160/13 Declarations of Interest. Register of Interests: councillors were reminded that any changes must be reported to BDBC.

161/13 Minutes of the last meeting. The minutes of the last meeting were approved and signed as a true record.

162/13 Matters arising and not appearing elsewhere on the agenda. There were no matters arising.

163/13 Public Participation. No matters were raised.

164/13 Planning. a) Planning applications: 13/01658/FUL: Erection of a detached dwelling with associated ancillary accommodation and landscape works following the demolition of the existing dwelling and outbuildings. Clapper Hill, . No objection

Cllr. Gardiner declared an interest in T/00753/13/TPO and took no part in the decision making process.

c) Appeal: 13/00358/FUL: 1 Heath Road Pamber Heath. Members considered the representations made by parishioners and agreed that they strongly supported the original grounds for refusal. Concerns were expressed about the potential traffic and vehicular access issues that would result from allowing the appeal. Access for additional vehicles would be problematic. If allowed, the proposed development would set a precedent in the area and would be out of keeping and not in line with the needs of the village.

c) Fixed Term Deposit Account: it was resolved to reinvest the sum of £15,000 which was due to mature on 21st October 2013.

d) 9th Edition of Local Council Administration (Arnold Baker) It was resolved to purchase a copy of this publication at a cost of £60 + delivery.

166/13 Audit 2012 – 2013. The audit was now complete and members resolved to approve and accept the return.

167/13 Review of Subscriptions, Publications and Charges (2014-2015). a) Subscriptions: It was resolved to continue payment of the following- CPRE; Local Council Review (2 copies); Open Spaces Society; SLLC. HAPTC.

(Cllr. Young declared an interest in Item b ii and took no part in the decision making process.)

b) Charges: i) Tennis Courts – no change. ii) Allotments – it was resolved to increase the annual charge per plot to £21 from £20.

168/13 To consider application for grant. a) and Isle of Wight Wildlife Trust: It was resolved that, in accordance with the powers conferred by section 137 of the Local Government Act 1972, and being of the opinion that the expenditure satisfied the requirements of that section, the council approved the payment of £300 to Hampshire and Isle of Wight Wildlife Trust towards the cost of coppice management in Pamber Forest.

b) Allotment Association: It was resolved that, in accordance with the powers conferred by section 137 of the Local Government Act 1972, and being of the opinion that the expenditure satisfied the requirements of that section, the council approved the payment of £97.49 to the allotment association towards the cost of the Personal and Public Liability insurance cover. It was resolved that the payment of the insurance premium would be for this year only and that further payments would not be made.

Cllr. McGarvie requested a break down of allotment costs.

169/13 Parish Council Website. The content of the website was discussed and the need for balance was agreed. Documents would be made available on the website, as and when needed. It was agreed to add news items when possible and increase the amount of public information.

170/13 To consider Parish Lengthsman Scheme. No report.

171/13 The Memorial Hall. It was noted that a Hampshire County Council grant had been awarded to the Hall Management Committee towards the cost of repairing the roof. Members thanked County Cllr. Chapman for his consideration in this matter.

172/13 To consider request for support from Tadley Town Council - New Homes Bonus and Youth Centre Project. Cllr. Gardiner explained the background to the new scheme and noted that £11,423 would be available to this parish. This sum could be allocated to schemes in neighbouring parishes if the council was so minded. If Pamber Parish Council agreed to the request from Tadley Town Council, the funds would be lost to this parish.

Members agreed that, at this time, they wanted to explore other options and so were unable to support the request from Tadley Town Council.

173/13 To consider Commemorations: 100th Anniversary of outbreak of World War I and 70th Anniversary of D-Day. Members agreed that the following events would be arranged:  Planting of poppies  A WW2 event in Pamber Park (including The Tadley Town Band and Lighting the beacon).  An exhibition/display (details to be arranged). It was also agreed that a film show and WW2 re-enactment would be considered.

The chairman stressed that exact costing would have to be obtained in time for the grant application to be submitted by 1st December.

174/13 To consider Green Issues and Policy. No report.

175/13 Emergency Plan. The draft plan was presented to the council. Members resolved to adopt the plan without amendment.

176/13 Police Matters. No report.

177/13 Leases. No report.

178/13 Open Spaces. a) Inspection of play equipment by BDBC: Regular inspections had been carried out and no new faults had been reported.

b) Missing Dragons Teeth – Pamber Park: Cllr. March pointed out that there were a number of dragons teeth in storage which could be used. It was agreed to obtain a price for fitting.

c) Repairs to fence at St. Stephen’s Hall: Members resolved to accept the quotation of £80 + VAT to carry out the repair from R.C .Saunders Ltd.

d) Request to plant bulbs: a request to plant daffodils in Pamber Heath had been received from The 1st Pamber Heath Brownies in celebration of the 100th birthday of The Brownies. It was noted that the parish council did not have the authority to give permission to plant on the grass verges and that permission should be sought from Hampshire County Council. However, it was agreed to give permission for planting at certain sites in the grounds of the Memorial Hall.

179/13 Highway Matters. a) Update on issues raised last month: i. Hogg House: the hedge had been cut. ii. Valentine Cottage: the owner has taken up an offer from a local farmer to cut the hedge. iii. Winston Avenue – dumping of garden waste: the council was awaiting response from person who made the complaint as the exact site of the problem had not been identified. iv. Pedestrian Crossing - Pamber Heath Road. Hampshire County Council was unable to identify the problem therefore photographs had been taken and submitted for consideration.

b) A340 Pedestrian Crossings: the council had been informed that a new design had been drawn up to accommodate concerns from a local resident. It was hoped to commence the work before Christmas.

c) Buses in Little London: a resident has contacted the council regarding the problems caused by double decker buses being used through the village. The bus company had indicated that the use of high vehicles would be kept to an absolute minimum.

d) Use of the the SID on Silchester Road, at the southern end of Little London: Cllr. Tyson had sent a message to highlight the problem of the device being fixed to a pole by one of the build outs; this rendered the device useless. The clerk was asked to inform the Borough Council of the problem.

180/13 Newsletter. Members agreed to start work on the next Newsletter and agreed to provide articles for inclusion.

181/13 Borough and County Councillors’ Reports. Cllr. Tucker referred to the siting of mobile homes in certain areas of the parish; to enforcement issues at land to the rear of Sunnyside; to the ongoing considerations at College Farm.

Cllr. Gardiner informed the meeting that there had been some delays in the final preparation of the Local Plan.

182/13 Reports from Parish Council Representatives:- a) Pamber Forest Advisory Committee: no report. b) and District Association of Town and Parish Councils: no report. c) The Memorial Hall, Pamber Heath: no report. d) St. Stephens Hall, Little London: no report. e) AWE Local Liaison Committee: the regular meeting dealt mainly with health and safety issues. A meeting of the joint steering committee, Terms of Reference, had made a number of recommendations. f) Hampshire Association of Local Councils: No member was able to attend the AGM. g) BDBC Parish Liaison: no meeting.

185/13 The public and press are excluded from the following item. Public Bodies (Admissions to Meetings) Act 1960 Personnel. Members resolved to increase the Clerk’s salary by 1% from 1st April 2014. It was further resolved to pay overtime at the standard rate if extra hours were worked.
