1. EXECUTIVE SUMMARY :

Location:

Ordinary Earth Excavation site of Edakkattuvayal Village- Vinayakumar & Sindhu Vinayakumar site is located near Edakkattuvayal Road and 500 mtr away from Peppathy- Arakkunnam- Road in Edakkattuvayal Village, Kannayannoor Taluk, Ernakulam Dist. It is about 25 km away from District Headquarter Ernakulam. Site is well connected to Piravom-Nadakkavu- Ernakulam highway which connects district headquarters at Ernakulam. Project site is about 5 Km from Railway Station. Drainage system in the region is dendritic. Surface runoff water in the region will be discharged to the natural drainage course.

General Details:

Extracting ordinary Earth from 0.6313 Ha of property out of the Total extend 1.8415 Ha of property under the possession of the Applicants, Comprised in survey no.10/3 in Edakkattuvayal Village, Kanayannoor Taluk. The subject area is away from public properties and there is no objection of the public (consent from adjacent land owners is also encloses with additional attachments) or any litigation also keeping the lateral support from adjacent properties and maintain the bench formation will be done while excavations of ordinary earth. Owing to its massive nature, durability, ease of handling, availability in close proximity to construction sites and low cost, the ordinary earth are in demand for several construction purposes. Ordinary earth are used in almost any type of construction activity. It is also the most important input in domestic activity. Further they are also required by railway projects for track laying and other

construction activities. Thus in current times, where the focus of the governments is on improvement of basic infrastructure like roads, railways, dams and other social infrastructure – both in rural and urban areas , there is a constant need for ensuring regular supply of these minor minerals. As per Environmental Impact Assessment Notification dated 14th September, 2006, and subsequent amendments thereof, this project falls under Category “B2” of the list of the Project or activities requiring environmental Clearance prior to operation of quarry/mines from the from the District Environmental Impact Assessment Authority, Ernakulam.

Considering the cost of the project, cost towards production, sale value etc, the project is viable and bring some positive benefit directly or indirectly to the nearby locality. Excavated good quality red earth will be utilized for Land Development and pilling works at HPCL Irumpanam for M/s Vijaya Building Construction PVT Ltd.

This is an Ordinary earth excavation project and excavated good quality red earth will be utilized for Land Development and pilling works at HPCL Irumpanam for M/s Vijaya Building Construction PVT Ltd.

Pollution Control Measures:

The major sources of pollution in proposed earth excavation activity will be Particulate Matter (Fugitive emission) generated due to excavation of earth. The surrounding of project area is agricultural in nature with good greenery all around. This will minimize the fugitive emissions. However, during dry season, excavation operation will be carried out after water sprinkling to avoid generation of fugitive dust emissions.

No effluent will be generated due to proposed ordinary earth Excavation unit as the water will be used for domestic purposes only.

Solid Waste Management:

No solid wastes will be generated due to proposed ordinary earth Excavation operation.

Project Cost :

Total cost of ordinary earth excavation project is approx. Rs. 10,000,00/=.

(ii) Brief description of nature of project :

This is an ordinary earth excavation project. The proposed ordinary earth excavation does not involve any blasting or rock mining. Mechanized method is used for excavation of ordinary earth and excavation will be carried out using

excavators and transportation of material using tippers. The quantity of earth excavated will be 20000 cum. There is no environmental hazard involved in this process. The ordinary earth excavated (the minor mineral) from proposed site will only be used for the utilization of the infrastructure growth activities carried out with in the country or region. Excavated good quality red earth will be utilized for Land Development and pilling works at HPCL Irumpanam for M/s Vijaya Building Construction PVT Ltd. No raw material will be required for proposed Ordinary earth excavation project.

(iii) Need for the project and its importance to the country and or region

The basic objective of the project is to effective utilization of Material in the country or region. Ordinary earth is the world's most commonly used in road, railway track, Building construction etc. Ordinary Soil will helps in the economic growth of the country or region. Excavated good quality red earth will for Land Development and pilling works at HPCL Irumpanam for M/s Vijaya Building Construction PVT Ltd. Demand Supply Gap: There is large demand of Ordinary Soil for road, railway track, building construction, filling etc. Excavated good quality red earth will be utilized for Land Development and pilling works at HPCL Irumpanam for M/s Vijaya Building Construction PVT Ltd. Imports vs. Indigenous Production: There will be no import for the project. There will be indigenous inputs in the entire mining activity.

(iv) Export Possibility: It is low category material and to be procured from local market. No export is feasible. (v) Domestic/Export Market: There is large demand of Ordinary Soil for road, railway track, building construction, filling etc. Excavated good quality red earth will be utilized for Land Development and pilling works at HPCL Irumpanam for M/s Vijaya Building Construction PVT Ltd. Employment Generation (Direct & Indirect)

In the proposed excavation project, 10-12 people will be hired for excavation of earth from proposed earth Excavation area.

3. Project Description:

(i) Type of project including interlinked and inter dependent project:

This is a ordinary earth excavation project. Development and pilling works at HPCL Irumpanam for M/s Vijaya Building Construction PVT Ltd. Location: Sy. No : 10/3 Village : Edakkattuvayal Taluk : Kanayanoor District : Ernakulam

(ii) Details of alternate sites Considered and the basis of selecting the proposed site, particularly the environment consideration gone into should be highlighted.

The land of project site is under lease agreement between parties. (land papers enclosed) No alternate site has been considered for the proposed earth excavation activity. Extracting ordinary Earth from 0.6313 Ha of property out of the Total extend 1.8415 Ha of property under the possession of the Applicants, Comprised in survey no.10/3 in Edakkattuvayal Village, Kanayannoor Taluk. Excavated ordinary earth will be transported through Tipper Lorry covered with tarpaulin sheets. In this way, fugitive emissions caused due to transportation, loading & unloading of earth from far places are minimized.

(iii) Size or magnitude of operation:

Extracting ordinary Earth from 0.6313 Ha Ha of property out of the Total extend 1.8415 Ha of property under the possession of the Applicants, Comprised in survey no.10/3 in Edakkattuvayal Village, Kanayannoor Taluk. The subject area is away from public properties and there is no objection of the public or any litigation also keeping the lateral support from adjacent properties and maintain the bench formation will be done while excavations of ordinary earth. It is planned to excavate 20000 m (approx.) earth from proposed earth excavation area.

(iv) Project description with process details: (a schematic diagram/flowchart layout, components of the project)

In the proposed earth excavation project, mechanized excavation of ordinary earth will be done. Excavation activities will be carried out through excavators.

(v) Raw Material required along with estimated Quantity, likely source, marketing area of final products, mode of Transport of raw material & finished product.

No raw materials are required for the proposed earth excavation project.

(vii) Resources optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined.

(viii) Availability of Water its source, Energy/Power requirement and source should be given

In the proposed earth excavation project approx. one KLD water will be required to meet the domestic purposes. Water will be sourced through tankers.

(ix) Quantity of waste to be generated (Liquid and solid) and scheme for their management.

No effluent will be generated due to proposed ordinary earth Excavation unit as the water will be used for domestic purposes only.

4. Site Analysis:

(i) Connectivity:

Ordinary Earth Excavation site of Edakkattuvayal Village- Vinayakumar & Sindhu Vinayakumar site is located near Edakkattuvayal Road and 500 mtr away from Peppathy- Arakkunnam- Kanjiramattom Road in Edakkattuvayal Village, Kannayannoor Taluk, Ernakulam Dist. It is about 25 km away from District Headquarter Ernakulam. Site is well connected to Piravom-Nadakkavu- Ernakulam highway which connects district headquarters at Ernakulam. Project site is about 5 Km from Mulanthuruthy Railway Station.

Land Form, Land use & Land ownership:

The entire project area is 0.6313 Ha which is a private, dry, non- government, non-forest land and there is no habitation in this area. The land is owned by the project proponent and also obtained a consent from nearby land owners. At present the proposed area is an undeveloped and no other activity being carried out.

iii) Topography (along with map):

The site is a slant terrain at Project site elevated 21.8 mtr approximately to road level. There is neither seasonal nor perennial nala within the lease area. Drainage system in the region is dendritic. Surface runoff water in the region will be discharged to the natural drainage course.

iv) Existing land use pattern (Agriculture, non agriculture, forest, water bodies including CRZ), shortest distance from the periphery of the project forest, national park, wild life sanctuary, eco- sensitivity area, water bodies Distance from HFL line, CRZ notification for notified industrial area.

At present found bushes and shrubs in project site and no other agriculture or any other activities are being carried out within the project area. The proposed area does not come under notified industrial area or CRZ zone. Western Ghats Boundary is 50 km away (Ariel), Arabian Sea is 20 km away (Ariel),River Muvattupuzha 8.0 km away from the

proposed site. Nearest Railway Stationis 10 km away (Ariel), No Reserve Forest, Biosphere, Ecological Park, National Park, Wild Life Sanctuary and Dams in 5 kms radius.

v) Existing Infrastructure ; There are no existing infrastructures on the project site. vi) Soil Classification:

The soils of the site can be classified into the following Cropping main types: Laterate soil, red soil with gravel.

Vii) Climatic Data Analysis: Rainfall and climate has wet monsoon type of climate. The district experiences heavy rainfall during southwest monsoon season followed by northeast monsoon. During the other months the rainfall is considerably less. March, April and May are the hottest months. December to February are the coldest months. The district receive on an average 3359.2 mm(based on 1901-99 data) of rainfall annually. The annual rainfall ranges from 3233 to 3456 mm at different places of the district.

Temperature:The mean monthly maximum temperature ranges from 28.1 to 31.4oC and the minimum ranges from 23.2 to 26 oC. The maximum temperature occurs during March and April months and the minimum temperature occurs during December and January months. Relative Humidity: The humidity ranges from 68 to 89% during morning hours and 64 to 87% during evening hours. The maximum humidity is observed during May to October months. Evaporation:Evaporation is more during summer months of January to April and it is low during the rainy months May to August. The maximum rate of 4.8 mm per day is recorded in March and the lowest rate of 2.6 mm is recorded during July.

Sunshine Hours:Sunshine ranges from 4.3 to 9.7 hours/day. Maximum sunshine is during the month of February. The months of June to August record the minimum sunshine due to the cloudy sky. Generally good sunshine hours are recorded inthe months of November to May. Wind:The wind speed ranges from 6.7 to 10.9 km/hour with mean speed of 9.1 km/hour. The wind speed is high during the period from March to September.

5. Planning Brief: i) Planning concept (type of Industries, facilities, transportation etc) Town and country planning/Development authority classification. Type of Industry :

As per Schedule of EIA Notification 2006 and amendments thereafter proposed Earth Excavation Project comes under Mining of Minerals at Sl. No. 1(a). As per & Ministry of Environment & Forests, Govt. of Office Memorandum No. L-11011/47/2011-IA.II(M) dt: 24th Jun.’2013, proposed excavation activity will be categorized as ‘B2’ Category project. Transportation:

Excavated ordinary earth will be transported through tipper lorry covered with tarpaulin sheets. ii) Population Projection: Due to proposed ordinary earth excavation activity there will not be influx of people from outside as only local people will be employed. iii) Land Use Planning Extracting ordinary Earth from 0.6313 Ha Ha of property out of the Total extend 1.8415 Ha of property under the possession of the Applicants, Comprised in survey no.10/3 in Edakattuvayal Village, Kanayannoor Taluk.

IV Assessment of Infrastructure demand (physical & social) :

The basic infrastructure such as roads, electricity, transportation, drinking water supply, health centres and hospitals, school, colleges, sanitation available facilities are in the vicinity of the proposed ordinary earth excavation area which is at a distance of 5 km. from project site. The proposed project is not going to exert any unbearable load on any of these resources. v) Amenities/Facilities: Safe drinking Water & rest shelters will be provided for workers at proposed earth excavation area.

6. Proposed Infrastructure:

No major infrastructures are proposed at the earth excavation area except, Drinking water & rest shelters. Green belt will be developed and maintained all along the project periphery. i) Social Infrastructure:

Schools (primary as well as secondary), health centers and hospitals, electricity, banks, postoffice, veterinary centers etc. are available within 5 km. in the proposed ordinary earth excavation area. Other Social Infrastructure available near the proposed site are given below:- Nearest Town :Arakkunnam-3 km Nearest School : St. George Primary school Arakkunnam-2 KM

Nearest Hopital :Govt Hospital Mulamthurthy & AP Varkey Mission Hospital 5Km and 3 KM away from proposed site.

All these facilities are available within 5 Km. of proposed ordinary earth excavation area. Drinking Water Management :

Drinking water will be sourced through either ponds or wells. iii) Industrial Waste Management:

No Industrial waste water & solid waste will be generated due to proposed ordinary earth excavation activity. The major sources of pollution in proposed earth excavation activity will be Particulate Matter (Fugitive emission) generated due to excavation of earth & emissions of SO2 & NO2 due to operation of excavators. The surrounding of project area is agricultural in nature with good greenery all around. This will minimize the fugitive emissions. However, during dry season, excavation operation will be carried out after water sprinkling to avoid generation of fugitive dust emissions. vi) Power Requirement & Supply/Source:

No power will be required for the proposed ordinary earth excavation project as the excavation will be done mechanically through diesel driven excavators.

7) Rehabilitation & Resettlement (R & R) Plan:

No R & R is required as the project area belongs to project proponents (leasehold basis).

8) Project Schedule & Cost Estimates: i) Likely date of start of construction & likely date of completion.Excavation activities will be started immediately after obtaining Environmental Clearance from DEAC & DIEAA .

Total cost of ordinary earth excavation project is approx. Rs. 10,000,00/=.

ENVIRONMENTAL MANAGEMENT PLAN

The Environmental Management plan has been developed with a view to bring down the levels of impacts within limits. In each of the areas of impact, measures have to be taken to reduce potentially significant adverse impacts so that the overall adverse impacts are reduced to as low level as possible. The mining in the area has been proposed with time bound management plan so that impacts on different environmental parameters are minimized at every stage of mining. Measures to be taken for each of the impact areas are detailed in the following para:

• Greenbelt development AIR POLLUTION CONTROL MEASURES

• Green belt will be developed for an area equal to 33% of the lease area. • Periodical water spraying on the haul roads will be done. • PPE will be provided to the workers. • To control the emissions, regular preventative maintenance of equipment will be carried out.

WATER MANAGEMENT

• There is no surface water body in and around the mining lease area.

• The rain water collected in mining pit will be diverted in natural water channels.

NOISE POLLUTION CONTROL MEASURES

• Periodical monitoring of noise will be done. • Regular and proper maintenance of noise generating machinery. • Proper PPE in form of earplugs and safety eye wear shall be provided to workers working with the hydraulic driller and those in immediate vicinity of it. • Plantation in applied area which will also reduce propagation of noise outside the core zone. LAND RECLAMATION • At the end life of mine, the excavated area will be converted arable land where seasons cultivation will be carried out.

SOLID WASTE MANAGEMENT • No generation of waste will take place in the area. So no stacking or managements of dump position will be created. GREEN BELT DEVELOPMENT

• Local species will be preferred for plantation.

• Green belt will be developed for an area equal to 33% of the lease area.

Corporate Social Responsibility

CSR (Corporate Social Responsibility) details for the Project

CSR plan is given below:

Total Cost of the Project = Rs. 10 Lakhs

Yearly CSR cost for the project, i.e. 2% of the total project cost

Rs. 10 Lakhs x 0.02 = Rs. 20,000

Distribution of 40 educational kits (School bags & stationeries) to the school going students of nearby villages, each costing approx. Rs. 500.

9) Analysis of Proposal (Final Recommendation):

(Financial & Social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area.)

In view of the above, and demand of Real Estate Sector & Domestic construction activities proposed earth excavation activity will assist to fulfill the demand for the Land Development and pilling works at HPCL Irumpanam for M/s Vijaya Building Construction PVT Ltd. However, from the proposed earth excavation activity 10-12 people will earn their livelihood.
