    3 December 2019 CONCLUSIONS OF THE JOINT INTERNATIONAL PRESS FREEDOM MISSION TO HUNGARY These conclusions reflect the initial findings of the joint mission to Hungary carried out by the International Press Institute (IPI), Article 19, the Committee to Protect Journalists (CPJ), the European Centre for Press and Media Freedom (ECPFM), the European Federation of Journalists (EFJ), Free Press Unlimited (FPU) and Reporters Without Borders (RSF). These findings are additionally supported by the South East Europe Media Organisation (SEEMO). The mission took place from November 25 to 27, during which time the delegation met with a wide range of Hungarian journalists from Budapest and other cities as well as civil society organizations to gather current information about the situation of media freedom and media capture. The delegation also met with Zoltán Kovács, the international spokesman of the Hungarian government, and Budapest Mayor Gergely Karácsony. OVERALL PICTURE Since 2010, the Hungarian government has systematically dismantled media independence, freedom and pluralism, distorted the media market and divided the journalistic community in the country, achieving a degree of media control unprecedented in an EU member state. While avoiding the physical violence or the jailing of journalists common in autocratic regimes elsewhere, the Hungarian government has pursued a clear strategy to silence the critical press through deliberate manipulation of the media market – engineering the forcible closure or effective government takeover of once-independent media – and through the delegitimization of journalists. The construction of a pro-government media empire serves as a vast propaganda machine for the government of Prime Minister Viktor Orbán, insulating large parts of the public from access to critical news and information so as to maintain the Fidesz party’s hold on power.

This popular work enjoyed several editions during the interwar period and was translated into English and French for propaganda purposes. After World War II, Bujdosó könyv was among the first works banned by Hungarian authorities for its anti-Semitism. Hailed as the most notable female author of the interwar period, Tormay’s name rose anew after the fall of socialism in 1989. Fueled by the official biography written two years after her death in the Horthy era by the conservative professor of literature, János Hankiss, a revival in the cult surrounding Tormay’s work has taken place in recent years. Hankiss portrayed Tormay as a woman of Hungarian noble descent whose deeds were motivated by sheer patriotism. This paper contends that Cécile Tormay was embraced by the interwar elite for her active role in the counter-revolutionary conspiracy against the First Hungarian Republic. However, prime minister Viktor Orban's dominant Fidesz party remains strong in more rural areas and these results won’t be a game- changer as far as economic policies are concerned Newly elected Mayor of Budapest, Gergely Karacsony (right) It is extremely difficult to draw a single conclusion and announce a winner after Hungary's municipal elections over the weekend as both political sides have something to cheer about. Firstly, the united opposition with Gergely Karácsony as the candidate for mayor was able to win Budapest, but it goes further than that. The opposition managed to win 14 out of 23 capital districts, it has a majority in the Budapest assembly, and also won big in ten big cities. Fidesz- KDNP was able to retain the vast majority of the countryside (meaning it wins the mayoral positions and a majority in the local assemblies). However, given that the governing party has been able to win every election since 2006 convincingly, any celebrations will no doubt be muted. The focus now turns to the economic consequences, which – in our view – could be few and far between. We do not expect the governing parties to change economic policy. The voting base remains stable for Fidesz-KDNP in the countryside and the next election is only in 2022. Moreover, the results of the local election might not be so linked to economic performance or competitiveness, and it would be hard to imagine a significant reshuffle in the government’s main goals (maintaining a 2ppt growth difference to the eurozone and increasing the country’s competitiveness).

    Hungary | Freedom House Page 1 of 5 Hungary freedomhouse.org Hungary’s media environment, which has suffered from increased state regulation and other interference since 2010, deteriorated slightly in 2014 as the government continued to exert pressure on private owners to influence coverage, and a new advertising tax disproportionately affected a major private television station. However, a proposed tax on internet data traffic was withdrawn in October after opponents mounted large demonstrations. Legal Environment Hungary’s constitution protects freedom of speech and of the press, but complex and extensive media legislation adopted in 2010 is widely deemed to have undermined these guarantees. A ruling by the Constitutional Court in December 2011 and amendments adopted during 2011 and 2012 to meet objections from the European Commission did little to limit the power of a new media regulation authority created by the 2010 laws. The authority is currently controlled by appointees of the ruling Fidesz party. Fidesz has used its supermajority in the parliament to amend the constitution at will, at times doing so as a means of enacting legislation that was previously rejected by the Constitutional Court. Changes adopted in this manner in 2013 included a rule that political advertising during campaign periods may only be placed in media outlets free of charge. Critics argued that private outlets would have little incentive to carry such material, further limiting media access for opposition parties in particular. The Hungarian penal code places a number of restrictions on freedom of speech through provisions that prohibit incitement to hatred, incitement to violence, incitement against a community, and denial of crimes “committed by national socialist or communist systems.” Defamation remains a criminal offense, and both defamation and related charges—for example, breach of good repute and hooliganism—are regularly brought against journalists and other writers.

    Curriculum Vitae: Dirk Beinhold Dirk Beinhold is co-owner and CEO of Akkord Film. A member of the German Film Academy and formerly a Visiting Professor for International Co-Productions at California’s Chapman University’s Producing Program in Singapore (2010-14) and member of the International Academy for Television Arts & Sciences, he looks back at 28 years of producing experience. With a B.A. in Political Science from the Free University of Berlin, he started his career in local television and soon created innovative TV magazines. He then moved to Los Angeles to become the first German to enter the Peter Stark Graduate Producing Program at the University of Southern California where he received an MFA in 1996. While still attending USC film school, he started as Management Trainee at Warner Bros. followed by a stint as Financial Consultant at Prelude/Paramount. He was then appointed Creative Executive at New Regency Productions where he was involved in key creative aspects of half a dozen feature films including iconic films like L.A. CONFIDENTIAL and HEAT. Wanting to learn more about the European film & television industry, he moved to Munich to become Co-Head of Production at German TV broadcaster ProSieben (Pro7) where Dirk oversaw all German fiction production and initiated some of ProSieben’s most successful movie specials. In 1998, Studio Babelsberg appointed him Head of Creative Production. While rounding up his international co- production experience, he produced a German feature film with Senator Film and oversaw a TV movie cycle for UFA & ZDF. In 2001, Dirk founded his company, Akkord Film Produktion GmbH.
