HEALTH AND SAFETY The Council is committed to protecting the health and safety of all who attend its meetings or meetings of its Committees etc. At the beginning of the meeting, there will be an announcement about what you should do if there is an emergency during its course. For your own safety and that of others at the meeting, please comply with any instructions given to you about evacuation of the building, or any other safety related matters. 2. MOBILE COMMUNICATIONS DEVICES Although mobile phones, pagers and other such devices are an essential part of many people’s lives, their use during a meeting of the Council or one of its Committees can be disruptive and a nuisance. Everyone attending is asked therefore to ensure that any device is switched to silent operation or switched off completely. 3. CONDUCT AT THE MEETING Although members of the public are welcome to attend meetings of the Council and its Committees, they have no right to speak at them. Seating for the public might on some occasions be limited and the Council cannot guarantee that everyone who wants to be present in the meeting room can be accommodated. At Area Committees, there is a public question time. At all other times, the Chairman of the meeting has discretion to invite members of the public to ask questions or to respond to points raised by Members. Those who wish to do that may find it helpful to advise the Committee Officer before the meeting so that the Chairman is aware that someone wishes to ask a question. PLEASE REMEMBER THAT THE CHAIRMAN MAY REQUIRE ANYONE WHO ACTS IN A DISRUPTIVE MANNER TO LEAVE THE MEETING AND THAT THE MEETING MAY BE ADJOURNED IF NECESSARY WHILE THAT IS ARRANGED. CHAIRMAN’S ANNOUNCEMENTS The Chairman or a member of staff on their behalf will announce details of the arrangements in case of fire or other events that might require the meeting room or building’s evacuation. The Chairman will remind members of the public present, that Councillors have to make decisions on the basis of the facts before them. The Chairman will also remind members of the public that the decisions may not always be popular, but they should respect the need for Councillors to take decisions that will stand up to external scrutiny for accountability. ELECTION OF CHAIRMAN To elect the Chairman of the Area Committee for the Municipal Year 2009/10. 5. ELECTION OF VICE-CHAIRMAN To elect the Vice-Chairman of the Area Committee for the Municipal Year 2009/10. 6. COMMUNITY AND POLICE CONSULTATIVE GROUP To appoint the Area Committee’s Representative on the Consultative Group. S:\BSSADMIN\Area Committees\Hornchurch\2009\090707\090707agenda.doc 5 Hornchurch Area Committee, 7 July 2009 The CPCG customarily invites each Area Committee to nominate a Member to serve. The CPCG meets quarterly (though there is also an Executive Committee on which at least one representative of an Area Committee is likely to be invited to serve, which meets monthly). The CPCG provides a forum for consultation between various community organisations, Area Committees and the police on matters related to the policing of the borough. 7. MINUTES To approve as a correct record the minutes of the meeting of the Committee held on 7 April 2009, and to authorise the Chairman to sign them. PART 2 8. PUBLIC FORUM AND SURGERY (30 minutes) Ward Councillors, officers from StreetCare and possibly other Council services and the Local Police (where the Area Chairman has arranged), will be in attendance to give the chance for residents to raise issues with staff, the Police (if present) or Members. PART 3 9. CHAIRMAN’S REPORT The Chairman will present a report to the Committee concerning its activity over the past year. PART 4 10. There were two members of the St Andrew’s and Hacton Safer Neighbourhood Teams present. The Chairman advised Members and the public of action to be taken in the event of emergency evacuation of the hall becoming necessary. There were no declarations of interest. Unless otherwise indicated, all decisions were taken with no Member voting against. 23. MINUTES The minutes of the meeting held on 24 February 2009 were agreed as a correct record and signed by the Chairman. 24. PUBLIC FORUM Members of the public present raised issues as set out in appendix 1. 25. CHAIRMAN’S REPORT The Chairman gave an update of previous items that had been brought before the Committee, a copy of the report is attached as an appendix to the minutes. (i) London City Airport – Increased Flights A resident again raised concerns over the increased flight numbers that were proposed from City Airport. The resident was also concerned that the Council’s administration had still not consulted with fellow Councillors and members of the public. Committee members advised that the issue had been due to be discussed at the last two Full Council meetings but time had run out before the matter was due to be discussed. Members advised that they wished the item to be debated, rather than just voted on, at Full Council. Members suggested maybe writing to Newham Council to obtain further details of the consultation and how it was progressing. (ii) Hornchurch Library – Cycle Stands A resident enquired as to why the recently installed bicycle stands had been erected at the rear of the library instead of the front. A member of the Safer neighbourhood Team(SMT) advised that they had been situated there because the library’s CCTV covered that particular area.

You walk through Hornchurch Country Park which has gone through several phases as a farm, military airfield, gravel quarry and rubbish tip, until its acquisition in 1980 by the local authority. The terrain is almost completely level with tarmac or firm gravel paths and there are no stiles, so all this section is very accessible. There are pubs at Upminster Bridge, Hacton Lane, Rainham Road, Rainham village, and cafes and toilets at Rainham. There is also a toilet next to Upminster Bridge station. Directions. Leave Upminster Bridge station and turn right onto the busy Upminster Road. Go under the railway bridge and past The Windmill pub on the left. Cross lngrebourne River and then turn right into Bridge Avenue. To visit the Upminster Windmill continue along the main road for a short distance. The windmill is on the left. Did you know? Upminster Windmill was built in 1803 by a local farmer and continued to grind wheat and produce flour until 1934. The mill is only open on occasional weekends in spring and summer for guided tours, and funds are currently being raised to restore the mill to working order. Continue along Bridge Avenue to Brookdale Avenue on the left and opposite is Hornchurch Stadium. Go through the black metal gates into the stadium and down the drive.
