C. AFFECTED POPULATION (TAB C) As of 5:00 PM, 15 August 2013

• A total of 76,002 families or 349,487 persons were affected in 653 barangays in 87 municipalities and 5 cities in 16 provinces of Regions I, II, III, V and CAR • Out of the affected, 83 families / 326 persons are still housed inside 3 Evacuation Centers (ECs) while 17,953 families / 83,114 persons opted to stay with friends’/relatives’ houses

D. STRANDEES As of 5:00 PM, 15 August 2013

• Forty (40) passengers, 1 vessel, and 8 motorbancas in North Eastern are still stranded

E. STATUS OF LIFELINES (TAB D) As of 5:00 PM, 15 August 2013

• Nineteen (19) roads (1 in Region I, 1 in Region II, 2 in Region III, and 15 in CAR) are impassable due to floodwaters except Kayapa –Nueva Vizcaya Road, Baler Road, Baler–Casiguran Road, Dinadlawan-Madela Road, and Brgy Dinadlawan Aurora Road which are due to rock slide, landslide and/or soil collapsed. Clearing operations are still on going • Twelve (12) roads in Region III are now passable, only Dinadlawan-Madela Road and Brgy. Dinadlawan Dipaculao Aurora Road in the Province of Aurora are impassable • One (1) bridge in Isabela Province (Region II) is still rendered impassable while all bridges in Region III are now passable • Power outages are still being experienced in Barangays Baloganon, Collat, Tapuac, Sta. Rita, and San Lorenzo of , Zambales in Region III; and Ifugao, , Mt Province and Baguio City in CAR. Power restoration is ongoing in Region III and CAR • All means of communications in Dipaculao, and Casiguran, Aurora failed due to power outages and damaged cell sites

• A total of 15,261 houses were damaged (1,625 totally / 13,636 partially) in Regions I, II, III, V and CAR • The reported damaged houses increased in the Provinces of Nueva Vizcaya and in Region II, and in Dipaculao, Aurora in Region III

I. FLOODED AREAS (TAB H) As of 5:00 PM, 15 August 2013

• Twenty-nine (29) barangays in , and Zambales are still flooded: one (1) in Luakan, , Bataan; fifteen (15) Barangays in , Pampanga; four (4) Barangays in San Simon, Pampanga; and one (1) barangay in Sta. Cruz, Zambales • Flood in three (3) Barangays in Caranglan, already subsided

J. DECLARATION OF STATE OF CALAMITY

• The following provinces and municipalities have been declared under state of calamity:

K. SUSPENSION OF CLASSES As of 5:00 PM, 15 August 2013

• Classes in all levels were suspended in the Municipalities of Dilasag, Casiguran and Dingalan in the Province of Aurora

III. EMERGENCY MANAGEMENT (TAB I)

NDRRMC INITIATIVES

Upgraded NDRRMOC into an Emergency Operation Center (EOC) under RED ALERT STATUS effective 11 August 2013;

3 Disseminated Weather Bulletins and 24-Hour Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal level;

Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibilities (AOR); and

Alerted NDRRMC member agencies for close coordination and monitoring with their respective local agencies in the affected Regions re preparedness /precautionary measures undertaken prior to the land fall of Labuyo and for monitoring of the situation and effects with their respective local agencies in the affected Regions and to report to NDRRMOC. Details of NDRRMCmember agencies’ initiatives are incorporated on Tab I.

The OCD Administrator and Chief, NDRRMOC attended press conferences at PAGASA and regularly conducted personal interviews and press conferences with the media for any updates of the effects of Typhoon Labuyo and assessment of needs of the affected population.

NDRRMOC requested for assets from the AFP for the conduct of aerial SAR operations.

The OCD Administrator conducted area assessment to Aurora Province on 13 August 2013 on board AFP- PAF Plane to see the actual situation in Region III

NDRRMOC is still continuously monitoring the situation in the affected areas particularly the Aurora Province in Region III where Typhoon Labuyo made its landfall and the emergency relief and response efforts of various responders

SUMMARY OF RDRRMCS/PDRRMCS INITIATIVES

RDRRMCs I, II, III, IV-A, IV-B, V, VIII, NCR and CAR raised their respective Regional Disaster Risk Reduction and Management Operations Centers (RDRRMOCs) under Red Alert status; regularly disseminated weather/flood bulletins, weather advisories and gale warning to all concerned local DRRMCs, RDRRMC member-agencies, tri-media and fisher folks association thru facsimile and SMS. Alerted their respective RDRRMC member agencies and local DRRMCs affected to closely monitor the situation and possible effects of Typhoon Labuyo in their respective AOR and undertake pre-emptive measures; and uploaded advisories to OCD- RDRRMC Facebook page to effectively ensure public safety and achieve zero casualties.

PDRRMCs disseminated weather advisories to all M/BDRRMC members; maintained 24 hour monitoring of the weather situation of respective areas; closely coordinated with response agencies for assistance in terms of search and rescue and relief operations; advised all LGUs to put their OpCen on alert status and prepositioned all their available SAR equipment and rescue groups on standby for immediate response and deployment; prepositioned food and non-food items for assistance to affected families; convened a meeting to discuss preparedness and response activities and responsibilities of each council member; deployed provincial rescue teams to flood prone areas; advised all low-lying barangays for necessary evacuation; and advised fishermen to refrain from fishing.
