    Hon. Mr President of the European Parliament, Dear David Sassoli, Since March, when the outbreak of COVID-19 intensified in Europe, the functioning of the European Parliament (EP) has changed dramatically, due to the sanitary measures applied. We understand the inevitability of the contingency plan, taking into account the need to prevent infection and the spread of the virus and to protect the health and lives of people. Six months later, the functioning of the EP is gradually returning to normal. However, there are services whose unavailability seriously impairs parliamentary work, namely the interpretation service. The European Union (EU) has 24 official languages and all deserve the same respect and treatment. We recognize that the number of languages available in committee meeting rooms has been increasing, but even so, more than half of the languages still have no interpretation. Multilingualism is a right enshrined in the Treaties that allows Members to express themselves in their own language. Now, that is not happening and we are concerned that the situation will continue, even taking into account the expected workflow in the commissions after these atypical six months. In this sense, we appeal, once again, to you, the President of the EP for the application of the letter and the spirit of the principle of multilingualism, finding solutions that respect this principle and that allow the use of any of the 24 official languages of the EU. The expression of each deputy in her/his own language is a priority so that there can be conditions to fully exercise the mandate for which she/he was elected and a condition of respect for the citizens who elected her/him.

Given the housing crisis that Europe service of general economic is currently experiencing, urgent measures are needed. The real danger of excessive housing interest: EESC calls for more robust costs no longer affects the most EU housing policies disadvantaged only, but also an ever-growing part of the rest of the population.1 This is the Leitmotiv of a multi-stakeholder hearing in the European Economic and Social Committee December 4, organized by EESC member Raymond Hencks from Luxembourg, where IUT was invited to speak. The morning panel was dedicated to analyse the current housing situation, from the part of the landlords, the developers, the tenants, the EU partnership for affordable housing, the European Investment Bank, and the United Nations. IUT concentrated on the Housing overburden for tenants, and the financialization of housing markets. On 6 January 2021, its founder, Issa Amro, was convicted on six counts, including those of ‘participating in a rally without a permit’, ‘obstructing a soldier’, and ‘assault’. On the same day, United Nations experts issued a statement condemning his conviction1. Mr Amro has continuously been subjected to arbitrary arrests and detentions, death threats, ill treatment and movement restrictions over the past several years. Amnesty International has asked Israel to drop all charges against him, as they consider them to be ‘politically motivated and linked to his peaceful work in exposing Israel’s human rights violations’2. 1.     Mrs. Stella Kyriakides Commissioner for Health and Food Safety Dear Mrs. Kyriakides, EU Member States are dealing with unprecedented challenges arising from the novel coronavirus (COVID-19) and health systems are now focused on social distancing and avoidance of non-urgent, non-COVID-19 related medical care. Unfortunately, the strains on our health systems and the difficulties are not being borne equally by the population - pregnant women in particular - still require competent and compassionate labor, birth and postpartum care. We have been approached by the international NGO “Human Rights in Childbirth” regarding concerns about the negative consequences to labor and birth care as health systems focus on tackling COVID-19. In this time of a health crisis, changes are being made to the provision of pregnancy and birth care which are not based on scientific evidence, WHO guidelines or guidelines of relevant European professional organisations. Those changes are arguably unnecessary and, in many cases, not proportional to the response required to the COVID-19 pandemic. For example, we are informed that: • Maternity services are being de-prioritised with regards to adequate staffing, personal protective equipment for staff and access to needed resources • Community and out of hospital maternity services (including midwifery units and home birth) are being closed down without warning • Women are being forced to submit to unwanted inductions and scheduled caesarean sections with no obstetric indication • Women are being separated from their newborn infants • Women are being denied the right to a companion in labour and birth, as well as visitors All citizens are entitled to the protection of their right to the highest attainable level of health during this crisis.

Particularly at a time of aggravated health risks due to the COVID-19 pandemic, we urge you to prioritize the human rights of detainees and immediately release those unjustly detained. Despite these risks, we note the continued detention of a number of human rights defenders, lawyers, political activists, and other prisoners of conscience in Egypt. Among these we note the continued pre-trial detention of political activist Ramy Shaath, who has been held for more than a year without charge. We note the continued detention of activist Alaa Abdel Fattah, whose sister Sanaa Seif was detained while she and her family attempted to make a complaint to the Public Prosecution about an assault they suffered in front of Tora prison. We also note the continued detention of human rights lawyers Mohamed el Baqer, Zyad el Elaimy, Mahienour el Massry, Haitham Mohamedeen and Ibrahim Metwally, researchers Patrick Zaki and Ibrahim Ezz el-din, and journalists Esraa Abdelfattah, Solafa Magdy, Hossam al-Sayyad and Mahmoud Hussein. We note that these are but a few of the many prisoners of conscience held in Egyptian prison at risk to their lives. We recall the preventable deaths this year of musician Shady Habash and US citizen Mustafa Kassem, both as a result of medical negligence while in detention. A joint statement issued by the World Health Organization, the UNODC, the OHCHR, and UNAIDS issued in May called for releases in order to mitigate overcrowding in prisons, and an April OHCHR press briefing reiterated this call to Egypt directly.

In light of this, we underline that this is the crucial moment for the EU to engage formally and constructively in the negotiations for a binding treaty on business and human rights at the UN. We thus urge the EU to adopt a negotiation mandate and fully engage in the UN treaty process as soon as possible. The EU is emerging as a global frontrunner on human rights and environmental due diligence, with many developing national legislations and several sectoral norms already implemented. The EU now has the substantial policy experience to engage effectively in the treaty process. The system has gone a long way since ladies were recognized the right to vote.
