38. The minutes of the Council Meeting held on 02 June 2009 were challenged by Councillor JR Davies and Councillor R Otter. It was agreed to revise.

39. There were no communications brought forward by the Chairman.

40. The minutes of the Committees, held on 2 & 16 June were approved as a correct record subject to revision as above.

41. Waste Transfer Station. Councillor Hollywell felt a response to the letter received was necessary. RESOLVED : Clerk to write a letter to Cllrs Ron Davies and Colin Hobbs.

42 Council Office The condition of the front of the building and windows was discussed and it was agreed that a report on the condition and work required should be carried out. RESOLVED : Clerk to contact CCBC to arrange.

43 Door Entry System Councillors happy to go ahead with the quote for Ayjay to install a door entry system. RESOLVED: Clerk to arrange.

44. Periodic Testing Work at the Council Office was under the required amount for 3 quotes so this can go ahead.

The Workmen’s Hall however was a higher figure and should require the stipulated 3 quotes. However, this would involve paying for other companies to carry out the initial test which has already been paid for with Ayjay. RESOLVED : Clerk to contact CCBC Procurement Dept and clarify with them.

Councillor J R Davies declared an interest relating to BTM Band.

45 The Full Council Meeting held in June approved the minutes with the amendment to minute no. 20 – where the word radiator was removed.

46 Councillor James queried whether the gas bill is quarterly. Councillor Davies enquired what the balance in the bank is. RESOLVED : Clerk to report back in next meeting.

47 Payments since last meeting and the Ward Project Expenditure reports were noted.

48 Applications for Financial Assistance – RESOLVED: that the following grants be awarded:

Trethomas Bluebirds - £250 (Trethomas) ‘Mini Junior Rugby’ – Machen RFC - £300 (Machen) Home Start Cwm Rhymni - £100 (All Wards) Gwent Police/Youth Club - £100 (Each Ward) Trethomas Amalgamated Allotment & Gardens - £300 (Trethomas) Tau’r Goleuni – Clerk to get more information Machen Show - £300 (General Fund) Firework Display - £250 (General Fund)

This last item went to a vote, 4 against, 4 in favour, Chairman’s casting vote resolved donation to be sent.

6.45pm – Councillor Thomas left the meeting

49 Councillors requested information of previous years donations be given.

50 Acknowledgements of Financial Assistance were noted.

Minutes of the Meeting of the POLICE & ROAD SAFETY COMMITTEE held at the Council Offices, Bedwas on 18 July 2009

53. Approval of Minutes Councillors noted that minutes of the Police & Road Safety Committee were approved at the Full council Meeting.

54. Matters Raised by the Chairman The Police were asked about disturbance outside the Police Station and Royal Oak, Bedwas. Ward Officers were unable to attend due to shift pattern and Officers in attendance were not covering the area so were unable to give any details. They will find out and report back to Council.

PACT – issues arising were antisocial behaviour, speeding in Trethomas, Antisocial behaviour in Graig Y Rhacca and Speeding in Machen.

Potted Pirate Show put on by local youths involved in the Friday night Project. Tuesday 28 July at 6.30pm.

Cllr Matthew pointed out the Police Representatives were from the Lansbury Park Ward, so unable to give information on our area.

Police were asked to report back that Councillors felt the new service was not working satisfactorily , Council requested that Superintendant Jon Burley and DCC Carmel attend the next Council Meeting of the Police Committee in order to discuss the problems. Councillor Havard mentioned that motor cycles on the cycle track are a problem, with noise at all hours. Pedestrians have stopped using the track as it is dangerous. The Redbrook Woods are being destroyed by these Off road bikers. Police said it is difficult to catch and identify the culprits. Stopping up the entrances was mentioned but it was felt that this was not the answer to the problem and that really the problem was the attitude of the bikers. It was felt that the Police were not seen to be doing enough about this problem.

Councillor R T Davies thanked Police for their contribution to the Fun Day in Bedwas.

RESOLVED that Clerk should write to Superintendant Burley expressing the dissatisfaction felt by the Council and inviting him to attend the next meeting in September.

57. Clerk’s Report Councillors noted the letters received and requested that the following items be added to the Winter Serive Plan;

Graig Y Rhacca Hill from the Chequered Flag Garage

Salt bin required at the top of Redbrook Woods

Top of St David's Drive with the Junction at Summerfield Lane - salt bin required.

Graig Y Rhacca ring road is covered by the Gritter but not the Courts and they can be very difficult.

Garth View to Greenacres - need to grit as this is a steep hill

Salt bins in the whole area require topping up.

RESOLVED : Clerk to contact CCBC

ALSO RESOLVED : Clerk to contact 5 man Cleansing Team and let them know that the area from the Bus Stop on the main road to the White Hart, Machen be cut urgently as it is totally blocked and un-usable at the moment.

Ask whether Parks have been notified of work required or whether they need to be contacted by us.
