The levels of perceived corruption are presented in Chart 2.1, which shows the proportion of respondents who report that it is “usually” or “always” necessary for them to make unofficial payments or gifts. As Chart 2.1 illustrates, the average perception of corruption has fallen across all regions compared to 2006, except Turkey and eastern Europe and the Caucasus.
