NICKELS Seba Smith Embattled Nearly forgotten at his death in 1868, Seba Smith en­ dures today in anthologies of American literature and collections of American humor as the creator of Jack Downing, the first popular crackerbox philosopher in American literary history and the forerunner of Hosea Biglow, Artemus Ward, Mr. Dooley, and Will Rogers. Yet little is still known of the life of Seba Smith. Schol­ ars who preface his works with a biographical note have depended upon the information in Mary Alice Wyman’s Two American Pioneers: Seba Smith and Elizabeth Oakes Smith and her sketch in the Dictionary of Ameri­ can Biography. From these sources, Smith emerges as a moderate, pacific man, with “a retiring disposition and a natural shrinking from society.”1 Wyman failed to investigate many important primary resources, however, and thus her account of Smith’s life and her judgment of his character remain incomplete, particularly in relation to the early, formative years in Portland.

    A Maine Pantheon Of Heroes and Worthies The first Neal W. Allen, Jr. Lecture on Maine Legal and Social History, on the occasion of the 175th Anniversary of Statehood, March 15, 1995, by United States Senior Circuit Judge Frank M. Coffin. Introduction There could not be a better time to do honor to the memory of Neal Allen than this 175th anniversary of our statehood. Stalwart friend of this Society, Neal was a gifted teacher, author, and editor who used his craft to make legal and social history come alive. May what I say live up to what he would wish. When Tom Schulten asked me to give this lecture, I hesitated. Not being a historian, I would not be able to shed new light on some historic event, period, or person. But, I reflected, I have spent my working life in the three branches of our federal government and have felt part of an honorable Maine tradition. I could try to create a Pantheon of Maine people who have served with exceptional distinction in the legislative, executive, or judicial branches of the state or federal government. This will not be by any means a fully representative Pantheon. Maine has been blessed with artists, musicians, writers, scientists, educators, community leaders, and civil rights pioneers. But it is a start . and an invitation to all of you to add to the edifice. For me it has been an exciting journey into yesteryear. You may well have in the back of your mind some questions about such an enterprise as this. The first question is probably "Why?" I think the answer is one of enlightened self interest - - to restore the element of faith in ourselves and in our capacity to govern that has been missing in a time of disillusion, distrust, and cynicism.

Bowen A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY History 2011 ABSTRACT YOUR OBEDIENT SERVANT: GOVERNMENT CLERKS, OFFICESEEKING, AND THE POLITICS OF PATRONAGE IN ANTEBELLUM WASHINGTON CITY By Heath J. Bowen This dissertation examines the social, political, and gendered components of public office and government employment during the antebellum era. Historians have invoked Andrew Jackson‟s system of spoils to demonstrate the rise of political democratization and the emergence of a federal bureaucracy. But few studies have attempted to examine at any length the public servants and citizens who were implicated into political parties and connected to government institutions through patronage. My research on public servants shows that officeseeking was a highly complex and contested phenomenon that was intimately connected to nineteenth-century political and moral economy. Its connection to the rise of partisan politics and its lure of men from more independent and manly professions worked to create a popular perception of government employment as a social evil. What is more, public office was regularly sought through elite Washington political networks accessible only to applicants with a relative close proximity to political power. My dissertation argues that these developments created a common ambivalence toward public life and a cultural hurdle to the development of a professional ideal within the federal government. How government clerks understood this dynamic and how they made sense of their place within the unique political and social environment of the nation‟s capital, is of central importance to this study.

North Yarmouth, first settled by the English as early as 1635, was originally known by the Indian name Westcustogo, and was incorporated in 1680 as the eighth town in Maine. In addition to North Yarmouth and Cumberland, North Yarmouth originally comprised the present day towns of Freeport, Harpswell, Pownal, Yarmouth and a small part of Brunswick. The Cumberland Town Archives contain nine volumes of vital records that predate the 1892 Maine law requiring the state’s municipalities to report vital statistics to the Secretary of State.
