managed to avert a second wave of deaths from disease. In Punjab province, Multan hub reports that between 65 and 90% of internally displaced people (IDPs) are returning home. Senior officials from WHO, UNICEF and WFP will visit affected areas from 22 to 25 September. Situation overview and current scale of disaster In Khyber Pukhtoonkhwa (KPK) and Punjab, the situation continues to stabilize. People are gradually returning to their homes and villages. But there is another dimension: not always do conflicts get transformed successfully into peace systems. Mostly, they are transformed into more violent and terrorist movements. Conflict transformation can take the following forms, as explained by Vayrynen.1 (1) Actor transformation: internal transformation in major conflict parties or the emergence and recognition of new actors. (2) Issue transformation: a change in the political agenda of the conflict, downplaying the importance of original conflict issues and emphasizing shared concern for new issues. (3) Rule transformation: a redefinition of the norms actors are expected to observe when dealing with each other. (4) Structural transformation: profound changes relating to the entire structure of inter- actor relations. The circumstances that lead to such a situation and how their prevention from further aggravation clearly needs to be studied.

An exploration of the impact of overseas confl ict on community formation, engagements and relationships with UK institutions. Researchers and policy-makers have a limited understanding of the ways in which confl icts overseas are affecting communities in the UK, except when there are substantial fl ows of asylum seekers and migrants from confl ict regions. Yet globalisation has intensifi ed and changed the international connections of UK communities. This research studied the impact of confl ict on communities in the UK from three areas: Afghanistan/Pakistan, the Great Lakes region (Burundi, Democratic Republic of Congo, Rwanda, Uganda) and the western Balkans. The challenge before it in the next five years is to rise like a phoenix from the ashes and reinvent itself as a mainstream contender for power under a dynamic new leadership. This is no mean task, given the paucity of leaders and ideas in the party. After leaving the Presidency in September, Mr Asif Zardari is expected to make way for Bilawal Bhutto. But the lad won't be ready to don the mantle of the sole spokesman for many years. Worse, because of continuing neglect and sore disappointment, the ideological PPP voter, rich or poor, has drifted into the camp of the PMLN and PTI in Punjab and Khyber-Pakhtunkhwa. Wooing it back won't be easy. The PMLN has been upgraded from being a pro-establishment conservative Punjab party into a populist, even anti-establishment, national ruling party with alliance partners in every province.
