Overview From its famed boardwalk, to the iconic Wonder Wheel, Cyclone, and Parachute Jump, to the once bustling midways along Surf Avenue and the Bowery, Coney Island’s legendary status as the world’s greatest urban amusement park lives in all of our memories. But over the years, this once vibrant area has shrunk and deteriorated, and is limited today to one block of seasonal amusements and a few remaining active frontages along Surf Avenue. The Department of City Planning, in partnership with the New York City Economic Development Corporation (EDC), the Department of Parks and Recreation (DPR) and the Department of Housing Preservation and Development (HPD), has developed a comprehensive plan that will establish a framework for the revitalization of the Coney Island amusement area and the surrounding blocks. The plan builds upon the few remaining amusements to create a 27-acre amusement and entertainment district that will reestablish Coney Island as a year-round, open and accessible amusement destination. Outside of the amusement area, the plan provides new housing opportunities, including affordable housing, and neighborhood services. The plan covers 19 blocks bounded by the New York Aquarium to the east, West 24th View the presentation Street to the west, Mermaid Avenue to the north and the Riegelmann Boardwalk to the south. The plan seeks to: Facilitate the development of a vibrant year round, 27-acre urban amusement and entertainment district by catalyzing a variety of new indoor and outdoor amusement, entertainment, and complimentary uses, and laying the groundwork for the development of a 12-acre urban amusement park preserving and expanding amusement uses in their historic boardwalk location in perpetuity; Rezoning Area Boundary View a larger image.

The NYRCR program is managed by the Governor’s Office of Storm Recovery in conjunction with New York State Homes and Community Renewal and the Department of State. The NYRCR program consists of both planning and implementation phases, to assist communities in making informed recovery decisions. The development of this conceptual plan is the result of innumerable hours of effort from volunteer planning committee members, members of the public, municipal employees, elected officials, state employees, and planning consultants. The neighborhood of the same name is a community of 60,000 people in the western part of the peninsula, with Sea Gate to its west, Brighton Beach and Manhattan Beach to its east, and Gravesend to the north.     Rezoning Coney Island The crisis of routine‐development and the struggles over “The people’s Playground” Alessandro Busà Architect, DFG Fellow, Center for Metropolitan Studies, Berlin Abstract The struggles over development in Coney Island cast light on the crisis of conventional development practices Keywords: that crystallized in the times of New York’s housing boom, between Mayor Bloombergs’ first and second Coney Island term. Coney Island holds a special role in history as a popular amusement park district. The recently approved New York Urban rezoning plan replicates widely implemented development strategies featuring a residential and commercial development expansion at the expenses of the land currently zoned for amusements; it allows for the rise of condominium Rezoning towers and large scale "entertainment‐related" retail outlets, while permanently shrinking the amusement Amusement area from 61 to around 9 acres. In this paper, I argue that the reproduction of routine‐development industry practices that proved profitable in a booming economy is likely to fail in the newly configured economic Economic crisis framework and in the peculiar local context. The ongoing recession calls for a different approach to Architect development, one that favors economic diversification and capitalizes on local distinctive advantages.     Coney Island Riegelmann Boardwalk/Beach/Amusement District Vision for Downtown. Provide a brief statement of the municipality’s vision for downtown revitalization Coney Island has a rich history and iconography, and while the neighborhood has been in a protracted period of uplift and revitalization, there is a lack of connectivity between various areas within its alluring Amusement District and beyond to the greater Coney Island neighborhood. Presently, there is no accessibility to existing city-wide bicycle paths, historic connections are not prominent and are therefore lost to the revitalization. There is limited public art or shaded seating to enable visitors and residents of all ages to enjoy, meander and experience Coney Island’s past, present and future. The important historic role Coney Island has played in the creation of amusements and a wonderland are absent from the various level of recent private and public investment. The Downtown Revitalization Initiative (DRI) grant would help facilitate a necessary dialogue between the various organizations, partners and community stakeholders in Coney Island to envision and plan together in a way that has never been possible before. JUSTIFICATION Provide an overview of the downtown area nominated for the DRI program, highlighting the area’s defining characteristics and the reasons for its selection. Explain why the downtown is ready for Downtown Revitalization Initiative (DRI) investment, and how that investment would serve as a catalyst to bring about revitalization. Coney Island is a neighborhood of 50,000 year round residents and a transit hub with the D, N, F and Q trains beginning in Coney Island along with four bus lines and, in the next two years, the implementation of NYC Ferry service.
