The 191st Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 14th – 15th July, 2015 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 191st ERC Meeting. Prof.(Dr.) P.C. Mahapatra - Chairperson Prof. Brajanath Kundu - Member Shri Dhirendra Nath Ojha - State representative of Jharkhand Dr. Rokhuno Iralu - State representative of Nagaland Dr. Vanlalhruaii - State representative of Mizoram Sh. Sanjiva Suman - State representative of Bihar Dr. Tilottama Senapati - State representative of Odisha Shri Chandrapida Neelap - Regional Director, ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl.No. Item No. Content Confirmation of the Proceedings of 190th ERC meeting, 31st May, 2015 ER-190.1 at Bhubaneswar. Confirmed. Besides the Committee have suggested to prepare Data Bank of the Teachers. Further the Committee has suggested that all the institutions be informed to install the Fire Safety Equipment and submit the Fire Safety Certificate if not submitted earlier. ATTENTION! 1. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website for detail). 3. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. The institution shall comply with the additional facilities required (additional built- up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014 before 31.10.2015. 6. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. Box 1346 Ann Arbor, Ml 48106- 1346 Abstract This thesis studies the development and social character of Indian nationalism in the Midnapur district of Bengal* It begins by showing the Government of Bengal in 1907 in a deepening political crisis. The structural imbalances caused by the policy of active intervention in the localities could not be offset by the ’paternalistic* and personalised district administration. In Midnapur, the situation was compounded by the inability of government to secure its traditional political base based on zamindars. Real power in the countryside lay in the hands of petty landlords and intermediaries who consolidated their hold in the economic environment of growing commercialisation in agriculture. This was reinforced by a caste movement of the Mahishyas which injected the district with its own version of 'peasant-pride'.

    ‘The blessed land’: narratives of peasant resistance at Nandigram, West Bengal, in 2007 Adam McConnochie A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Master of Arts in History Victoria University of Wellington 2012 ii Abstract In early 2007, the West Bengal state government in India sought to acquire over 10,000 acres of cultivated rural land in Nandigram, East Midnapur. The government, the Communist Party of India (Marxist) (CPI-M) led Left Front coalition, sought to acquire this land to allow the Indonesian industrialists, the Salim group, to construct a chemical hub. Land acquisition had been increasing in India since 2005, when the Special Economic Zone (SEZ) Act was passed for the purpose of attracting investment from national and multinational corporations. Peasants in Nandigram were opposed to the acquisition of their land, and during 2007 successfully resisted the government attempts to do so. In response, the CPI-M sent party cadre to harass, rape and murder the peasantry, using their control of government to punish people in Nandigram. This thesis examines the events at Nandigram between June 2006 and May 2008 and investigates the narratives of peasant resistance that emerged in West Bengal. It focuses on three groups of West Bengal society: the peasants of Nandigram, the intellectuals and civil society of West Bengal, and the major political parties of West Bengal. Existing explanations of the events at Nandigram have focused on the role of intellectuals and civil society, and their views have dominated the literature. The existing historiography has argued that land acquisition policies and the subsequent resistance at Nandigram were an effect of neoliberal policies, policies that had been pursued by both the central and state governments in India since the 1990s.

The courses illuminate different methodological approaches as well as key variables in understanding the past. Focussing on various genres of history—political, economic, social, cultural, intellectual—the syllabus seeks to provide students with a holistic understanding of the previous eras. Special emphasis is given on various issues of ‘local’ or ‘regional’ history, keeping in mind the setting of the university and the background of the students who come here to study. The syllabus also puts emphasis on the way ‘history’ as a discipline has evolved over the years, how the practice of ‘writing’ history has changed and how historians have negotiated with various theoretical formulations that have informed neighbouring disciplines. The courses also provide the students with tools to interpret not only the past, but the contemporary socio-economic and political configurations as well. History, as has often been pointed out, is a constant dialogue between the past and the present. The post-graduate course offers to make the students aware of the tremendous complexities of past issues while at the same time helping them to understand and analyse the contemporary world.
