ELECTRICAL INSTALLATIONS

Key Policies

The County Council provides and/or maintains lighting: z On major roads and at roundabouts as a safety measure to prevent night-time accidents. z In partnership schemes with Town, Parish and District Councils in areas where there is a fear of crime. z In residential areas where roads and footpaths are adopted by the County Council (except in villages where the Parish Council has a “no lighting policy*”)

* The County Council will respect the wishes of a Parish Council not to provide illumination in its village locations unless lighting is warranted on safety grounds, and there are no cost- effective alternatives.

Standards: z New lighting schemes are designed in accordance with British Standard 5489, taking account of ILE Technical Report No 24 “A Practical Guide to the Development of a Public Lighting Policy for Local Authorities” and the Countryside Commission’s publication “Lighting in the Countryside: towards Good Practice”; to keep energy consumption, lighting pollution and spillage to a minimum. z Maintenance of existing street lights, illuminated signs, illuminated bollards, school signals and zebra beacons is carried out in accordance with the C.S.S ‘Road Lighting Maintenance Code of Good Practice.’

The County Council does not provide and/or maintain lighting: z In private areas such as residents garages, public car parks or roads that have not yet been, or are not going to be, adopted as highway maintainable at the public expense. z If a Parish Council has decided to continue maintaining their own lights (refer 1c). z Where a Parish Council has a policy of no street lighting. E-1 Service Levels

1. Public Lighting

a. Routine Maintenance

z Night-time patrols are carried out for each installation once every two weeks in the winter and once a month in the summer (1 April to 30 September)

z Routine maintenance including cleaning, inspection (electrical and structural), and bulk lamp change to every installation at least once every three years.

z Electrical testing of each installation carried out once every six years.

z The exterior of all illuminated traffic bollards cleaned once a month between September and each year.

z All streetlights or illuminated traffic signs to have sticker attached giving the County Council free-phone fault report line number (sticker scheme to be completed by April 2004).

b. Non Routine Maintenance (Fault Repairs)

z With the exception of those found to be electricity supply failures, all faults to be repaired within five days of receiving the outage report where practicable.

z Any electricity supply failures identified to be reported to the local electricity company within two working days.

z Aim to respond to any reports of a situation where real and imminent danger of electrocution, fire, traffic accident or obstruction of the highway could occur, within two hours of receiving the report.

z Respond to other possible emergencies (such as large groups of outages or other sensitive work) within twenty-four hours.

z Replace any streetlights knocked down in road traffic accidents within 28 days.

z Replace any other seriously damaged structures within approximately 8 weeks.

c. Maintenance by Parish Councils

A number of Parish Councils in are still responsible for the maintenance of their own street lighting, as they are entitled to remain the lighting authority for “footway” lighting schemes, under the Parish Council Act 1957.

These Parish Councils are:

However, any illuminated traffic signs or bollards in these parishes are the responsibility of the County Council as highway authority (Traffic Signs Regulations and General Directions 1994).

d. Private equipment

No private signs, plates, festive decorations or electrical equipment shall be attached to public lighting equipment, or installed above the highway without the approval of the Street Lighting team.

E-2 2. New Installations and Replacement Schemes

z New lighting schemes are designed to comply with BS5489 using maximum spacings between columns and the lowest wattage lamps possible to keep energy consumption to a minimum.

z Lanterns used are to have good optical control of light to minimise light pollution and spillage, and maximise useful light.

z Light source used is to balance good colour rendition with good energy efficiency to meet specific site requirements. Current standard light source used is high-pressure sodium (SON/T).

z Any schemes for new developments not designed by the County Council shall be approved before installation.

3. Safety and Performance

z All work is carried out to current health and safety legislation.

z All contractors working on public lighting must be technically competent and approved.

z All contractors are monitored and supervised to ensure quality of work, and that performance targets are met.

4. Environmental Objectives

The County Council is committed to:

z Work in partnership with street lighting contractors and equipment manufacturers to limit the impact on the environment by waste produced during their operations.

z Recycling spent lighting elements to reduce the amount of hazardous waste, where technically and financially viable.

z Examining the use of elements which produce hazardous wastes, and assessing the possibilities for using elements which contain less hazardous wastes.

z Reduce the amount of general waste produced by:

Recycling obsolete or old unusable equipment,

Maximising the reuse of usable equipment,

Minimising the packaging arrangements of new equipment,

z Review the general use of resources and the effect on the local environment by:

Encouraging the development and use of lighting systems that have a longer lifetime and reduced energy requirement.

Encouraging the use of control systems to provide energy efficiency when lighting requirements are reduced.

Assessing the effect of new lighting installations on residents and local ecology. Electrical Installations Electrical

E-3 5. Traffic Signals Maintenance

z Full inspection and electrical test of each site annually.

z Clean each lens, and change each lamp, once every six months.

z Provide remote monitoring on signal installations, including Pelican,Toucan and Puffin crossings, to obtain instant information on all types of signal faults

z Urgent faults, and lamp problems, to be attended to on same working day.

z Non urgent faults to be attended to within 7 days.

6. Enforcement Camera Housing Maintenance

z Carry out routine maintenance along with structural and electrical testing, of each site annually.

z Respond to any reports of a situation where real and imminent danger of electrocution, fire, traffic accident or obstruction of the highway could occur, within two hours of receiving the report (Street Lighting Contractor).

z Initial attendance to non-urgent faults by enforcement camera contractor within 5 working days.

7. Subway Pumping Installations

z Full inspection of each installation once every four months.

z Attend to any faults on same day as reported.

8. Parking Ticket Machines
