    STATUTORY INSTRUMENTS 1999 No. 2472 LOCAL GOVERNMENT, ENGLAND The District of Torridge (Electoral Changes) Order 1999 Made ---- 6thSeptember 1999 Coming into force in accordance with article 1(2) Whereas the Local Government Commission for England, acting pursuant to section 15(4) of the Local Government Act 1992(a), has submitted to the Secretary of State a report dated January 1999 on its review of the district of Torridge together with its recommendations: And whereas the Secretary of State has decided to give effect to those recommendations: Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 17(b) and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order: Citation, commencement and interpretation 1.—(1) This Order may be cited as the District of Torridge (Electoral Changes) Order 1999. (2) This Order shall come into force— (a) for the purpose of all proceedings preliminary or relating to any election to be held on 1st May 2003, on 10th October 2002; (b) for all other purposes, on 1st May 2003.     INTRODUCTION In 1876 Charles Worthy wrote “The History of the Manor and Church of Winkleigh”, the first and only book on Winkleigh to be published. Although this valuable little handbook contains many items of interest, not all of which fall within the range of its title, it is not a complete history and consequently fails to meet the requirements of the Devonshire Association. More than a dozen years ago a friend remarked to me that the monks of Crediton at one time used to walk to Hollacombe in order to preach at the ancient chapel of Hollacombe Barton. I was so surprised by this seemingly long trek that I made enquiries of the Devonshire Association. I was referred to the Tower Library of Crediton Church where it became obvious that Hollacombe Crediton and not Hollacombe Winkleigh was implied and quite a different proposition. Meantime the Honorary General Editor of the Parochial Section (Hugh R. Watkins Esq.) suggested that I should write a history of Winkleigh. The undertaking was accepted although it was clear that my only qualification for the task was a deep regard for the associations of the parish combined with a particularly intense love for the hamlet of Hollacombe. The result of this labour of love, produced in scanty spare time, and spread over the intervening years should be considered with these points in view. The proof of this present pudding will be measured by the ease with which the less immediately interesting parts can be assimilated by the general reader. Due care has been taken to verify all the subject matter.

    The Making of an Evangelical Baptist Leader John Rippon's early years, 1751-1773 NGLISH NONCONFORMITY underwent a radical trans­ formation during the long life of John Rippon (1751-1836).1 EIn his early years the older Nonconformity which had become narrow and rigid seemed to have lost its soul. The reasons for this are com­ plex and must involve social and political factors, but the main emphasis has usually been laid on the widely-adopted High Calvinism which held most of Nonconformity in a crushing grip of determinism. This was especially true of the Particular Baptists. Under the minutely systematic theology of men like John Gill (1697-1771),2 chief architect of this unbalanced Calvinism, any form of mission was virtually a heresy. Inevitably the Baptists became an inward­ looking community, and spiritual vigour sadly declined. Yet by the end of the eighteenth century, and the beginning of the nineteenth, in a period of crisis and social discontent, Nonconformity clearly had revived. With the whole church in England it shared in a renewal, the broad outworkings of which are familiar: humanitarian and philanthropic movements, beginnings of Missionary and Bible Societies, evangelism restored to its rightful place in the life of the church, popular education evolving. How had this come about? The answer is usually linked with the Evangelical Revival, that movement which influenced most denominations in England, that "bracing breeze which had come sweeping down from the hills of Methodism over Baptist meadows, as well as Independent fields."3 This nineteenth-century judgment has been recently confirmed, with a more modem metaphor: "Dissent had drawn an enormous blood­ transfusion from the veins of the Evangelical Revival".4 Dr.

    Marland School web site: www.marland.devon.sch.uk email: [email protected] Executive Principal Keith Bennett Background Information 2020-21 (v10.03.21 update) Background Marland School opened in 1967 as an independent residential special school before being purchased by Devon County Council in September 1998 and then gaining DCC maintained Co-operative Foundation Trust status in September 2012 as part of the SENtient Trust consisting of all of Devon’s maintained special schools (the first multiple Special School Co-op Trust in the country). This special school *currently operates across 3 separate school sites for students who have Social, Emotional and/or Mental Health (SEMH) needs. The structure consists of: • Marland Residential School (Peters Marland, Torrington) – Years 4-11 (boys only). • Marland Secondary Day School (Roundswell, Barnstaple) – Years 7-11 (coed. but currently boys only). • Marland Primary Day School (Bideford) – Years 2-7 (coed. but currently boys only). * The school is currently in advanced discussions with Devon Local Authority to further expand our provisions. All students have an Education Health Care Plan (EHCP) identifying SEMH as their primary need, the majority with associated resultant behavioural issues. Many students have additional needs (e.g. ASD, ADHD, OCD, Tourette’s and Moderate or Specific Learning Difficulties / Delays, etc.). Post 16 destinations for students are predominantly successful for the majority of school leavers (FE / HE, Training and/or Employment). Former students often maintain contact with the school and positively acknowledge and praise the support that it offered them. In November 2016 the whole school received a joint ‘Integrated’ Education and Residential Care inspection and was judged to be GOOD in all nine categories.

    RINGING ROUND DEVON GUILD OF DEVONSHIRE RINGERS Newsletter 73: March 2009 EXETER CATHEDRAL BELLS AND RINGERS This year, churches of all denominations across Devon are celebrating 1100 years of the westward expansion of Christianity from the Diocese of Wessex at Sherborne to Devon in 909. Initially, the home of what became the Diocese of Exeter was Crediton, moving to Exeter in 1050. The Cathedral has organized a number of events for the year, the climax of which is a Celebration Day in Exeter on Saturday 27 June. So with the Cathedral as the seat of the Diocese and thus of the celebrations, it seemed appropriate to spotlight the Cathedral bells and ringers. The South Tower Andrew Digby illustrates the size of Grandisson The South Tower contains 14 bells that are hung for full circle change ringing. They are an eclectic mix of weights and ages and constitute the second or third heaviest ring of bells in the world (depending on definition). They are usually rung as a 12, with the two semitones allowing lighter combinations of 8 or 10 to be rung. The tenor, Grandisson is 72½ Cwt in Bb, and the treble is 6 Cwt. The oldest bell in the tower (the 4th) dates from 1616, and the newest (the Jubilee treble) was added in 1977. Several bells have been re-cast over the years; Grandisson itself was last re-cast in 1902. Ringing here is not for the faint-hearted. The bells are heavy and demanding, the ringing chamber is enormous and can seem intimidating, even after several visits, and the huge range of bell weights and sizes means that ropesight is quite a challenge.
