NOTES ABOUT THE MEETING

1. HEALTH AND SAFETY

The Council is committed to protecting the health and safety of all who attend its meetings or meetings of its Committees etc.

The CPCG customarily invites each Area Committee to nominate a Member to serve. The CPCG meets quarterly (though there is also an Executive Committee on which at least one representative of an Area Committee is likely to be invited to serve, which meets monthly).

The CPCG provides a forum for consultation between various community organisations, Area Committees and the police on matters related to the policing of the borough.

There were two members of the St Andrew’s and Hacton Safer Neighbourhood Teams present.

The Chairman advised Members and the public of action to be taken in the event of emergency evacuation of the hall becoming necessary.

There were no declarations of interest.

Unless otherwise indicated, all decisions were taken with no Member voting against.

The minutes of the meeting held on 24 February 2009 were agreed as a correct record and signed by the Chairman.

Appendix 1

PUBLIC FORUM

The following matters were discussed.

(i) City Airport – Increased Flights

A resident again raised concerns over the increased flight numbers that were proposed from City Airport. The resident was also concerned that the Council’s administration had still not consulted with fellow Councillors and members of the public.

Committee members advised that the issue had been due to be discussed at the last two Full Council meetings but time had run out before the matter was due to be discussed. Members advised that they wished the item to be debated, rather than just voted on, at Full Council.

Members suggested maybe writing to Newham Council to obtain further details of the consultation and how it was progressing.

(ii) Hornchurch Library – Cycle Stands

A resident enquired as to why the recently installed bicycle stands had been erected at the rear of the library instead of the front. A member of the Safer neighbourhood Team(SMT) advised that they had been situated there because the library’s CCTV covered that particular area.

(iii) Billet Lane – Public Crossing

Residents wished to raise their concerns regarding the lack of a suitable crossing in Billet Lane for people visiting Fairkytes Art Centre. One resident explained that three years previously residents had launched a campaign to have a crossing placed in Billet Lane but their bid was unsuccessful. An officer explained that only when funding became available would consideration be given to such a scheme.

(iv) Hacton Park – Ball Court

A member of the Committee confirmed that the ball court in Hacton Park had now been completed and was open to the public. Members noted that the court was popular and well used by the residents of the area.

(v) Street Lighting

A resident raised concerns with regards to the level of street lamp maintenance in the area. The resident explained that a lamp column had been out of use outside his property for nearly six months. A member of the committee explained that light was the responsibility of the energy provider and the column the responsibility of the Council. An officer took the details of the column and undertook to investigate and report back at the next meeting.

(vi) Highways Trees

A resident enquired as to what the current situation was with regards to the removal of fruitful trees. A member of the Committee explained that there had previously been public opposition to the removal of trees and that the Council would now only remove trees if they were causing structural damage to footpaths or properties. After a brief discussion Committee members clarified that if fruit fall was causing a problem then the tree would be removed.

(vii) Off Licence/Grocers – Pavement Obstruction

A resident wished to raise concern with regards to a new off- licence and grocers that had opened in the High Street. The owners had been placing displays outside the shop that were causing an obstruction to the footpath. A member of the SNT undertook to speak with the shopkeeper to try and alleviate the problem.

(viii) Queens Theatre - Recycling Bins

A resident advised that on several occasions he had tried to re- cycle items at the bins at The Queen’s Theatre but had been unable to due to parked cars. The resident asked if consideration could be given to re-locating the bins inside the

car park. An officer present undertook to see if this was possible and would report back at the next meeting. Members of the Committee also advised that the temporary fencing that had been erected around the Queen’s Theatre car park was due to be taken down the next morning following resident’s complaints. Residents were pleased that they would again be able to cross Billet lane to access the medical centre in Billet Lane. Members advised that a permanent fence would be erected in the future but this would allow for access and egress to and from Billet Lane.

REPORT OF THE CHIEF EXECUTIVE

SUBJECT: HACTON LANE BETWEEN UPMINSTER ROAD AND INGREBOURNE RIVER – LOCAL SAFETY SCHEME Wards: Hacton and St Andrews

SUMMARY

Hacton Lane – Local Safety Scheme was one of the schemes approved by Transport for London for funding. A feasibility study has recently been carried out to identify accident remedial measures along Hacton Lane and the following are proposed. · Upgrading existing pedestrian refuges · Vehicle activated sign · Coloured anti-skid surfacing · Centre line hatched and slow road markings

This report details the finding of the feasibility study and recommends that the above measures be approved in principle.

RECOMMENDATIONS

1. That the Area Committee approves the following in principle: (a) Proposals of upgrading pedestrian refuges, vehicle activated sign, coloured surfacing, centre line hatched and slow road markings as shown on Plan Nos. QH003/1 to 3. (b) Authorise staff to carry out a public consultation on the above proposals.

(c) Delegate the approval process to the Head of Streetcare in consultation with the Chairman of the Area Committee, if changes are required to the proposals before going to public consultation. (d) Delegate approval of the final scheme in the light of the results of the public consultation to the Head of Streetcare in consultation with the Chairman of the Area Committee. 2. That, it be noted that the estimated cost of £45,000 be met from the Transport for London’s (TfL) 2009/10 financial year allocation to Havering for Local Safety Schemes.

REPORT DETAIL

Background 1. In December 2008, Transport for London approved funding for a number of local safety schemes as part of 2009/10 Havering Borough Spending Plan settlement. Hacton Lane – Local Safety Scheme was one of the schemes approved by TfL. A feasibility study has been carried out to identify accident remedial measures along Hacton Lane. The study has now been completed and has looked at ways of reducing accidents and it is considered that the accident remedial measures, as described in the recommendations will improve road safety. 2. The Government and Transport for London have set the target for 2010 to reduce Killed or Serious injury accidents (KSI) by 50%; Child KSIs by 60%; slight injuries by 25% from the baseline of the average number of casualties for 1994-98. Based on the 2008 casualty data, we are on course to meet all targets. Please note that we have already met some targets. The Hacton Lane local safety scheme will help to meet these targets. 3. The southern end of Hacton Lane beyond the is in the area of the Upminster Area Committee. Complimentary works are proposed to that section of Hacton Lane, but they can be implemented independently of these proposals. There is no need for the decisions of the two committees to be co-ordinated.

Survey Results

4. Traffic surveys showed that two-way traffic flows are up to 1700 vehicles per hour along Hacton Lane by Derby Avenue. 5. A speed survey was carried out and the results are as follows.

The speed limits along this road are 30mph. The speed survey showed that the vehicle speeds were higher than the speed limit along this road. 6. In the four-year period to December 2008, a total of eleven personal injury accidents (PIAs) were recorded along Hacton Lane between Upminster Road and Ingrebourne River. Of the total PIAs, eleven were slight injuries; one occurred during the hours of darkness and one involved pedestrians. Detail of accident locations and their severity are summarised below.

It is proposed to provide ‘buff’ coloured anti-skid surfacing and slow road markings as shown on Plan No: QH003/1. · Hacton Lane by Alma Avenue Area.

It is proposed to provide the following measures as shown on Plan No: QH003/2. - Upgrade existing pedestrian refuges (kerb island and tactile pavings) north and south of Alma Avenue junction. - Vehicle activated sign. - Slow road markings. · Hacton Lane between Alma Avenue and Ingrebourne River.

It is proposed to upgrade existing pedestrian refuges (two locations) and provide ‘buff’ colour anti-skid surfacing and slow markings as shown on Plan No: QH003/3.

Accident analysis showed that eleven PIAs have occurred along Hacton Lane. Of this total, one involved pedestrian and one occurred during the hours of darkness. The above proposals would help to reduce these accidents along Hacton Lane.

Consultation

8. The proposals will be publicly advertised and all parties including emergency services and bus companies, affected by the proposals, will be consulted during the consultation period.

Financial Implications and Risks

It is considered that the proposed measures would help to reduce accidents along Hacton Lane. It is therefore recommended that the proposed measures in the recommendation should be approved in principle.

The 85th percentile speed is the speed not exceeded by 85% of vehicles and is the measure of speed recommended by the Government for the design of traffic management schemes. The speed limit along this road is 30mph. The speed survey showed that the vehicle speeds were higher than the speed limit along this road. 5. In the four-year period to December 2008, a total of nine personal injury accidents (PIAs) were recorded along North Street. Of the total PIAs, one was serious; eight were slight injuries; one occurred during the hours of darkness and five involved pedestrians. Detail of accident locations and their severity are summarised below.

Proposals

6. The following measures are proposed and shown on Plan Nos. QH006 -4 to 6 appended. The following proposals are proposed.

· North Street / Fentiman Way junction. It is proposed to provide speed table with tactile pavings as shown on Plan No: QH006/6. Accident analysis showed that seven personal injury accidents have occurred at this location. Of the total, one occurred during the hours of darkness and four involved pedestrians. The speed table with tactile pavings would help to minimise accidents at this junction.

· North Street adjacent to Queens Theatre. It is proposed to upgrade existing zebra crossing with kerb islands and tactile pavings as shown on Plan No:QH006/5.

· North Street-Billet Lane oneway system. It is proposed to upgrade existing zebra crossings with new belisha beacons and tactile pavings as shown on Plan No: QH006/04.
