    ––– Hydrodiplomacy and Climate Change for Peace in Mesopotamia : Case of the Tigris and Euphrates, 10 December 2018 Hydrodiplomacy and Climate Change for Peace in Mesopotamia : Case of the Tigris and Euphrates, 10 December 2018 Concept note After the success of the three conferences "Hydrodiplomacy and Climate Change for Peace in the Middle East", on the Orontes in 2015, the Jordan River in 2016 and on the Nile Basin in 2017, the initiative is renewed for its fourth consecutive year. The Luxembourg Palace will host therefore on the 10th of December 2018 the Colloquium on Hydrodiplomacy and Climate Change for Peace in Mesopotamia: case of the basin of the Tigris and the Euphrates. Similar to the previous editions, this symposium is organized at the initiative of Mr. Olivier Cadic, Senator representing the French Citizens established abroad and Mr. Fadi Georges Comair, President of MEDURABLE and Honorary President of MENBO. This fourth conference will include a retrospective part to recall the lessons of the editions from 2015 to 2017. Thus the following themes will be addressed: • Session 1: retrospective and lessons learned: the Orontes, the Jordan River and the Nile Basin • Session 2: Hydro-political issues in Mesopotamia • Session 3: technico-economical projects on the Tigris and Euphrates • Session4: hydrodiplomacy and the Nexus Water-Energy-Food: securing water resources for future generations in Mesopotamia The Middle-East: a contemporary reality In the contemporary global context, the Middle East is at the heart of major geostrategic challenges and remains an area of tension and confrontations due to the multiplicity of geopolitical, environmental, and security issues.

In all, 789 plant specimens that consisted of 104 taxa belonging to 13 families and 30 genera were gathered from the investigation area. Of all the collected specimens, 19 taxa were new records for C6, C7, and C8, and 11 taxa were endemic to Turkey. Scilla mesopotamica Speta, which was first collected from Şanlıurfa-Halfeti in 1888 by Sintenis and was considered a missing species, was rediscovered after 116 years during this study. Colchicum crocifolium Boiss. was also determined as a new record for Turkey. According to floristic regions, Irano-Turanian elements ranked first among the specimens, accounting for 47.12%, followed by Mediterranean elements (25.00%) and Euro-Siberian elements (0.96%). Some of the identified species (26.92%) were widespread and of unknown phytogeographic origin. In addition, 86.54% of the collected taxa were determined to be monocotyledons and the remaining (13.46%) were dicotyledons. The families with the most taxa in the research area were Liliaceae (59) and Iridaceae (14).

    HALFETİ İLÇEMİZ Halfeti Şanlıurfa merkez ilçesine 112 km mesafede olan ilçenin yüzölçümü 646 km²’dir. İlçe; 3 belediye, 1 bucak, 36 köy ve 23 mezradan oluşmaktadır. Batısında Gaziantep iline bağlı Araban, Yavuzeli ve Nizip ilçeleri, kuzeyinde Adıyaman iline bağlı Besni ilçesi, doğusunda Bozova, güneyinde ise Birecik ilçesi bulunan Halfeti’nin denizden yüksekliği 525 metredir. 2012 nüfus sayımına göre ilçenin toplam nüfusu 39.609 kişidir. İlçe merkezinin Fırat sahili yeşil bir kıyı şeridi şeklindedir. İlçe merkezi bu kıyı şeridi üzerinde ve sarp kayalıkların yamacında kurulmuştur. İlçe de hububat, Urfa fıstığı ve üzüm üretimi önemli bir yer kaplamaktadır. Halfeti arazisindeki ekilebilir alanlar dışındaki taşlık ve kıraç araziler, halkı küçükbaş hayvan yetiştiriciliğine yöneltmektedir. İlçenin iklimi Fırat Nehrinin etkisiyle Akdeniz iklimi karakteristiği gösterir. Değirmendere 1 İlçe M.Ö. 855 yılında Asur Kralı III. Salmanassar tarafından zapt edildiği zaman "Şitamrat" adını taşıyordu. Yunanlılar bunu değiştirerek "Urima" adını vermişlerdir. Süryaniler ise, ilçe için "Kal‘a Rhomeyta" ve "Hesna d'Romaye" adlarını kullanmışlardır. Arapların eline geçtikten sonra "Kal‘at-ül Rum" adı takılmıştır. XI. Yüzyılda Bizanslıların eline geçince bu kez "Romaion Koyla" adını almıştır. 1290 yılında Memluk Sultanı Eşref tarafından fethedilen ilçeye "Kal‘at-ül Müslimin" adı verildi. Yavuz Sultan Selim zamanında Osmanlılara egemenliğine geçen ilçe, günümüzde de kullanılan "Urumgala" ve "Rumkale" adlarını almıştır. İlçenin bir kısmı Birecik Barajı'nın göl suları altında kalmıştır. Yeni yerleşim yeri olarak ilçe merkezine 7 km. mesafedeki Karaotlak mevkii seçilmiş ve yerleşime açılmıştır. Kentin simgesi haline gelen ‘siyah gül’ yerli yabancı tüm konukların ilgisini çekmekte, önemli bir ticaret potansiyeli içermektedir. Teknelerle ortalama bir saat süren tekne yolculuğu ile Rumkale’ye ve tarihi Savaşan Köyüne geziler yapılabilmektedir.

The Abgar Dynasty, the major power in the region, overthrew Seleukos’s control and regained independence in the region in132 BCE. Family members depicted together and at ease in mosaics of the royal period symbolize the importance of peace within the family and family unity. Of the figures portrayed next to the genearch, the wife is the most striking individual with her dignified pose. Family mosaics indicate that whole family will be together after death as they were in life. A Phoenix and two Orpheus mosaics found in the region also support the pagan notion of a new life after death. Osroene bölgesi büyük ölçüde Edessa (Şanlıurfa) ile anılan, Karrhae (Harran), Birtha (Birecik), yerleşimlerini içine alan, batısından Euphrates’in (Fırat) aktığı bölgedir. Krallık Dönemine tarihlenen mozaiklerde bir aileyi oluşturan bireylerin bir arada ve özenli bir şekilde işlenmesi aile huzurunun ve birlikteliğe verilen önemi vurgular. Aile reisi yanında yer alan bireyler içinde kadın, saygın pozisyonu ile dikkat çeker. Aile mozaikleri ölüm sonrasında da gerçek hayatta olduğu gibi bir arada olunacağını göstermektedir. Ölüm sonrası yeni bir hayata inanan bölge paganlarının mezarlarında çıkan bir adet Phoeniks mozaiği ve iki adet Orpheus mozaiği de bunu desteklemektedir.

Social and economical features, along with natural geographic features such as geology, geomorphology, climate, natural vegetation, soil properties and hydrographic features also have a significant effect on industry. This study aims at determining how physical geographic features af- fect categories of industrial activities in Sanliurfa. For this purpose, firstly, physical geographic features of Sanliurfa and statistical data on agricultural and industrial activities in Sanliurfa were obtained. Then, ef- fects of these physical features on other economic activities and the influence of those features on the dis- tribution of industrial plants and industrial activities were analysed in terms of distribution, relation and casuality principles. Geological formations in Sanliurfa province occured in Neogene and also in Quaternary. These formations mostly consist of Neogene limestone, Quaternary basaltic volcanic rocks and alluvial soils. Geomorfically Sanliurfa is a slightly hilly place with plateaus and plains. The main river in Sanliurfa is the Euphrates – the biggest river of Turkey. Naural vegatation of Sanliurfa consists of steppe. These physical geographic fetaures of Sanliurfa cause intensive agricultural activites all across the province. Sanliurfa prov- ince covers 18,584 km² and 60% of this area is convenient for agriculture. As a consequence, the majority of manucturing industry in Sanliurfa is agro-based, such as food, textile, mill and apparel industries.

Please indicate when the After Action Review (AAR) was conducted and who participated. 12.1.2016 UNICEF, WHO, UNFPA, WFP, UNHCR, RCO The After Action Review was held on 12 January 2016. All participating agencies, UNICEF, WHO, UNFPA, WFP, UNHCR and the RC Office were represented. In the AAR, the RC Office outlined the process leading up to the CERF proposal in 2014/2015 and the previously agreed objectives of the response. The RC Office further presented a brief overview of the reporting process, requirements and timeline. As part of the AAR the agencies discussed what had worked well and what had worked not so well. It was noted that the UN assistance to the refugees in Suruç started shortly after the refugee influx in September 2014 and that part of the CERF funds received in 2015 in some instances were used to cover the financial gap of the initial 2014 response. The UN agencies also discussed how the off-camp versus in-camp needs had changed from the proposal phase to the implementation phase leading to a change in actual beneficiaries of the CERF assistance. Several agencies broadened their response scope to assist refugees outside Şanliurfa too. Lastly, it was noted that changes in the political and security environment during the implementation phase delayed implementation for some agencies. It was agreed that each sector lead was to draft a paragraph explaining the needs targeted with the CERF funds within the broader humanitarian context, prioritization and if the actual targeting differed from the original plan.
