Results Framework Analysis Project Development Objectives (from Project Appraisal Document) The Government is committed to achieving the Millennium Development Goals. In terms of education, this means providing universal quality basic education by 2015. This project is the first 5-year phase of this long term endeavor, which is one of in-depth policy and institutional reforms. Its objective is to ensure that the framework for quality universal basic education is in place and ready for implementation. It places an emphasis on developing an effective partnership between the State and the communities, creating a national technical capacity for curricula and textbook development, and improving basic education quality and efficiency. At the end of the project, these objectives will translate into stronger institutional and managerial capacity, increased enrollment rates, more equitable access and better education quality and efficiency. Revised Project Development Objectives (as approved by original approving authority) The Project Development objective is to (i) improve access and equity for primary education, and (ii) increase capacity in strategic management and curriculum development.
