Mazkur yo‘nalishda, sug‘orish tarmoqlarining barqaror ishlashini taminlash, filtratsiya orqali sodir bo‘layotgan suv yoqotishlarini aniqlash va bartaraf etish, Suv Xo‘jaligi boshqaruv ishini takominlashtirish va soddalashtirish, yosh kadrlarni tayyorlash, aholi va fermerlar o‘rtasida suv madaniyatini shakllantirish, yangi innovatsion g‘oya va texnologiyalarni joriy qilish va ularni amalda qo‘llash vazifalari belgilab olindi. Ushbu vazifalarni amalga oshirishda davlatimiz tomonidan huquqiy asos yaratilgan va 2008-2016 yillar mobaynida davlat bydjetidan 1 trln 648 mlrd so‘m mablag‘lar irrigatsiya va melioratsiya tarmoqlarini takomillashtirish uchun yo‘naltirilganligining ozi ham ko‘rsatib turibdi. Ushbu magistrlik dissertatsiya ishida tuproq o‘zanli 3 kanallardan filtratsiya natijasida sodir bo‘layotdan suv qiymatlari aniqlandi va ularga ularga qarshi beton qoplamalardan foydalanildi. Yana bir filtratsiyaga qarshi samarali material geomembrano hisoblanadi. Geomembranolar kelajakda beton mahsulotlarini o‘rnini egallaydi, chunki sement xom ashyosi tabora kamayib borayapganligidan ham bilish mumkin. Mavzuning dolzarbligi: O‘zbekiston Respublikasi Prezidentining 2017- yil 28-noyabrdagi PQ-3405-sonli qarorida ―2018-2019-yillarda irrigatsiyani rivojlantirish va sug‘oriladigan yerlarning meliorativ holatini yaxshilash davlat dasturi to‘g‘risida‘‘gi qaroriga asosan Respublikada yuzaga kelgan suv tanqisligini e‘tiborga olganda suvdan sug‘orishda tejab foydalanish, sug‘orishda suv sarfini kamaytirish hozirgi kundagi dolzarb muammolardan hisoblanadi. Shuning uchun sug‘orishda tejamkor sug‘orish usullarini, texnika va texnalogiyalarini qo‘llash yaxshi samara beradi [1]. Mamlakatimizda qishloq va suv xo‘jaligini rivojlantirish uchun zarur iqtisodiy va tashkiliy-huquqiy asoslar yaratish bo‘yicha keng ko‘lamli ishlar olib borilmoqda. Qishloq xo‘jaligi tarmoqlarining jadal rivojlanishi oqibatida suv resurslari istemolining ortib borishiga olib keladi, bu esa sug‘orish tarmoqlarini modernizatsiyalash, ilg‘or chet el tajribalaridan foydalanishni oldimizga hayotning o‘zi vazifa qilib qo‘ymoqda [2]. Vazirlar Mahkamasining 2018 yil 4 dekabrdagi ―2019-2021 yillarda Toshkent viloyatining irrigatsiya va melioratsiya tizimlarini yaxshilash bo‘yicha Davlat dasturi‖ VM-984 sonli qarorlari qabul qilindi [3]. O‘zbekiston Respublikasi Prezidentining 2019 yil 9 oktyabrdagi PQ- 4486-son qaroriga 6-ilovasiga ko‘ra Suv xo‘jaligi obektlarini qurish va modernizatsiya qilish bo‘yicha ustuvor investitsiya loyihalarining ro‘yxati. 1. Toshkent viloyati Parkent tumanida Qizilsoy sel suv omborini qurish 2. Toshkent viloyati Ohangaron tumanida Toshtepa suv omborini qurish 3. Toshkent viloyati Parkent tumanida Parkentsoysuv omborini qurish [4]. Ushbu uchta loyiha amalga oshishi natijasida Parkent va Ohangaron tumanlarini sug‘orish suvi bilan taminlash sezilarli darajada yaxshilanadi. 4 Yuqoridagi vazifalarni bajarish maqsadida ushbu magistrlik dissertatsiya ishlari bajarilgan. Tadqiqot obyekti: Ohangaron tumani ―Do‘stlik‖ SIU sug‘orish tarmoqlari. Ilmiy ishning maqsadi: Toshkent viloyati Ohangaron tumani ―Do‘stlik‖ SIUning sug‘orish tarmoqlarini modernizatsiyalash asosida sug‘orish suvidan samarali foydalanish. Ilmiy ishning vazifalari: Mavjud sug‘orish tarmoqlarining texnik holatini o‘rganish va yaxshilash; Sug‘orish tarmoqlarining FIK va sug‘oriladigan yerlarning YeFKni aniqlash va oshirish; Sug‘orish tarmoqlarini modernizatsiyalash asosida suvdan tejamli foydalanish. Ilmiy ishning gipotezasi: Toshkent viloyati Ohangaron tumani ―Do‘stlik‖ SIUning sug‘orish tarmoqlarini modernizatsiyalash misolida-Respublikamizda suv taqchilligi kuzatilayotgan ayni davrda sug‘oriladigan maydonlarda sug‘orish suvidan tejamli foydalanish, hamda suv bilan bog‘liq muamolarni bartaraf etish chora-tadbirlarini ishlab chiqish amaliyoti o‘tkaziladi. Mazkur yo‘nalishda yangi innovatsion g‘oyalar va texnologiyalar ishlab chiqiladi. Ularni amalda qo‘llash mexanizmlari taqdim etiladi. Bir so‘z bilan aytganda, ―Do‘stlik‖ SIUning sug‘orish tarmoqlari bo‘yicha ilg‘or avtomatlashtirilgan texnologiyalarni joriy etish. Tadqiqotning ilmiy yangiligi: sug‘orish taqmog‘ining filtratsiya koeffitsienti aniqlandi; sug‘orish tarmog‘ining foydali ish koeffitsienti oshirildi; sug‘orish tarmoqlarini modernizatsiyalash. Tadqiqot natijalarining aprobatsiyasi: Mazkur himoya qilinayotgan dissertatsiya ishi xalqaro, respublika va institut miqiyosidagi anjumanlarda 5 muhokama qilingan va maqullangan. Hususan, ―Qishloq va suv xo‘jaligining zamonaviy muammolari‖ mavzusidagi XVIII-ananaviy ilmiy-amaliy anjumanining ―Sug‘oriladigan yerlarning meliorativ holatini yaxshilash va suv resurslaridan samarali foydalanish muammolari‖ yo‘nalishida faxrli II-o‘rin bilan taqdirlangan. Dissertatsiyaning tuzilishi va hajmi: Dissertatsiya ishi kirish, uchta bob, xulosa, foydalanilgan adabiyotlar ro‘yhati va ilovalardan iborat. In this regard, to ensure the sustainable operation of irrigation networks, detection and elimination of water losses through filtration, improvement and simplification of water management, training of young people, the formation of water culture among the population and farmers, mechanisms for the introduction of new innovative ideas and technologies and their application in practice are presented. Relevance of the topic: According to the Resolution of the President of the Republic of Uzbekistan dated November 28, 2017 No. PD-3405 "On the State Program for the Development of Irrigation and Improvement of Irrigated Lands in 2018-2019" Taking into account the water shortage in the country, the rational use of water for irrigation, reducing water consumption for irrigation is one of the current problems. Therefore, the use of economical irrigation methods, techniques and technologies in irrigation gives good results. Extensive work is being carried out in our country to create the necessary economic, organizational and legal framework for the development of agriculture and water management. It argues that via the processes of military service, labor mobilization, and the evacuation of Soviet elites and common citizens that Uzbeks joined the broader “Soviet people” or sovetskii narod and overcame the prejudices of being “formerly backward” in Marxist ideology. The dissertation argues that the army was a flexible institution that both catered to national cultural (including Islamic ritual) and linguistic difference but also offered avenues for assimilation to become Ivan-Uzbeks, part of a Russian-speaking, pan-Soviet community of victors. Intensive factors of growth of industrial production are considered one by one. The state of basic funds in the development of industrial production in the region is studied. The region was also assessed on the basis of the impact of innovation and investment factors. The conclusion provides recommendations for eliminating the imbalance between the existing regions, accelerating the development of new high- tech industries of the industrial complex. Modernization of industrial enterprises in the region and the introduction of high-efficiency technologies based on modern innovations is an urgent task today. The growth of industrial production is inculcates not due to the expansion of extensive factors, but due to a gradual consistent policy in a systemic market economy, attracting foreign investment, deep structural changes in the economy, modernization and renewal of production, the establishment of new export-oriented industries and enterprises, the development of private entrepreneurship.

    Cotton Harvest Chronicle 2018, Issue 4 The Uzbek-German Forum for Human Rights presents an overview of the latest news on the forced labor situation in Uzbekistan’s 2018 cotton season. The cotton harvest is still underway in Uzbekistan. With the onset of cold weather, the number of volunteers has declined and, despite increasing the payment for pickers to 10-12 cents per 1 kg, it has not been enough to attract a sufficient number of voluntary workers. Under the orders of the heads of the regions, employees of organizations and enter- prises around the country are being forced to pick cotton under the threat of dismis- sal. Almost every day local media report on the dismissals of hokims, prosecutors, po- lice chiefs, and tax inspectors for “poor organization” and “mistakes made in harve- sting cotton in 2018”. The implementation of the state cotton plan is a priority for the heads of regions and districts. According to information obtained on October 21, the Tashkent region is showing the worst results for fulfilling the established plan and has harvested only 50.69% of the required amount. As a result, the hokim of the Tashkent region was reprimanded and the police chief was dismissed. Local media have reported on bonuses paid to three district leaders who were able to meet the established cotton quota. The first districts to fulfill the plan were Chust (Namangan region), Rishtan (Fergana region) and Pakhtaobod (Andijan region). „The leaders of the four sectors of these districts, the governor, the prosecutor, the police chief and the head of the tax inspectorate, received a cash reward of 20 milli- on soum, (approximately $ 2.430 US)“ reported the popular Uzbek website kun.uz.
