Rural Municipality of Val Marie No. 17 BYLAW NO. 14-20 A BYLAW TO ESTABLISH A ROAD NAMING POLICY The council of the R.M. of Val Marie in the Province of Saskatchewan enacts as follows: 1. This bylaw shall be referred to as the “the Road Naming Bylaw”. 2. In this bylaw: a) Administrator means the administrator of the municipality; b) Bladed Dirt Road means any road identified as such on the most recent R.M. map as posted on the municipality’s website; c) Council means the Council of the R.M. of Val Marie No. 17; d) Graveled Road means any road identified as such on the most recent R.M. map as posted on the municipality’s website; e) Grid Road means any road identified as such on the most recent R.M. map as posted on the municipality’s website; f) Main Farm Access Road means any road identified as such on the most recent R.M. map as posted on the municipality’s website; g) Municipal Road means a street or road under the direction, control and management of Council by virtue of section 12 of The Municipalities Act; h) Municipality means the R.M. of Val Marie No. 17; i) Undeveloped Road Allowance means a road allowance in the municipality that has not been developed as a municipal road; or is not being maintained for the movement of vehicular traffic. Identification of Roads 3. The R.M. map shall identify the township or range road number, per the township/range road system of Saskatchewan. Unless a road has been named otherwise under this Bylaw, it shall be identified by its township or range road number. Requests to Name a Road 4. Any person requesting that a road be named other than the township or range road outlined in section 3 must make application to the Council to do so. 5. Requests to name a road shall be made in “Schedule A” provided in this bylaw. i. The submission shall include: the coordinates of the portion of road to be named, name chosen, an explanation of the name chosen, and be complete with four signatures from voting ratepayers in the division where the portion of road is located. ii. When the request is for a road in two different divisions’ four signatures from voting ratepayers from each division is required, “Schedule A” may be altered to accommodate this situation. iii. Section 160.09 of The Local Government Election Act, 2015, states that a person is only entitled to vote with respect to one division in a Rural Municipality. The division is determined by the division in which the entitled person resides in; if he or she is the assessed with respect to property that he or she owns or occupies in that division. If he or she resides elsewhere a person is entitled to vote in the division the land is located in given that he or she owns or occupies the land. In respect to if the land owned occupied more than one division and he or she does not reside in the Rural Municipality, he or she is entitled to vote in the division in which the total assessment is the highest. iv. The Administrator will evaluate the application for completeness and bring the application to the next Council meeting for consideration. Rural Municipality of Val Marie No. 17 6. Requests to name a bladed dirt road or undeveloped road allowance will not be considered. 7. The screening of new name submissions for the naming or renaming of municipally-owned or controlled roads, shall be done by the Council of the Rural Municipality, in consideration of, but not limited to, the following criteria: i. Outstanding contribution by any individual from the public at large, in any of the following ways: A person who has demonstrated excellence, courage, or exceptional dedication to service in ways that bring special credit to the Rural Municipality. A person who has volunteered significant amounts of time, effort, and/or resources to support community services or humanitarian causes; A person who has risked his or her life to save or protect others; A person who has achieved a deed or activity performed in an outstanding professional manner or of an uncommonly high standard that brings considerable benefit to the Rural Municipality; Identifies an area in which is historically known. (Example: Hillandale road was once a school district.) 8. All roads named are outlined in Schedule B of this Bylaw. Signage 9. One a road name is approved by Council, signs are required to be purchased to mark the road. The R.M. will purchase, install, and maintain any required signage to mark the road. 10. Only roads that been assigned a name will be signed. Roads identified by the township/range road system will not be signed.
