SUTHERLAND LOCAL PLAN: HOUSING FEEDBACK COMMENTS Housing For example: In light of the likely need for housing in your community are there any particular sites you would like to see developed? Do you have a view on the level of need and type of affordable housing required? Can crofting land contribute to meeting the demand for housing? General • There is plenty of land for development locally if permission was to be GIVEN! • Yes, you need to see to it that land is made available for house building and small farming. The rest would follow by natural investment and economic development. • Much of the new housing is haphazard; spoiling the beautiful rural areas of the country. Unattractive modern boxes. Need for housing for key workers, perhaps subsidised and only allowed to be sold to other key workers, not above the rate of inflation, definitely not to the retired or as second homes. • I cannot understand why permission is granted to build new houses when so many houses ripe for renovation are allowed to deteriorate until they are beyond redemption. • Develop only where there is public waste drainage. It is environmentally unsound to build more and more new houses in crofting areas. Invest in environmentally friendly septic tank solution i.e. enforce the creation of reed beds etc. to clear waste. • New house building to be allowed after planning consent for main house to automatically be allowed to expand for future children i.e. new wing or zone, larger housing in ground. Owners then do not have to have children move away and still allow for offspring independence with open market (see natural and cultural heritage.) • No – business brings work. -

Report by Area Planning and Building Standards Manager SUMMARY This application seeks detailed consent for the erection of a house and garage, installation of a new septic tank and soakaway system, and formation of a new access onto the public road on land 250 metres north of Bighouse, Trantlemore, Forsinard. The application is reported to Committee because it is considered to be unacceptable on design grounds. The Recommendation is to REFUSE planning permission. Ward Number 1 – North West and Central Sutherland Applicant – Mr Morrison 1. PROPOSAL 1.1 The application site lies on the eastern side of the public road from Trantlemore to Upper Bighouse, which runs parallel to the A897. The site is currently rough grazing with open views towards Halladale River. There is a former croft house on the site which is to be demolished. The site slopes down from the road and then levels off before a short and sharp drop in levels to the field below. 1.2 The application seeks detailed consent for the erection of a two storey house measuring 9.135 metres in length, 7.620 metres in depth at the north west gable and 9.020 metres in depth at the south east gable. There is a two storey pitched roof projection on the front elevation with a bay window protruding from this. -

FROM CLANSHIP TO CROFTING: LANDOWNERSHIP, ECONOMY AND THE CHURCH IN THE PROVINCE OF STRATHNAVER Malcolm Bangor-Jones INTRODUCTION The history of Strathnaver from the period of the clans to the Clearances is the subject of the late Ian Grimble's well-known trilogy, Chief of Mackay, The World of Rob Donn, and The Trial of Patrick Sellar.' This study, which is intended to supplement Grimble's work, explores a number of topics grouped under the broad headings of: * landownership * economy * the church. The process whereby, over a period of two hundred years, the house of Mackay was supplanted by the Sutherland interest, is central to the history of landownership in the north. However, the landed families were also deeply concerned with their status, standard of living and frequently their financial survival. Landlords were pivotal to the functioning of the Highland economy, although important roles were also played by the middlemen, the tacksmen, and the small but significant numbers of merchants. The central section of this essay deals with the main elements of the economy and aspects of landholding including the establishment of crafting and the impact of the clearances. The final section, a brief history of the church, examines the impact of the Reformation, the evolution of the parish structure, education, the role of the ministers in the clearances and the rise of evangelical presbyterianism. The study is intended to be read in conjunction not only with Grimble's works but also with the Rev Angus Mackay's The Book of Mackay, which contains a good deal of basic genealogical information and valuable material on the general historical background. -

A representative of the Local Plan team attended these meetings bi monthly and the Local Plan was accepted as a standing item on the agenda and considered at each subsequent meeting. At one of the first meetings we considered the draft housing land audit as a group and the effectiveness of the allocations in the existing Local Plans covering the Sutherland area. Of this, Principal Macleod in his Donald Munro, of Ferintosh and Rogart, has given some indication (c.f. pp. 27-29). If ever Dr. Munro made any attempt to prepare for the press the vast amount of information he bad gu thered over a course of many years concerning the re ligious past of his native county, such a compilation could nowhere be fo und after his death- nothing but notebooks, und more notebooks; and all filled with precious jottings, unrelated a nd unrevised. The difficulty of editing such notes appeared to be in superable and, in fact, would have been so had not Mrs. Alexander Gunn of Lairg- herself nearly related to Dr. Munro- with infinite patience and industry sorted them out topographically, and then transcribed them word for word. After that the difficulty of preparing Mrs. Gunn's manu scripts for the press still remained; for, obviously, Dr. Munro had written his notes hurriedly, just as be bad re ceived them from his old-world informants, with no thought of niceties of language or literary style, but desiring solely lo put on record an exact and faithful rendering of the information which had been communicated to him. -
Bighouse and Strath Halladale, Sutherland
BIGHOUSE AND STRATH HALLADALE, SUTHERLAND Elizabeth Beaton INTRODUCTION Bighouse (NH 891648) [Fig. 7.1] is a group of 18th- and 19th-century buildings sited on the east bank of the Halladale River close to its confluence with the sea: within the group Bighouse Lodge is paramount. The estuarine site has not always been called Bighouse, though this anglicised title is well suited to the IQcation dominated by a mansion-house. From the 16th century until sold in 1830 to the Marquis of Stafford and his wife, the Countess of Sutherland, Strath Halladale belonged to the Mackays of Bighouse, originally domiciled further up the strath. North-west Sutherland was dominated by various branches of the Mackay family, headed by the Lords of Reay at Tongue, of which the Bighouse branch was a principal cadet line (see Bangor-Jones, this volume). This paper seeks to set the buildings at Bighouse in their architectural and historical context, the background material drawn from a variety of sources. PLACE-NAMES The anglicised name Bighouse immediately conjures up a mansion or substantial dwelling, Bighouse Lodge fitting neatly into this classification. Confusingly Bighouse or Beghous is derived from bygdh-h!is, a settlement name of Norse origin meaning 'village house', combining the ON element - byr, farm, with hus, house (Omand 1982. 282). Timothy Pont (1560 - ca 1625/30), cartographer and Minister of Dun net, Caithness (160 1-14) spells the name Begos (Blaeu 113. 1654) [Fig. 7.2], while Beghous and Bighous also make their appearance. Locally the pronunciation 'Begus' prevails.' However, Pont's Begos is not sited at Bighouse! Begos was further up stream, at or near Upper Bighouse (NC 887573), between six and seven miles up the Halladale River from the mansion-house. -
10. Cultural Heritage
Beauly-Dounreay Chapter 10: Cultural Heritage 275kV Overhead Transmission Line: Second Circuit Environmental Statement 10. Cultural Heritage 10.1. Introduction 10.1.1 This report considers the likely effects on cultural heritage interest of the proposed works associated with the Beauly to Dounreay 275kV overhead transmission line. 10.1.2 The study has been undertaken by CFA Archaeology Ltd (CFA). 10.1.3 The objectives of the archaeology and cultural heritage study were to: • identify the cultural heritage baseline along and in the vicinity of the existing overhead transmission line, proposed access routes and other construction locations, and existing 11kV and 33kV wood pole lines where they cross the 275kV line and would be undergrounded; • assess the potential development areas in terms of their archaeological and historic environment potential; • consider the effects of the construction and operation of the proposed development features on the baseline cultural heritage resource; • identify measures, where appropriate, to mitigate any predicted adverse effects. 10.1.4 Those sites relevant to this proposed development are archaeological features, Listed Buildings, Scheduled Ancient Monuments (SAMs), and Historic Gardens and Designed Landscapes. There are no World Heritage sites or Conservation Areas within the area covered by this study and these designations are therefore not considered further in the chapter. 10.1.5 Figure 10.1 (sheets 1 – 22) depict the existing 275kV line route and the proposed routes of construction accesses, together with the locations of the cultural heritage sites and monuments identified by the study within the study corridors. 10.2. Potential Impacts 10.2.1 A description of the project is presented in Chapter 3. -
