CHAPTER 2 INTRODUCTION

(i) Identification of project and project proponent

This is a proposed expansion mining over an extent of 194.16.5 Hectares located in Kharse No 155, Periyanagalur, Kallankurichi, Ameenabad &

Khairulabad Village, Ariyalur Taluk, Ariyalur District. Tamil Nadu Cements Corporation Limited (TANCEM), a wholly owned Government of Tamil Nadu undertaking, started business from 1st April 1976. TANCEM has a multi plants, multi locations and multi products company with an annual turnover of around Rs. 250 Crore. The company has its main objective in production of cement and cement based products and primarily caters to the needs of Government departments. TANCEM have two cement units, one at Alangulam and another at Ariyalur. Limestone being the main raw material, the company acquired and reserved enough limestone bearing lands in and around Alangulam and Ariyalur. Ariyalur unit is having four mining leases. Three out of the four mine leases have expired. The proposed ML area bearing the G.O. MS. 456, Dated: 16-05-1985. It spreads in an area of 194.16.5 Hec, in the villages namely Periyanagalur, Kallankurichi, Ameenabad & Khairulabad. The ML area comprises of both Own Patta Lands (149.665 Ha) and Government Lands (44.5 Ha). It is proposed to raise 1.34 MTPA of Limestone during the Plan Period (5 years) from this Lease of G.O.MS. 456. The Mine Lease area is scattered as pieces and forming compact and contiguity along with the adjoining Mining Leases of G.O.MS. 344 & 469. The scheme of mining along with Progressive Mine Closure Plan has been approved by the IBM vide Letter No. TN/ALR/LST/MS-1268 MDS Dated: 11/11/2015. There is no forest land within and around the ML area. Mining operations will be carried out by open cast mining method by working the deposit by systematic formation of benches as per Metalliferous Mines Regulation 1961. The project proponent has to therefore obtain environment clearance as per EIA notification 14 Sept, 2006 and subsequent amendments.

CHAPTER 3 PROJECT DESCRIPTION

(i) Need for the project TANCEM, a Public Sector Undertaking is having two cement units one at Ariyalur and other one at Alangulam. Ariyalur unit is having four mining leases. Out of the four leases, three leases have expired. TANCEM is in the process of renewing the three expired Mining Leases to meet the Limestone requirement, exclusively for its captive usage. The proposed ML area bearing the G.O.MS. 456, Dated: 16-05-1985, is one among those three Mine Leases. is the second largest producing country of cement in the world after China. There were 171 large cement plants having an installed capacity of 290.48 million tonnes in 2010-11. India has huge resources of limestone distributed over different parts of the country. As per the Report of the Working Group, Planning Commission of

India, the total limestone requirement during 12th Plan (2012-2017) with growth scenario of cement @ 10%, 11% and 12% for the respective GDP growth of 8%, 9% and 10% is projected at 3,163 million tonnes, 3,253 million tonnes and 3,385 million tonnes, respectively. The Indian cement industry is weakly oligopolistic in nature on a national level with top 11 to 12 firms among more than 100 firms capturing 70% of the cement market. The Cement Industry produces a variety of cement to suit a host of applications matching the world's best in quality. In 2010-11, the total consumption of limestone & other calcareous minerals/ materials, as reported by different industries was 213.12 million tonnes. Cement was the major consuming industry accounting for 94% consumption, followed by iron and steel (4%) and chemical (1%). The remaining consumption was reported by sugar, paper, fertilizer, glass, metallurgy, foundry, etc. As a part of Corporate Social Responsibility (CSR), the Cement Industry employs around one lakh people and takes care of the social needs not only of the employees but also adopts several villages around the factories providing

drinking water, electricity, medical and educational facilities. imports: imports of limestone increased to 5.04 million tonnes in 2010-11 from 3.90 million tonnes in the previous year. limestone was imported mainly from uae (47%) and Oman (38%). exports: exports of limestone decreased to 1.04 million tonnes in 2010-11 from 2.41 million tonnes in the previous year. limestone in bulk was exported mainly to neighboring countries, viz, Bangladesh (94%) Bhutan and Nepal besides other countries. (ii) Type of Project including interlinked and interdependent projects if Any The project is mining project. Mining operation is being carried out by fully mechanized opencast method, utilizing HEM. In conjunction with drilling deep hole blasting shall be carried out to create fragmented material. Rock breaker will be used for further blasting. The bench height will be used for blasting. The blasted material will be loaded into 20 tonnes trippers with 1.2 M3 bucket capacity loader/excavator. Based upon the production assumed (1.34 MTPA) the life of the mine would be 28 years.

(iv) Mining

The proposed ML area (G.O.MS. 456) spreads in an area of 194.16.5 Ha, as scattered isolated pits and forming compact and contiguity with the adjoining ML area of G.O.MS. 344 & 469. The entire ML area is falls under non forest land, which include Govt. owned lands & Patta lands owned by the Corporation. The mining will be carried out by opencast mining method in conjunction with conventional and non conventional system of mining. The mine will be exploited from top to bottom in a descending order forming a bench height of 5 m each. The width of the bench will always be maintained higher than the height of the bench. The mine will be fully mechanized and is being operated by deploying drilling, blasting and excavator and tipper combination. Pneumatic wagon dills of 100-115 mm diameter holes will be used in drilling. Slurry explosives and ANFO are used for carrying out deep blasting in mines. No further processing of mined out limestone is required. The blasted material shall be directly loaded and transported to the crusher located in the cement plant. Apart from crusher no other processing of the mineral is involved. Loading will be carried out by 1.5 m3 bucket excavator, and finally the limestone will be transported to plant by 20 tonne capacity tippers / trucks.

(v) Source of Water/ Energy and Power requirement

Water is required for drinking, dust suppression and plantation (around 10 KLD), which will be available through water tankers & from the bore wells in the nearby area.

Power requirement is minimal, which is required from illumination in mines office and rest shelter only.

(vi) Quantity of Wastes to be generated at site and schemes adopted for management / disposal.

 Wastewater Generation

Domestic sewage generated from toilets can be disposed through septic tank followed by soak pits.

 Solid waste Generation

The only solid waste generated during the mining operation is topsoil only. The Topsoil removed during the year 2000-01 to 2010-11 is around 0.112 MT. There will be no handling of Topsoil & overburden during the scheme period & it will temporarily stack along the mining lease boundary and consumed parallel for the afforestation purposes.

CHAPTER 4 SITE ANALYSIS

(i) Connectivity

 Railways

The nearest major railway station is Ariyalur which is 4.46 kms away in west direction.

 Roads

The site is connected by the SH – 139 (0.32 km away in west direction).

 Airways

The nearest airport is at Trichy around 61.85 Kms away from the project site

 Communication

Already this area is well connected with the district head quarters Ariyalur and nearby town Ariyalur. So there will not be any constraints for communications like telephone, telefax, telex etc.

(ii) Land Use Pattern

The area is situated on 194.16.5 Hectare revenue land. This is an existing mine. The area is irregular in shape and elongated along north-south direction. Area is totally waste land (194.16.5 hec). Total Mine Lease area is 194.16.5 Hec, comprises of both Own Patta Lands (149.665 Hec) and Government Lands (44.5 Hec). There are no forests, national park, wild life sanctuary, eco sensitive areas, and water bodies in the near vicinity of the ML area / study area. Land use pattern of Lease area are as follows:

(iii) Topography

The area exhibits vast flat topography and the average elevation of the area is about 80 meter from Mean Sea Level (MSL). The detailed Topo Map for 10 Km radius is in Fig 3.1

(iv) Existing Infrastructure

Since this is existing mine, all the basic infrastructure facilities are available like Mine office, Roads, First-Aid room, Canteen, Power line for mine, Telephone line for mine etc.

(v) Soil Classification

Top soil is available in patches within ML area which can be directly used for plantation purpose.

(vi) Climatic data from Secondary sources

April is the hottest month with maximum temperature of 38.90C. January is the coolest month with minimum temperature of 20.040C. Rainfall is due to north-east monsoon. It is poor to moderate, being around 750 mm annually. Rain is due to the southwest monsoon during July, August and due to North- east monsoon during November, December. (vii) Social infrastructure available

District Ariyalur, which is about 2.86 Km towards WSW from the ML boundary. All the social infra structural facilities like schools, schools, colleges & etc. are available in Ariyalur.

Total population of the 45 villages within 10 km radius from the project site is 173634. The detail of population is given in the below Table 4.1.
