Go through gate and right to follow the Wales Coastal Path to Sudbrook DISTANCE 3 miles / 5 kilometres 2 Just past the pumping station in Sudbrook, turn left across the old railway line, then turn left again on Camp Road 3 There are seats, by the Chapel ruins, a handy resting place with a view TIME 1 hour 30 mins 4 Follow the Wales Coastal Path round the camp rampart. Shortly afterwards, leave the coast path and turn right across a foot- ball field to a gap in the rampart GRADE 5 Pass through the rampart, pass a play area to your left and follow the track back to the main road Easy, no stiles, one foot- 6 Turn left on Sudbrook Road and follow it until you come to some traffic lights. Turn right through a gate, cross the field bridge with steps 7 Pass an electricity pylon on your left and go through a gate into the next field. Head towards the next pylon 8 Go through a gate on your left onto a track and follow this, parallel to the railway line to a footbridge STARTING POINT Black Rock Picnic Site Car 9 Cross the footbridge over the railway Park 10 Turn left on Station Road, then right on Hill Barn View and, after 10m, right again onto Sunny Croft 11 At the T-junction, turn right on Black Rock Road and follow this back to the car park POINTS OF INTEREST A Sudbrook Camp is a late iron age cliff top camp or fort, one of several along the South Wales coast. -

Severn Estuary Shoreline Management Plan What does it mean for planning in Monmouthshire? Coastal planning Welsh Ministers are responsible for planning policy in Wales. Welsh planning policy is contained in Planning Policy Wales (PPW) and Minerals Planning Policy Wales (MPPW) with practical advice and support in Technical Advice Notes (TANs), clarification letters and other guidance issued by the Welsh Government. Chapter 5 of Planning Policy Wales, TAN 14 (Coastal Planning) and TAN 15 (Development and Flood Risk) provide guidance on planning in coastal areas and other areas at risk of flooding. All three documents make reference to Shoreline Management Plans (SMPs) and the need to take SMPs into account in local authority plan making and development control to take account of the risk from physical changes and risks at the coast. The Welsh Government National Strategy for Flood and Coastal Erosion Risk Management recognises that it is not possible to completely prevent flooding or stop coastal erosion. Introduction Dame Rosemary Butler AM Presiding Officer I am delighted to introduce the 30th issue of Europe Matters, our update on the work of the National Assembly for Wales on European issues. It was a privilege and an honour to participate on 16 August at the inauguration of the Welsh Memorial in Langemark, Flanders, to the Welsh soldiers who lost their lives in Flanders Fields during the First World War. Over 1,000 people from Wales and Flanders attended the ceremony, including the three leaders of the opposition parties in the Assembly, Andrew RT Davies AM, Leanne Wood AM and Kirsty Williams AM, and of course the First Minister Carwyn Jones AM. I and my fellow Commissioners, Sandy Mewies AM and Rhodri Glyn Thomas AM, will attend a special commemoration in Flanders next month, at the invite of the President of the Flemish Parliament Jan Peumans. This is another example of the strong co-operation and warmth between our two nations. -

Research Report The Emergence of Labour Camps in Shandong Province, 1942–1950* Frank Diko¨ tter ABSTRACT This article analyses the emergence of labour camps in the CCP base area of Shandong province from 1942 to 1950. By using original archival material, it provides a detailed understanding of the concrete workings of the penal system in a specific region, thus giving flesh and bone to the more general story of the prison in China. It also shows that in response to military instability, organizational problems and scarce resources, the local CCP in Shandong abandoned the idea of using prisons (jiansuo)toconfine convicts much earlier than the Yan’an authorities, moving towards a system of mobile labour teams and camps dispersed throughout the countryside which displayed many of the key hallmarks of the post-1949 laogai. Local authorities continued to place faith in a penal philosophy of reformation (ganhua) which was shared by nationalists and communists, but shifted the moral space where reformation should be carried out from the prison to the labour camp, thus introducing a major break in the history of confinement in 20th-century China. Scholarship on the history of the laogai –orreform through labour camps –inthe People’s Republic of China is generally based either on an analysis of official documents or on information gathered from former prisoners.1 The major difficulty encountered in research on the laogai is the lack of more substantial empirical evidence, as internal documents and archives produced by prison administrations, public security bureaus or other security departments have so far remained beyond the reach of historians.2 A similar difficulty characterizes research on the history of crime and punishment in CCP-controlled areas before 1949. -

This work is almost always unequally distributed between men and women, and if one includes both paid and unpaid work, women carry much more of the burden of work than men. This unequal distribution of work is unjust, and it implies a violation of the basic human rights of women. The grounds on which it is excluded from the boundary of national income accounts do not seem to be logical or valid. -
