और यह सूचना द जाती है क उत ाप अधसूचना पर, उस तारख से, िजसको इस अधसूचना वाले भारत के राजप क तयां जनसाधारण को उपलध करा द जाती ह, साठ दन क अवध क समाित पर या उसके पचात ् वचार कया जाएगा ; ऐसा कोई यित, जो ाप अधसूचना म अंतवट ताव के संबंध म कोई आेप या सुझाव देने म हतब है, इस कार वनदट अवध के भीतर, केय सरकार वारा वचार कए जाने के लए, आेप या सुझाव सचव, पयावरण, वन और जलवायु परवतन मंालय, इंदरा पयावरण भवन, जोर बाग रोड, अलगंज, नई दल-110003 या ई-मेल पते: '[email protected] ' पर लखत प म भेज सकेगा; ाप अधसूचना उड़ीसा के भुवनेवर से लगभग 350 कलोमीटर, फु लबानी से 135 कलोमीटर और रायगढ़ से 100 कलोमीटर क दरू पर िथत कोटागढ़ वयजीव अभयारय वृ क 165 जातय, औषधय क 132 जातय, लताओं क 48 जातय, तनपायय क 43 जातय और चड़य क 44 जातय से यतु अपने वनपत और जीव-जतुओं क वभनता के लए जाना जाता है और कोटागढ़-चपुर हाथी गलयारे का अभन भाग गठत करता है | और, मुख वृ जातयां शाल और उसक उप-जातयां ह। अभयार य म हाथी, जंगल सूअर, भालू, तेदंए,ु हरण, चीतल, खरगोश और सांभर जैे व य पशु पाए जाते ह। इनके अतर त, साल, धनेश, मोर और कई कार के 4996 GI/2015 (1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART II—SEC . 3(ii)] सरसपृ भी पाए जाते ह। यह वन कार उ तर भारत के ायवीपीय शाल वन तथा चैिपयन ओर सेठ के वगकरण के अनसारु टमनेलया टोमटोसा और ाई बे बू ेस का समत खंड है। और, अभयार य के उ तर और दण पिचमी भाग चंापुर हाथी गलयारे का एक भाग है तथा यह रायगढ़ वन भाग क मुनीगढ़ रज से होते हुए लखार घाट अभयार य से तथा कालाहांडी वन भाग से हाथय के लए मणशील माग है तथा अ य े वन भूम और नवास े, धान के खेत, माग, नद, नाले इ याद ह। उपयु त को यान म रखते हुए, यह आव यक पाया गया क अभयार य तथा इसक वन पत-जात और ाण-जात क सुरा के लए पार- संवेद जोने क अपेा अनवाय है। और, इस े का पर रण और संरण करना आव यक है तथा िजसके व तार और सीमाओं को इस अध सूचना के पैरा 1 म कोटगढ़ व यजीव अभयार य के चार ओर पार ि थ तकय संवेद जोन के प म व न द ट क या गया है और पयावरण क ि ट से उयोग या उयोग के वग को तथा उनक सं याओं और याओं को उ त पार ि थ तकय संवेद जोन म तष करना आव यक है ; अतः, अब, केय सरकार, पयावरण (संरण) नयम, 1986 के नयम 5 के उपनयम (3) के साथ पठत पयावरण (संरण) अधनयम, 1986 (1986 का 29) क धारा 3 क उप -धारा (1), उप -धारा (2) के खंड (v) और खंड (xiv ) और उप -धारा (3) वारा दत शितय का योग करते हुए, उड़ीसा राय म कोटगढ़ व यजीव अभयार य क सीमा से 2 कलोमीटर से 10 कलोमीटर तक के व तारत े को कोटगढ़ व यजीव अभयार य पारि थतकय संवेद जोन (िजसे इसम इसके प चात ् पारि थतकय संवेद जोन कहा गया है) के प म अधसूचत करती है, िजसका ववरण ननानसारु है, अथात ् :-- 1. पारिथतक संवेद जोन का वतार और उसक सीमाएं--(1) पारिथतक संवेद जोन का वतार लगभग 1400.78 हैटेयर े को मलाकर कोटगढ़ वयजीव अयारय क सीमा से 2 कलोमीटर से 10 कलोमीटर तक े का है | इसका सीमा ववरण उपाबंध-I पर दया गया है । (2) पारिथतक संवेद जोन सीमा का मानच उपाबंध II पर उपाब है । (3) पारिथतक संवेद जोन सीमा मुख बदओंु पर इसके अांश और देशातर के साथ-साथ इसके भीतर आने वाले 159 ाम क सूची उपाबंध III पर उपाब है | (4) पारिथतक संवेद जोन नीचे दए गए यौरे के अनुसार वन और गै-वन दोन को सिमलत करता है:- िजला का नाम वग कलोमीटर राज व े कु ल े वग म वन े कलोमीटर म ाम क सं. वग क.मी. म े कंधामल 723.73 136 592.13 1315.86 रायगढ़ 58.96 23 25.96 84.92 कु ल 782.69 159 618.09 1400.78 2. पारिथतक संवेद जोन के लए आंचलक महायोजना – (1) राय सरकार, पारि थतक संवेद जोन के योजन के लए राजप म इस अधसूचना के अंतम काशन क तारख से एक वष क अवध के भीतर, थानीय यितय के परामश से, और इस अधसूचना म दए गए अनुबंध का पालन करते हुए आंचलक महायोजना तैार करेगी । (2) आंचलक महायोजना का अनमोदनु राय सरकार म सम ाधकार वारा कया जाएगा | (3) पारिथतकय संवेद जोन के लए आंचलक महायोजना राय सरकार वारा ऐसी रत जैा इस अधसूचना म वनदट है और सुसंगत केय और राय वधय तथा केय सरकार वारा जार मागदशक सांत, यद कोई हो, के अनुप भी तैार क जाएगी | ¹Hkkx II µ[k.M 3(ii) º Hkkjr dk jkti=k % vlk/kj.k 3 (4) आंचलक महायोजना सभी संब राय व भाग के साथ परामश से पयावरणीय और पारिथतकय वचारण को उसम एककृ त करने के लए तैयार क जाएगी, अथात:--् (i) पयावरण ; (ii) वन ; (iii) नगर वकास ; (iv) पयटन ; (v) नगरपालका ; (vi) राज व ; (vii) कृ ष ; (viii) उड़ीसा रा य दषणू नयंण बोड, (5) आंचलक महायोजना अनुमोदत वयमान भू-उपयोग, अवसंरचना मक और याकलाप पर कोई नबधन अधरोपत नहं करेगी जब तक क इस अधसूचना म इस कार वनदट न हो और आंचलक मा टर लॉन सभी अवसंरचना और कायकलाप म दता और पार ि थ तकय अनुकू लता का संवन करेगी । (6) आंचलक महायोजना म अनाछादत े के जीणार, वयमान जल नकाय के संरण, आवाह े के बंधन, जल-संभर के बंधन, भूतल जल के बंधन, मदाृ और नमी संरण, थानीय समुदाय क आवयकताओं तथा पारिथतक और पयावरण से संबंधत ऐसे अय पहलूओं, िजन पर यान देना आवयक है, के लए उपबंध हगे । (7) आंचलक मा टर लॉन सभी वयमान पूजा थल, ाम और नगरय बंदोबत, वन के कार और क म, कृ ष े, ऊपजाऊ भूम, हरत े जैे उयान और उसी कार के थान, उयान कृ ष े, आकड, झील और अय जल नकाय का अयकंन करेगी । (8) आंचलक मा टर लॉन पारिथतक संवेद जोन म वकास को वनयमत करेगी िजससे क थानीय समुदाय के पारिथतक जय वकास और जीवका को सुनि चत कया जा सके । 3.

It is also mentioned here that the procedure of preparation of District Survey report is as per notification/ guidelines. District Survey report (DSR) will be prepared in every district for each minor mineral. The District Survey Report will guide systematic andscientific utilization of natural resources, so that present and future generation shall be benefitted at large. The purpose of District Survey report (DSR) is to identify areas of aggradations or deposition where mining can be allowed; and identification of areas of erosion and proximity to infrastructural structures and installations where mining should be prohibited and calculation of annual rate of replenishment and allowing time for replenishment after mining activities in that area. Communal violence rips apart the very fabric of society and the result is displacement, intense trauma. Misconstrued interpretations of religion and the externalization of faith becomes a focal point for power groups to exercise politics and social power over people. Faith Based Organizations (FBOs) despite being the proponents’ faiths are supposed to be secular in outlook which means that they have equal respect for other religions as well. These FBOs have a big role to play in influencing people and shaping their attitude towards other religions in the spirit of secularism. This Paper will address the role of the FBOs in post disaster communal violence (2008) in the state of Odisha. This paper aims at explaining the tools and strategies undertaken by the FBOs for the holistic rehabilitation of the victims of the violence. This study will elaborate the contribution, approach and processes, right from identifying needs, relief distribution, social reconciliation, psychosocial counseling to restoring the livelihood of the victims. Further, it will critically analyze the paradigm shifts of the FBOs, from charity and right based approach in translating the values and principles of the church. This study has used few case studies and limited to only two FBOs namely Society for Welfare, Animation and Development (SWAD) and Catholic Charity (CC) that are working in the affected regions of Odisha.
