ln accordance with Artjcle 179(1) (a) and (b) of the Constitution of the Republic of Uganda 1995, and Section 7(2a) o'f the Local Governments Act, CAP 243, I hereby rnake submission in respect of expansion and elevation of Gulu Municipality to City status.

I have attached a number of documents containing detailed information related to the subject matter and as required by the provisions of the laws. These documents include; 1 . Minute Extract of the District Council Meeting that approved the resolution for thr expansion and elevation to city status. (Annex 'l) 2. Copy of Gulu Municipal Council Minutes containing resolulions for the expansion and elevation to city status. (Annex 2) 3. Resolutions and Minute extracts of the affected Sub-counties of Bungatira, Ongako, Koro and Unyama backing up the extension of the Municipal boundaries and its quest for a city status. (Annex 3) 4. Submission from the Chief Administrative Officer, Gulu to the Permanent Secretary, Ministry of Local Government on the subject matter. (Annex 4) 5. Map of the proposed City boundaries showing the original size of the Municipality I of 3.5km radius from the center lo the new extended boundaries giving a new size of 13.7km radius. During the z7'h Full Council nreeting of the 8'h Council of Culu District Local Covernment held on roth & rth May, 2o11; the Council, while discussing the District Executive Cornmittee report resolved under Min. 13/couNl2o1, as folJows th4t:

iv) The bor.rndary cf Culu r\,'luni.ipelit',, shali be exte ndcd to a maximum radius of rJ.7 Knr from the town centre in preparation for a City status subject to the approval of the Sub county Councils that are affected.

v) The land curved out of Omoro County for extension of the boundary of Culu City shall remain under Culu District and be housed in Aswa County up to the time when the Municipality is upgraded to a City status.

Re: Submission in respect of Gulu Municipal Council Elevation to a City Status

Gulu District Councii during its 27rh Full Council meeting of the Stht Council held from 1Oth - 1'1rh l,/ay 2011 under minute 13/Counc/ 1'1 (lV - Vl) resolved that boundaries of Gulu lvlunicipality be extended to maximum of '13.7 km from Town Centre and the Municipality upgraded to City Status (Annex 1) . This affected the 13 Parishes in the affected Sub Counties of Koro, Ongako Bungatira and Unyama.

The Town Clerk in his letter Ref: CR/106/10 dated 29'h July 2015, made a submission to us co. ,Lunicating the resolution of Gulu lVunicipal Council to expand its boundaries in to the neighboring Sub-Counties of Bungatira, Unyama, Koro and Ongako Sub-Counties as per attached minute No 23/FC/July, 2015 of Gulu l\4unicipal Council sitting held on 28rh July 20'15. (Annex 2). In summary, the l\,4unicrpal Council resolved as follows:- i. Central Divisioir: ' That the existing Munictpal Council Divisions of Pece, Laroo, Bardege and Layibi be amalgamated and form the Central City Division. ii. South Division: That the Parishes of Acoyo, Labwoc, Pageya, Lapainat West, Alokolum, Patuda and Abwoc Curved out of Koro and Onqako Sub-Counties form the South Divislon. i. North Division: That the Parishes of Agonga, Laliya, Laroo, Oitino, Pakwelo, and Unyama curved out of Bungatira and Unyama Sub-Countres constitute the North Uivision.

All the affected Sub-Counties held meetings on 3'1s' July 2015 and the following resolutions were n'rade:-

Bungatira -.Sub County: Under l\,lin 06i07/20 of its Council meeting held on 3st July 2015 resolved that Parishes of, Laliya, Laroo, Oitino and Agonga be parl of the propostd Cit -Stetus. (Annex 4.1). ri. Koro - Sub County: Under N/lin 1'11 EFM/07/2015 of its Councrl meeting held on 31sr July 2015, resolved that Parishes of Acoyo, Lapainat West, Pageya and Labwoc be part of the praBosed Gulu City. (Annex 4 .2). iii. Ongako Sub- County: Under [.,lin/5/07/2015 of its Council meeting held on 31,r July 2015 resolved that Parishes of Abwoc, Alokolum and Patuda be part of the proposed crty status. The purpose of this letter therefore, is to make submission in respect of expansion of Gulu Municipal Councrl and its elevation to a city status in accordance with section 7 (4) Cap 243, of the Local Government Act. The elevation of Municipal Council to a city status shall accelerate Local Economic Development, through employment, industrial development and ultimately realization of this Country's vision of transforming our people from peasantry to modern society.

I have attached a number of documents iontaining detailed information related to the subject matter and as required by the provisions of the laws. These documents include: 1. Minute Etract of the District Council Meeting that approved the resolution for thr expansion and elevation to city status. (Annex 1) 2. copy of Gulu Municipal Council Minutes containing resolutions for the expansion and elevation to city status. (Annex 2) 3. Resolutions and Minute extracts of the affected Sub-counties of Bungatira, ongako, Koro and Unyama backing up the extension of the Municipal boundaries and its quest for a city status. (Annex 3) 4. Submission from the Chief Adminishative Officer, Gulu to the Permanent Secretary, Ministry of Local Government on the subject matter. (Annex 4) 5. Map of the proposed City boundaries showing the original size of the Municipality of 3.5km radius from the center to the new extended boundaries giving a new size of 13.7km radius. The Chairman led the meeting lhrough the agenda; he said he was aware lhat only 50 million had been earmarked for lhe renovation of the District Council for lhis linancial yga. under the PRDP funding. He noted lhal with lhe current slate ol the buiiding, the 50 million would fund very little work on the building.

The Chairman proposed lhat if possible, parl 01 the interest generated from the NUDEIL account be used to renovale lhe building. A council resolution recommending that Gulu MuniciPality be resolved to a City Division in the new citY set-uP. 2. To expand the MuniciPal boundaries into the neighboring sub-Counties' 3. To make submission to the District for aPProval in accordance with the Local fo Resolution and M in utes with the llowing 23/tclJalyl2ots recommendation; Resolution and Re6ommendation that 1. The existing Division of Bardege, Laroo, Pece, LaYibi currentlY constituting the MuniciPalitY be amalgamated and formed the CentralCity Division. 2. The municiPal council boundarY be extended including but not limited to the following Sub- Counties and Parishes; 3. The members went ahead and ask the office of the Town clerk and the technical team from the office of lands especiallY the PhYSical planner, Lend suPervisor, the survcyor to woTk with the counter part from the District to get detail of the new sub-counties to be incorporated to mu niciPa litY That alldocuments including but not limited to the following should be attached: 1. The municiPalstructure Plan that has been aPProved b\/ cou ncil. 2. The council resolution recommendation for extension of the boundarY' 3. Letter from the resPective sub-counties {sub-countY resolution). 4. Some ofthe areas be incorPorated and their po puli:i. n. 5. Cover letter of the maYor, the CAO and Gulu District chairman among others The council should be in support of Gulu becoming a city in disresPect for of ou r political differences.
