I’m pleased to here two very special guests, who are seated in the members’ introduce to you and through you to this Assembly six special guests gallery. The first is my STEP student for the summer, Mr. Alykhan sitting in the public gallery. Mr. Balvir Boparai is a well-known pop Rajan, who is in his second year at the University of Alberta. He’ll singer in the Punjab state of India. Mr. Boparai is in Canada to be graduating with expertise in science and in commerce. We want promote the Punjabi culture in our beautiful nation, Canada. Balvir to welcome him and thank him for the work he’s going to do. escaped from the Indian summer. You can see the colour of his skin. He appointed his first senator...Trudeau told cabinet that despite the appointment, he still favoured Senate reform as promised during the election. As we now know, 30 years later, it never happened. In fact, Trudeau’s last action as prime minister 16 years after the cabinet meeting was to leave patronage appointments to the Senate for his successor John Turner. A8. Such is the story of Senate reform – while many Canadians express commitment to the idea, this “convoy” is not moving very fast. The road to meaningful Senate reform has been long, winding, and full of potholes, and while the debates, discussion, reports, conferences, and scandals have made for some pretty impressive scenery, the destination remains somewhere beyond the horizon. To be sure, the Meech Lake and Charlottetown Accords did propel us further down the road by securing a place for Senate reform on the national agenda, but that scenery too is fading from memory. And if the road were not yet bumpy enough, Ottawa continues to put up roadblocks by refusing to consider any alternatives to the Senate status quo.

    SELLING GOVERNMENT: THE EVOLUTION OF GOVERNMENT PUBLIC RELATIONS IN ALBERTA FROM 1971-2006 by Simon J. Kiss A thesis submitted to the Department of Political Studies In conformity with the requirements for the degree of Doctor of Philosophy Queen’s University Kingston, Ontario, Canada (December 2008) Copyright © Simon J. Kiss, 2008 Abstract The public relations practices of the government of Alberta have elicited substantial controversy, particularly under the administration of Premier Klein. However existing analyses have been insufficiently comparative. This dissertation is a within-case comparison of the evolution of government public relations practices under the three Progressive Conservative administrations of Premiers Lougheed, Getty and Klein. The theoretical framework rejects democratic justifications for government public relations, but accepts an “administrative imperative” that recognizes the use of government public relations techniques to accomplish particular policy goals. At the same time, it recognizes that these practices are often linked to important transformations in the broader political economy. A model of incentives and opportunities of why politicians use public relations strategies to accomplish their goals is introduced to examine the particular evolution in the Alberta case. Premier Lougheed’s administration created a new public relations agency dedicated to improving the administrative efficiency of the government’s public relations function. It was marked by restrained forms of government advertising and a documented commitment to a distinct space for government public relations, insulated from the political demands of the elected level of government. Periodic television appearances by the premier appear to be the most aggressive forms of public relations activities. Premier Getty adopted this model, despite a substantially transformed political environment and despite documented advice to change his government’s practices.

  • Charter Schools in Alberta: Change Or Continuity in Progressive Conservative Education Policy?
    The Alberta Journal of Educational Research Vol. XLV, No. 1, Spring 1999,52-66 Michael Wagner University of Alberta Charter Schools in Alberta: Change or Continuity in Progressive Conservative Education Policy? The Progressive Conservative government of Premier Ralph Klein undertook an ambitious program of educational restructuring. Among other changes the government provided for the establishment of charter schools in the province. This was the first time that charter schools were to be allowed in Canada and led a number of observers to allege that this was a step toward the privatization of public education in Alberta. In other words, a radical change was taking place. However, a careful look at the education policy of Alberta's PC government reveals that it has consistently been favorable to private and quasi-private alternatives to public education. Many different policy decisions since the 1970s demonstrate this to be the case. Rather than being a radical change, then, the introduction of charter schools is simply an extension of the PC government's longstanding policy of promoting "educational choice. STROMBERG: Mr. Speaker, I would like to say a few words about a matter of privilege referring to the question of privilege raised yesterday by my honorable colleague and neighbor, the Member for Clover Bar. I have checked Hansard, which I received this morning. I find I did in fact say there had been no representation from his constituency about the road we were discussing. In saying that, I referred to representation from his constituency. I did not mean to refer to representation from him because he did in fact make representation, as he mentioned. He and I discussed the road on a number of occasions. I regret that I was misunderstood. MR. SPEAKER: In view of the explanation made by the hon. Member for Camrose, would the hon.
