PROGRAM NOTES COMMENCEMENT SPEAKER

PENN STATE YORK CAMPUS

Penn State first offered educational opportunities in York in 1926, when a program in accountancy was conducted by engineering extension for a group of citizens at the newly built YMCA. The professors traveled from State College to York each week to teach. In 1939, as the Land-grant Institution of the Commonwealth, the federal government designated Penn State to conduct the Engineering, Science, Management, and Defense Training Programs. Classes met at the William Penn Senior High School. Fourteen men—the first graduates—completed the program in the summer of 1941. The next class began in February 1942 (a polio epidemic in the York area caused classes to be cancelled during the fall of 1941). By this time our nation was at war, and because of the large numbers enrolled, classes were held at both William Penn and York Junior College through June 1945. By the spring of 1946, several thousand Yorkers had completed or were in the process of completing their programs of study. These academic programs were conducted on a part-time basis requiring five years to earn a diploma in one of the several majors. The returning veterans, in addition to those already in the program, brought new pressures on the University to accelerate the programs. In 1949, a one-year full-time day technical program offering a diploma to its graduates was instituted. York campus dates its official beginning from this time. By fall of 1950 the York Center consolidated both its day and evening operations into the Wilson Elementary School on Carlisle Avenue. This building was leased to the University by the York City School District. The York Center remained at Wilson until the fall of 1953 when it was moved into the Shiloh Elementary Building. An important program change took place with the initiation of the two-year associate degree programs in engineering technology. The two programs originally offered were Drafting and Design Technology and Electrical Technology, the forerunners of today’s Mechanical Engineering and Electrical Engineering Technology programs. Due to increasing enrollment demands the York Campus Advisory Board purchased the present location in 1956 and constructed the original classroom building. In 1959 the York Center officially became the York Campus as part of a general University reorganization, which established the Commonwealth Campus System. Anticipating an increase in college students due to the arrival of the “baby boom” generation, the Advisory Board conducted a local fund-raising drive to add a classroom wing. In 1966 the new facilities were opened and a limited bachelor’s program was offered in engineering and science. By 1968 the first two years of almost all of the University’s baccalaureate majors were available at the York Campus. Construction took a giant step forward when the General State Authority and the federal government provided funds to build a much-needed library, science wing, and gymnasium. Groundbreaking occurred in early 1969 and the buildings were dedicated and in use by the fall of 1970. A $750,000 capital fund-raising effort provided the monies to construct the Student Center adjacent to the gymnasium in 1976, completing the core campus buildings. Associate degree programs were expanded with the addition of Letters, Arts, and Sciences in 1968; Computer Science in 1970; and Business Administration in 1986. Associate degree students were now able to transfer into some baccalaureate programs and complete their degree requirements in two additional years. In June 1991 the campus dedicated another new facility, a computer and bookstore building, the result of another community fund-raising effort, which exceeded $2.1 million. The new building centralizes and consolidates all campus computer facilities, provides improved faculty office and support spaces, and opens a new and modern bookstore to serve the campus and the community. The Bachelor of Science in Business, the campus’ first four-year bachelor’s degree, was initiated in the fall of 1997. An associate degree program in Human Development and Family Studies was also put in place. The Bachelor of Arts in Letters, Arts, and Sciences was launched in spring 2001 and by fall 2001, the campus added new bachelor’s degree programs in Information Sciences and Technology, Electro-Mechanical Engineering Technology, and Communication Arts and Sciences. In spring 2002 the campus launched a new bachelor’s degree program in Science. The Bachelor of Arts in English started in the fall of 2002 and the Bachelor of Arts in American Studies begins Fall 2004 bringing the total of four-year degrees students can complete at Penn State York to eight. The campus celebrated groundbreaking in 2003 for a new performing arts center/library with planned completion in 2005. Penn State York enrollment is now about 2,000 in credit courses, ranking York the largest in enrollment of the twelve campuses in the new Commonwealth College. In addition to those students taking credit coursework, the campus also serves 6,000-7,000 annually through continuing education services in both York and Lancaster.
