Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

*S4M-00740 Drew Smith: Recognising the Continued Flourishing of Clydebuilt Ship Construction—That the Parliament notes the departure of HMS Dragon from the River Clyde to Portsmouth on 27 August 2011 to be handed over to the Royal Navy; further notes that this is the fourth of six Type 45 destroyers, the first of which was launched on the Clyde in 2006; wishes the ship, and all who sail with her, a long and safe service in the future defence of the United Kingdom, its interests and international obligations; recognises that this follows closely on from the departure of the first and largest section of the new Queen Elizabeth class aircraft carrier, which is understood to be the height of a four-storey tenement building and weighs 8,000 tonnes, which began its 600-mile journey from the Clyde to Rosyth by barge on 16 August, arriving 5 days later; congratulates the workers of Govan and Scotstoun shipyards, as well as their partners in Rosyth and elsewhere; reaffirms its commitment to support the building of what it sees as such high quality defence ships in Glasgow, and acknowledges the achievement of the cyclists who took part in the Beat the Block challenge sponsored cycle ride around Scotland and who beat the arrival of the mid-section of the carrier’s hull, which is known to shipyard workers as Lower Block 3, to Rosyth raising £15,000 for the Royal Navy and Royal Marines Charity.

*S4M-00739 Colin Beattie: Congratulations to the Hollies Day Centre—That the Parliament congratulates the Hollies Day Centre, in Musselburgh, on its award of £5,000 from the Lloyds TSB Foundation for Scotland; notes that the funds are expected to be used to allow the centre to further support the community by creating a position of a part-time dementia unit co-worker; praises Ann Proudfoot for what it sees as her continued success with the Hollies Day Centre, and wishes it the best of luck as it continues to serve the Musselburgh community.

*S4M-00738 Colin Beattie: Funds for a Dragon Boat—That the Parliament congratulates Paddlers for Life, Scotland South East on receiving £9,308 from the Big Lottery Fund’s Awards for All scheme; notes that the paddling group intends to purchase a dragon boat so that it can run paddling classes for those recuperating from breast cancer treatment; praises its members for their dedication to their sport and for providing group support and rehabilitation for those recovering from breast cancer; further notes that the paddlers are hoping to receive additional funding for a second boat and for the two boats to race each other, and wishes what it considers to be this fantastic group continued success.

*S4M-00737 Mark McDonald: World Schools Debating Championships in Dundee—That the Parliament congratulates Singapore on winning the World Schools Debating Championships (WSDC) which were held in Dundee between 16 and 26 August 2011; also congratulates Scotland on an excellent performance after reaching the semi-final stages of the competition, defeating tournament favourites England on the way; further congratulates the committee of volunteers, headed by

Irene McGrath and Malcolm Smart, on doing what was considered to be a stellar job in organising the week-long competition which saw teams travel from as far afield as New Zealand and Argentina; considers that this competition demonstrates the strength of schools debating in Scotland and further afield; notes that Scotland will again compete in the WSDC in South Africa early next year, and wishes the team all the best in future competitions.

*S4M-00736 Roderick Campbell: Continued Funding of Sky Watch Civil Air Patrol.—That the Parliament congratulates what it considers to be the outstanding work of Sky Watch Civil Air Patrol volunteers; understands that the Sky Watch Civil Air Patrol is now the largest voluntary air observation service in Europe, offering services such as search, surveillance, reporting and flood warning on a voluntary basis; further understands that the UK Civil Aviation Authority rules currently permit the remuneration of expenses to volunteer pilots only when flying with an observer, with no remuneration being available where pilot-only missions are undertaken, and believes that the UK Government should review this situation as a matter of urgency with a view to ensuring the long-term viability of this charitable organisation in a climate of rising fuel costs.

*S4M-00735 Liam McArthur: A Decade of Success for Home-Start Orkney—That the Parliament congratulates Home-Start Orkney on its 10th anniversary, to be celebrated on the 27 August 2011 with a sandcastle competition on Scapa beach; acknowledges the significant contribution made by the organisation over the last decade supporting families in the islands; recognises that the regular visits to family homes by volunteers who have all had experience of parenting is considered to have become an invaluable support for families; notes that the Orkney scheme, the most northerly in the UK, is one of 334 schemes across the UK and with British Forces’ families overseas, and wishes the organisation in Orkney and elsewhere all the best over the next decade and beyond in delivering its mission to provide children with a happy and secure childhood.

*S4M-00734♦ Elaine Murray: South of Scotland Broadband Delivery Bid— That the Parliament congratulates the South of Scotland Alliance on developing the South of Scotland Broadband UK Bid; understands that, if successful, this would be the single largest infrastructure project for the south of Scotland; notes its objective is to make next generation broadband available to 100% of the population of the area by 2020; further notes that Dumfries and Galloway Council and Scottish Borders Council agreed the indicative funding model which will form the basis of submission of the bid to the Scottish Government at their full council meetings on 25 August 2011; believes that this is a model that could be rolled out in other rural areas of Scotland and would contribute to the delivery of the objectives of the NHS, Scottish Enterprise and the Scottish and UK Governments, and would welcome widespread support for the bid.

1941 to 1944; notes that the merchant ships were assembled at Loch Ewe in Wester Ross and were protected on their voyages by the Royal Navy based at Scapa Flow, Orkney; recalls that 3,000 shipmates perished on the hazardous Arctic convoys through violent storms and freezing weather conditions, whilst under the constant threat of enemy attack, in order to keep open this vital wartime supply route that made possible the Russian resistance to Nazi invasion which it considers, in no small measure, contributed to the Allied victory over fascism; welcomes the fundraising appeal for a new Russian arctic convoy museum to be built at Aultbea, Wester Ross which will create an archive and display of artefacts as a lasting legacy to these brave men, and would welcome support for this worthy initiative.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
