Carolyn Jennings Clerk & RFO AGENDA 1: APOLOGIES FOR ABSENCE To receive and accept apologies for absence. Apologies received: Councillor Smith 2: VARIATION OF ORDER OF BUSINES 3: DECLARATION OF MEMBERS INTERESTS a) To enable Members to declare the existence and nature of any Disclosable Pecuniary Interest they have in subsequent agenda items, in accordance with the Parish Council’s Code of Conduct. Interests that become apparent at a later stage in the proceedings may be declared at that time. b) To receive and approve requests for dispensation from members on matters in which they have a Disclosable Pecuniary Interest. 4: PUBLIC SPEAKING a) A period of 15 minutes will be made available for members of the public and members of the Council to comment on any matter. Speaking is limited to 3 minutes per person and is at the discretion of the Chair. b) If the Police Liaison Officer, a County or District Councillor is in attendance, they will be given the opportunity to raise any relevant matter. 5: CHAIR’S ANNOUNCMENTS 6: MINUTES To approve the minutes of the Parish Council Meeting held on Monday 4th September 2017. 7: PLANNING To approve the Council’s response to the Planning Authority as attached APPENDIX A REPORTS 8: NEIGHBOURHOOD PLAN The Chair to provide an update on progress. 9: RECREATION GROUND/PLACE PROJECT a) Councillor Yorke to provide an update on progress. Clerk to relay DALC advice if received. b) Request from Mr MacArthur for a new litter bin near the outdoor training equipment. Litter is increasing with no convenient receptacle for disposal. 10: PARISH COUNCIL WEBSITE Councillors Anstead and Collison to provide an update on progress. 11: FRITCHLEY DRYING GROUND Chair to provide an update regarding the meeting of Fritchley Councillors on 26th September 2017 to discuss positioning of the Pentrich Revolution board, and a new public bench. 12: BURIAL GROUND Chair to provide an update on easement consent. 13: AMBERGATE RESERVOIR COMMUNITY FUND Chair, Councillor Walsh and Councillor Thorpe to provide a report on the progress of local grant applications. MATTERS FOR DECISION 14: DCC RIGHTS OF WAY MINOR MAINTENANCE AGREEMENT 2017/18 The Council can undertake work and reclaim expense to a sum of £565. Councillors Thorpe and Yorke to provide their report of recommendations regarding which footpath/s, their location/s and the type of maintenance work required, for Council to consider. 15: DCC – SNOW WARDEN SCHEME Request for the Council to organise a Snow Warden Scheme. Details of responsibilities on page 2 of the leaflet. Applications to register for the scheme to be received by 6th October 2017. Appendix B 16: AVBC – PROPOSED REMEMBRANCE DAY TEMPORARY ROAD CLOSURE, CRICH Notice of proposed road closure, circulated and published 19th September 2017. Any comments to be received by 24th October 2017. Circulated 17: CRICH GLEBE FIELD CENTRE – AGM Invitation to submit name/s of nominees for two places on the Glebe Field Centre Management Committee.
