The Human Resources Department The Human Resources Manager reports directly to the Deputy Town Manger and manages a staff of two, a Human Resources Specialist and a Human Resources Generalist, and manages a budget of $300,000. The position is considered a working Manager, so some task-oriented duties are performed in addition to overseeing the day-to-day operations. There is also a Human Resources Generalist assigned to the Transit Department who works closely with the Human Resources Manager and staff.

Expectations and Projects The new Human Resources Manager will initially work on the following projects:  Fully implement the NEOGOV software system, and implement an online benefits enrollment system;  Review and modernize human resources policies as needed;  Continue to work on employee development and training programs, including leadership development;  Work with Departments to review procedures to ensure consistency across the Town;  Revamp the employee orientation and onboarding process;  Continue to work on the My TOB program and in further enhancing the organizational culture;  Review employee compensation rates and benefits and make recommendations for changes.

The Ideal Candidate Education and Experience  A Bachelor’s Degree with coursework in business administration, management or human resources, or related field and extensive progressively responsible human resources experience, or equivalent combination of education and experience.  Possession of a Master’s Degree preferred;  Knowledge of local government and human resources best practices, including current technology;  IPMA-HR or SHRM certification is preferred.

Compensation and Benefits The expected starting salary is $75,000 to $95,000 +/- DOQ. The Town offers excellent benefits that include health insurance, life insurance, paid time off and retirement benefits through the Virginia Retirement System.
