198. *Mr. Sher Akbar Khan: (Deferred during 41st Session)

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the National Electric Power Regulatory Authority has dismissed the claim of additional payments by consumers to K-Electric; if so, the details thereof; and

(b) the action taken against the responsibles for making a false claim thereof?

Minister In-charge of the Cabinet Division: (a) & (b) The issue about over recovery of Rs. 62 billion was raised by Secretary, M/oW&P vide its U.O. No.PF-5(3)/2016 dated January 26, 2017 wherein it has been highlighted that consumers of K-Electric were overburdened due to non-adjustment of improved T&D losses and thermal efficiency in the base tariff of K-Electric (Annex-I). This matter was responded by NEPRA vide its letter No. NEPRA/Sat-I/TRE­133/ KESC-2009/1862-1865 dated February 04, 2017 (Annex-II). In the said letter, NEPRA informed M/oW&P that there has been no overcharging from the consumers of K-Electric, owing to the fact that a uniform tariff is applicable throughout Pakistan including K-Electric Consumers. Further, it was communicated that the tariff awarded to KE in 2002 was a performance based Multi-Year Tariff (“MYT”) which was extended up to the year 2016 due to signing of Amended Implementation Agreement by M/oW&P with KE in 2009. Unlike other power utilities being given tariff under cost plus regime, a predetermined return on its existing and future investments were not included in the tariff of KE. The only avenue for KE to earn profits was through bringing in efficiency by making investments from its own resources in its generation, transmission and distribution system. 2 To cap any excessive profits and to extend relief to the consumers, a Claw Back Mechanism was made part of the MYT determination through which KE is required to share its yearly profit above 12% with its consumers on the allowed Regulatory Asset Base (RAB). Therefore, the conclusions drawn that consumers of were overcharged by Rs. 62 billion due to tariff adjustment mechanism is not correct and based on lack of understanding of performance based MYT.

31. *Ms. Naeema Kishwar Khan: (Deferred during 42nd Session)

Will the Minister In-charge of the Establishment Division be pleased to state:

(a) whether it is a fact that the posts of Assistant in BPS-16 and Superintendent in BPS-17 are not being upgraded in the Federal Government departments according to the decision of the Federal Service Tribunal given in the appeal No.175(R)CS/2012 dated 5th January, 2015;

(b) if so, the time by which such posts will be upgraded accordingly?

Minister In-charge of the Establishment Division: (a) FST in its judgment dated 05-01-2015 has not made any orders for up-gradation of the posts of Assistant in BS-16 and Superintendent in BS-17 respectively (Annex-I).

(b) Federal Government had allowed grant of BS-16 dated 10-8-2016 and BS-17 -dated 10-9-2014 to the incumbents of the posts of Assistant Superintendent respectively (Annex-II &III).

Will the Minister for Information Technology and Telecommunication be pleased to state: 3 (a) the total number of projects related to Information Technology (IT) initiated by the Government since June, 2013 alongwith the province-wise details thereof; and

(b) whether it is a fact that no IT project has been initiated by the Government in the Khyber Pakhtunkhwa and Balochistan so far?

Minister In-charge of the Ministry of Information Technology: (a) Ministry of Information Technology has initiated following IT programs since 2013:

(i) Broadband for Sustainable Development (Khyber Pakhtunkhwa & Balochistan)

(ii) Optic Fibre Cable Program (Khyber Pakhtunkhwa)

(iii) Establishment of National Incubation Centers (All four provinces and Islamabad)

(iv) Telecenters (All four provinces)

(v) ICT for Girls Program (All four provinces and Islamabad)

(vi) Prime Minister’s ICT Internship Program (All four provinces)

(vii) Technology Park Development, Islamabad

(viii) Enhancing IT Exports through Industry Support Programs (on all Pakistan basis)

(ix) Strengthening of ICT Infrastructure and Automation of President Secretariat (Awan-e-Sadar)

Will the Minister In-charge of the Aviation Division be pleased to state: 4 (a) the total number of aeroplanes of the Pakistan International Airlines (PIA) being operated for domestic flights at present; and

(b) whether it is a fact that some aeroplanes of PIA have been acquired on lease; if so, the lease duration and procedure thereof?

Minister In-charge of the Aviation Division: (a) Presently PIA has 37 Aircrafts in its fleet. These include 12 Boeing 777s, 15 A320s, and 10 ATRs. Though all the aeroplanes are used both on Domestic and International sectors as well but on domestic sector mostly A320s and ATRs are used.

Will the Minister for Climate Change be pleased to state:

(a) the laws in respect of safety and freedom of wild life;

(b) whether said laws are being implemented in the country; if not, the reasons thereof; and 5 (c) the steps being taken by the Government to implement the said laws?

Minister for Climate Change (Mushahid Ullah Khan): (a) List of the laws is given in Annex-I.

(b) All laws are being implemented.

(c) The steps being taken by the Government to implement the said laws are as under:

a. All CITES import and export permits are issued by the CITES Management Authority chaired by the Minister for Climate Change.

b. The provincial governments, AJK and Gilgit-Baltistan are implementing the laws strictly in accordance with the provisions of their respective laws.

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that the two-way road at every station of the Metro Bus Service Islamabad is in a dilapidated condition at present; if so, the reasons thereof; and

(b) the time by which the said road will be repaired?

Minister In-charge of the Capital Administration and Development Division: (a) Some two-way roads near Metro Bus Stations were got damaged during construction of Metro Bus Project by RDA, list of road attached at “Annex-A”.

(b) Responsibility for rehabilitation of damaged infrastructure rest with the Administration of Metro Bus Project, therefore, list of roads mentioned above was forwarded to Project Director for its rectification but response in this regard is still awaited. However keeping in view the inconvenience of the public, essential repair/maintenance is being carried out on regular basis.

The Charter of demands submitted by CBA (Union) of PTVC for revision/ increase in the salaries of PTV employees w.e.f. 01-07-2017, is under consideration of PTV Management.

Will the Minister In-charge of the Aviation Division be pleased to state: 11 (a) whether it is a fact that the senior officers of marketing department of the Pakistan International Airlines (PIA) were arrested on corruption charges during the last five years till date; if so, the details of corruption cases thereof;

(b) the total embezzled amount involved in said cases;

(c) the actions taken by the PIA against said officers; and

(d) whether it is also a fact that said officers are working against the same posts at present?

Minister In-charge of the Aviation Division: (a) PIACL has informed that one of the Senior Officer of Marketing Department namely Mr. Ali Tahir Qasim, P-45568, was arrested by FIA for interrogation against the PIA Procurement & Logistic Department case i.e. M/s Advance Composite Structure. At that time, he was posted as Country Manager PIA – Dubai (UAE).

(b) It is pertinent to mention here that he was not involved in any financial embezzled amount in above referred case.

(c) An inquiry was conducted on the instruction of Chairman PIAC in which officer from Marketing Department was cleared.

(d) Presently, Mr. Ali Tahir Qasim is working in the capacity of General Manager in Marketing Department.

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) the location-wise names of the educational institutions established by the Government of Pakistan abroad; and

Will the Minister for Climate Change be pleased to state the steps taken by the Government since June, 2013 under the Sustainable Development Goals related to each objective for climate change?

Minister for Climate Change (Mushahid ullah Khan): Following steps have been taken by Government of Pakistan since June, 2013 under the Sustainable Development Goals related to each objective for climate change:—

(1) Government has ratified the Paris Agreement on climate change in November, 2016.

(2) On the basis of a study carried out by an expert group Intended Nationally Determined Contribution (INDC) was forwarded to the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat before 22nd Conference of Parties (COP-22) commenced.

(3) In February 2016, Pakistan has become perhaps the first country in the world whose National Assembly passed a unanimous Resolution adopting the 2030 Agenda as its own national development agenda. The Sustainable Development Goals can therefore be termed as Pakistan Development Goals

(4) Pakistan Climate Change Bill has been passed unanimously by both Houses of Parliament. This law provides for the constitution of a policy making Pakistan Climate Change Council at the apex, chaired by the Prime Minister, and the establishment of Pakistan Climate Change Authority to prepare and supervise implementation of adaptation and mitigation projects in various sectors. Both the Council and Authority will also coordinate, monitor and supervise implementation of the National Climate Change Policy and the Sustainable Development Goals.

(5) Framework for Implementation of Climate Change Policy has been developed. 13 (6) Consultative Group on Climate Change has been established

(7) The National Forest Policy has been approved by the Council of Common Interests.

(8) The Green Pakistan Program has been launched under directions of Prime Minister with the objective of building resilience and mainstreaming adaptation and mitigation considerations through ecologically targeted initiatives including measures for revival of forestry resources and conservation of biodiversity.

(9) In accordance with our international commitments under the convention of Biological Diversity Aichi Targets, the Ministry of Climate Change has assisted and facilitated the Government of Balochistan for declaration of Astola island off Pasni along the Balochistan coast as Pakistan’s first Marine Protected Area.

(10) Reform measures have been initiated for strengthening and revitalizing the Global Climate Impact Studies Centre, which is the research arm of the Ministry of Climate Change, with a view to make it one of the leading research organizations in the region

98. *Mr. Muhammad Muzammil Qureshi: (Transferred from 45th Session)

Will the Minister for Information, Broadcasting, National History and Literary Heritage be pleased to state:

(a) whether it is a fact that pension of retired employees of the Pakistan Television Corporation has not been increased at par with other Government employees since the tenure of previous Government; if so, the reasons thereof; and

(b) the steps being taken by the Ministry to increase the pension of the said retired employees at the earliest?

Minister In-charge of the Ministry of Information, Broadcasting, National History and Literary Heritage: (a)The pension of the retired employees of Pakistan Television Corporation has been increased as per policy of PTVC regarding revision in the rates of pension of PTV Pensioners. 14

(b) Increase in the pension of the retired employees of PTVC shall be considered along with revision in the pay and perks of serving employees of PTVC.

Will the Minister In-charge of the Establishment Division be pleased to state:

(a) whether it is a fact that the National Testing Service conducts tests/examinations in accordance with the relevant posts; and

(b) the authority who grants approval thereof?

Minister In-charge of the Establishment Division: (a) According to the policy guidelines (Annex-1) the initial screening of the applicants would be conducted by the centralized screening test to be carried out by a testing agency which would be hired by the administrative Ministry/ Division keeping in view of the followings:—

i. The testing agency should be a registered testing agency, if in the private sector.

ii. It should have experience in the relevant field.

iii. It should have established infrastructure for the purpose.

iv. It should have not been blacklisted by any government office.

However, the testing agencies are selected by the Ministries/Division through a competitive bidding and in line with the PPRA rules and regulations.

(b) The TORs of the screening tests are approved by the concerned Ministry/ Division.

100. *Ms. Shakila Luqman: (Transferred from 45th Session)

Will the Minister In-charge of the Aviation Division be pleased to state:

(a) the present status of right sizing of the Pakistan International Airlines Corporation (PIAC);

(b) the present status of re-structuring of the PIAC; and

(c) the time by which the right sizing and restructuring of the PIAC will be completed?

Minister In-charge of the Aviation Division: (a) HR Rationalization is a routine matter in every Organization. However, No Retrenchment or downsizing of employees in PIA has been carried out.

(b) The present Government is very keen to enhance the performance of national airline and considering various measures for restructuring. An exercise for restructuring of PIA is currently underway. However, the details will be furnished upon its completion and approval by the Board of Directors.

(c) As stated above that the restructuring process is under consideration of the Board of Directors, the details will be furnished upon its completion and approval by the Board of Directors.

101. *Ms. Shamas Un Nisa: (Transferred from 45th Session)

Will the Minister for Climate Change be pleased to state:

(a) whether it is a fact that Pakistan is on seventh position among the world’s top ten countries vulnerable to climate change and global warming; and

(b) the milestones achieved by the Government since June, 2013 to deal with the effects of the climate change in the country? 16

Minister for Climate Change (Mushahid Ullah Khan): (a)Yes, this is a fact. On November 08, 2016, at COP22 in Marrakech, Morocco, Germanwatch launched its latest Global Climate Risk index 2017, listing countries most affected from the impacts of extreme weather events occurred in 1996-2015 . According to this Pakistan is placed at 7th position among world’s top ten countries vulnerable to climate change and global warming. Pakistan is losing US $ 3.8 billion and 0.6 per cent of the GDP.

(b) The following milestones have been achieved by the Government since June, 2013:—

(1) The Government has ratified the Paris Agreement on climate change in November, 2016.

These reform measures and capacity building program are being led by the new Executive Director, Dr. Tariq Banuri.

102. *Malik Muhammad Amir Dogar: (Transferred from 45th Session)

Will the Minister In-charge of the Aviation Division be pleased to state:

(a) whether it is a fact that Multan International Airport is operational for last two years and 116 international and more than 100 domestic flights are being operated weekly therefrom;

(b) whether it is also a fact that the said Airport has become insufficient within two years;

(c) whether there is any proposal under consideration of the Government to expand the said Airport; and 18

(d) whether it is further a fact that sub-standard material was used in the construction of the said Airport due to which the said Airport has become deteriorated within two years; if so, whether there is any proposal under consideration of the Government to conduct an inquiry therefor?

Minister In-charge of the Aviation Division: (a) It is apprised that Multan International Airport (MIAP) has become operational w.e.f. 12th March, 2015 and presently at an average 74 international and 24 domestic flights are being operating to / from MIAP on weekly basis.

(b) Multan International Airport has been designed to cater for handling one million passengers per annum. The flight operations at MIAP has been increased manifold due to implementation of “Open Sky Policy” by the Government, and is presently sufficient to handle the passengers within its design limit.

(c) Initially, provision of 2 x Passenger Boarding Bridges (PBBs) were planned for new Terminal Building MIAP. However, keeping in view expected increase in the flights operations due to open sky policy, provision of two additional PBBs along with allied facilities was incorporated in 2014 in continuation to the project scope and the same has been completed and put in operation. Provision of these additional PBBs have helped in facilitating the airlines with improved and better passenger handling. Further to this no major expansion plan / proposal is under the consideration as yet.

It is pertinent to mention that MIAP is a joint user airfield and located in the cantonment area, the construction of new MIAP Terminal Building was planned under brown filed project which involved dismantling of old infrastructures and construction of new Terminal Building on the land available with CAA and limited space / land acquired from Army. In case of any further expansion if desired in future it is likely to involve further acquisition of land from cantonment authorities.

(d) It is apprised that state of the art and foreign imported major items of equipment / material of international quality standards have been used in the construction of new Terminal Building of MIAP. Apart from routine maintenance activities, no major break down has been occurred and the systems installed are working efficiently and airport as a whole is maintaining its outlook. 19

103. *Dr. Shizra Mansab Ali Khan Kharral: (Transferred from 45th Session)

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the funds disbursed by the Pakistan Bait-ul-Mall (PBM) amongst needy persons during the year 2016 and 2017 alongwith the province-wise details thereof;

(b) the province-wise total number of persons including minorities benefitted during the said period;

(c) the total number of children accommodated in the Pakistan Sweet Homes under the PBM alongwith the expenditure incurred thereon; and

(d) the total amount allocated to PBM during the budget 2017-18 in order to eliminate the poverty from the poor segment of the society?

Minister In-charge of the Cabinet Division: (a) Funds disbursed by Pakistan Bait ul Mall (PBM) amongst needy persons during the year 2015-16 is Rs.1,950,486,283/- and 2016-17 is Rs.2,072,261,533/-. Province-wise detail is at Annex-A.

(b) Total number of persons including Minorities benefitted during the year 2015-16 is 41024 and 2016-17 is 41146. Province-wise detail is at Annex-B.

(c) The total number of children accommodated in the 34 centers of Pakistan Sweet Homes under the PBM is 3310 and the expenditure incurred during 2016-17 is Rs.463.789 (M).

(d) The total amount allocated to PBM during the budget 2017-18 in order to eliminate the poverty from the poor segment of the society is Rs.6 Billion. 20 Annex-A

Will the Minister for Railways be pleased to state whether there is any proposal under consideration of the Government to establish railway link between China and Pakistan for trade purposes; if so, the details thereof?

Minister for Railways (Khawaja Saad Rafique): Yes. There is a proposal under consideration for connecting Havelian with Khunjrab (682 Km) i.e Pak-China rail link under CPEC. The Feasibility Study regarding proposed Rail Link is part of Railway PSDP 2017-18. In order to maximize the international trade potential between China Pakistan and beyond, it is considered imperative to provide access to the Arabian Sea. Accordingly the long term vision envisages connectivity of proposed Havelian - Khunjrab rail link with Gwadar through ML-2 and onwards from Jacobabad to Khuzdar, Besima, Panjgur, Hoshab, and Turbat under CPEC. 23 106. *Mr. Junaid Akbar: (Transferred from 45th Session)

Will the Minister for Climate Change be pleased to state:

(a) whether it is a fact that the Pakistan has been crippled by the global warming; and

(b) the programs started by the Government to control/minimize the effects of global warming in the country since June, 2013?

Minister for Climate Change (Mushahid Ullah Khan): (a) The average global temperature of the earth has been increasing due to increasing concentrations of carbon dioxide and other greenhouse gasses in the atmosphere since the start of the industrial era (mid-nineteenth century). During the last century, it increased by 0.6° C and is expected to increase further by 1.0° C to 4.0° C until the end of the current century, as per findings of the Inter-governmental Panel on Climate Change (IPCC) reported in its 5th Assessment Report (IPCC-AR5). In terms of level of vulnerability and manifestation of climate change impacts as more frequent extreme events, Pakistan is among the top ten countries on the globe. To an extent Pakistan is incurring 2.1 % of GDP towards climate change.

(b) Following programs have been started by the Government to control/ minimize the effects of global warming in the country since June, 2013.

(1) Pakistan Climate Change Bill has been passed unanimously by both Houses of Parliament. This law provides for the constitution of a policy making Pakistan Climate Change Council at the apex, chaired by the Prime Minister, and the establishment of Pakistan Climate Change Authority to prepare and supervise implementation of adaptation and mitigation projects in various sectors. Both the Council and Authority will also coordinate, monitor and supervise implementation of the National Climate Change Policy and the Sustainable Development Goals. You will be pleased to know that Pakistan is one of the few countries in the world to have a law specifically dedicated to climate change.

(2) Framework For Implementation of Climate Change Policy has been developed. 24 (3) The Green Pakistan Program has been launched under directions of Prime Minister with the objective of building resilience and mainstreaming adaptation and mitigation considerations through ecologically targeted initiatives including measures for revival of forestry resources and conservation of biodiversity.

(4) In accordance with our international commitments under the convention of Biological Diversity Aichi Targets. the Ministry of Climate Change has assisted and facilitated the Government of Balochistan for declaration of Astola island off Pasni along the Balochistan coast as Pakistan’s first Marine Protected Area.

(5) Reform measures have been initiated for strengthening and revitalizing the Global Climate Impact Studies Centre, which is the research arm of the Ministry of Climate Change, with a view to make it one of the leading research organizations in the region.

(6) The National Forest Policy has been approved by the Council of Common Interests.

(7) Consultative Group on Climate Change has been established.

Will the Minister for Climate Change be pleased to state:

(a) whether it is a fact that the recent analysis of ice samples made by the Pakistan Meteorological Department and suggested a significant presence of local and trans-boundary black carbon deposits on glaciers;

(b) if so, the steps taken by the Government to deal with said hazard?

Minister for Climate Change (Mushahid Ullah Khan): (a) The deposition of black carbon (BC) particles on / glaciers can accelerate glacier o melting by absorbing higher solar radiation and producing up to 0.05­0.3 C warming (Menegoz et al., 2014). However, international collaboration is required for testing the samples and ascertaining their impact.

A recent study (please see full citation below) was undertaken by Mr. Chaman Gul, a Pakistani Ph.D. student at the Chinese Academy of Sciences. Gul collected samples from 2 Pakistani glaciers and a Nepali glacier, and transported them to China for testing. He and his collaborators found high BC concentration in both summer samples (about 2130±1560 nanograms per gram) and autumn -1 samples (2883±3439ngg ). They also found that 70 per cent of black carbon originated in South Asia, and the bulk of the remainder Central and West Asia, with only a small contribution from East Asia.

More recent work on the same issue is reported to have been done by a master’s degree student at the Institute of Space Technology (1ST) under the supervision of Dr. Badar Ghauri, and in collaboration with a US university. However, the final results are not yet available. These will be communicated as soon as they become available.

The current results do not allow us to be more specific with regard to the origin of the black carbon. As new results come in, they will be shared with the parliament.

(b) The deposition of black carbon results from fossil fuel burning in the entire region. While this will continue to be needed to meet the nation’s energy needs, the government has undertaken actions to limit their impact, in particular by 27 investing in cleaner fuels (i.e., solar energy, wind energy, nuclear energy, and hydropower), and the shift from furnace oil to LPG.

Will the Minister for Climate Change be pleased to state:

(a) whether it is a a fact that coal power plants being installed under the China-Pakistan Economic Corridor will become source of unprecedented pollution in the country; if so, the details thereof; and

(b) the preventive measure being taken by the Ministry in this regard?

Minister for Climate Change (Mushahid Ullah Khan): a) Coal is not, considered, as an environmentally friendly fuel because of its emissions. However, technology which allows reduced emissions exists. CPEC includes power generation projects, which are being dealt by the Ministry of Power.

Ministry of Climate Change recommends ultra critical technology for these power stations, as it is the best technology for emissions control.

(b) Ministry of Climate Change, Government of Pakistan has taken following steps to cope with this issue:

I. A comprehensive National Climate Change Policy had been developed. It was launched for implementation during 2012, It identifies policy approaches and implementation pathways for both adaptation and mitigation. The overarching objective of the Policy is to ensure that climate change is mainstreamed in the economically and socially vulnerable sectors of the economy and to steer Pakistan towards climate resilient development. One of the Policy recommendations specifically states: “Obtain and introduce clean coal technology”. 28 II. Notified National Environmental Quality Standards for ambient air quality.

III. Ministry of Climate Change has developed detailed: “Environmental Impact Guidelines for Coal Fired Power Plants in Pakistan”, The guideline addresses impacts of coal power generation on environment and ecology. It comprehensively covers issues like:

 Criteria to he applied for selecting a site for a coal-fired power plant.

 Rapid environmental and social impact assessment.

 Potential environmental and social impacts of a coal-fired power plants.

Will the Minister for Railways be pleased to state:

(a) the total number of employees working on contract and permanent basis in the Pakistan Railways at present;

Minister for Railways (Khawaja Saad Rafique): (a) At present, there are 70,730 numbers of employees working on permanent basis and 1,714 number of employees working on contract basis in Pakistan Railways.

(b) There is no proposal under consideration at present to regularize the services of said contractual employees.

(c) The contract employees are entitled for same allowances as being paid to regular employees. 29 111. *Ms. Sajida Begum: (Transferred from 45th Session)

Will the Minister In-charge of the Capital Administration and Development Division be pleased to refer to the Starred Question No.87 replied on 14-4-2017 and to state:

(a) since when the reconstruction of Federal Government Polyclinic, Islamabad is pending; and

(b) whether there is any intention of the Government to abandon the said project?

Minister In-charge of the Capital Administration and Development Division: (a) The Federal Government Poly Clinic (PGMI), Islamabad (FGPC) was established as Central Government Polyclinic, in 1966 and attached with the Rawalpindi General Hospital. In the beginning, it had only 8 indoor beds designed for 10,000 populations. It was redesigned as the Federal Government Services Hospital (FGSH), Islamabad in, April 1986 with 253 beds. The hospital bed strength has been further enhanced over time and now it has 545 beds over its original plot size of 3.3 acres. The hospital is providing free medical facilities to the General Public.

1. Realizing the needs of vertical and horizontal extension, the defunct Ministry of Health proposed extension of FGPC with strong support of Standing Committees on Health of Senate and National Assembly. The Honourable Ambassador of Argentine remained staunch partner in this whole effort. Consequent to the approval of CDA’s Board a summary was moved for approval of the Prime Minister of Islamic Republic of Pakistan for allocation of 2.54 acres of land including a piece of land of Argentina Park with intervening road during March, 2010.

2. The Ex-Honourable Prime Minister’s of Pakistan approval regarding allocation of additional land piece of 2.54 acres was conveyed vide U.O. No. 2686/PSPM/2010 dated 11-8-2010 subject to payment of cost of land to CDA, and submission of PC-I of the project.

3. Rs. 12.00 Million has already paid to Pak-PWD for feasibility study for which Pre-qualification is at final stage. 30 4. Summary was sent to Cabinet by CDA through CA&DD for the fresh approval of Argentina Park, to Cabinet on 15-12-2014 and the said summary was approved on 24-08-2015.

5. CDA was approached by the CA&DD and in second Meeting of project steering committee held on 03-11-2015, the CDA shared draft demand note.

6. The process [or payment of land amounting to Rs. 44.848 million which has been completed during the financial year 2015-16 (2-3-2016) and proper possession of land has been handed over to FGPC management by CDA on 6-5-2016.

7. A PC-II amounting to Rs.47.896 million was presented in 9th meeting, Project Steering, Committee which was held on 21-11-2016 at 10.30 A.M in the CA&DD to review the PC-II for onward submission to DDWP for its approval.

8. In the DDWP meeting held on 20-04-2017. The revised PC-II have been approved with the amount of Rs. 47.896 million and the work will commence by Pak-PWD for feasibility processes soon.

(b) Planning Commission has allocated Rs. 100 million for “Extension of FGPC (Construction)” and Rs. 12 million for feasibility Study in the current financial year 2017-18.

1. It is also mentioned that a case W.P.No 1003/2015 is under trial in Islamabad High Court. This hospital has submitted the comments to Honourable Court but decision is still awaited.

Will the Minister for Information, Broadcasting, National History and Literary Heritage be pleased to state:

(a) the steps being taken by the Government for the improvement of Pakistani Film Industry; and

(b) the films released during the year 2015, 2016 and 2017 alongwith the success ratio thereof? 31 Minister In-charge of the Ministry of Information, Broadcasting, National History and Literary Heritage: (a)

STEPS TAKEN BY THE GOVERNMENT

i. The former Prime Minister Mian Mohammad Nawaz Sharif had announced a special package on the proposals of the, M/o Information, Broadcasting and National Heritage for the revival, restoration and development of film and entertainment industry as well as artists and workers associated with it on 14 June 2017.

ii. The ‘Special Package’ is the biggest ever revival plan in the history of Pakistan for the artists and workers associated with the entertainment industry and is based on the findings of the case studies carried out by the Ministry of Information. Broadcasting and National Heritage on the best international models adopted by Saudi Arabia, Qatar, Iran, China, UK, etc and how the film industry is contributing to the GDP of these countries as a valuable sector in terms of employment generation, tax revenues, foreign exchange, provision of healthy entertainment and projecting the real and soft image abroad.

iii. Under the proposed package, the former Prime Minister, Mian Mohammad Nawaz Sharif had approved to accord status of industry to the films on the recommendations of the Ministry of Information, Broadcasting and National Heritage, in continuation of the policy announced in 1992.

iv. The Ministry of Information, Broadcasting and National Heritage is at advance stage to establish National Film & Broadcasting Commission, National Film City/ Institute and an Academy with a facility of a modern studio equipped with state of the art technology. Meeting with the concerned public and private stakeholders.

v. To uplift Film, Broadcasting Industry and fine arts, the Ministry of Information, Broadcasting and National Heritage has also proposed the creation of Prime Minister’s Film Finance Endowment Fund.

vi. The Ministry of Information, Broadcasting and National Heritage has further proposed to introduce relaxation in financial laws pertaining to films and to accord exemption from taxes under this package, besides giving complete exemption on entertainment duty/tax on exhibition of local films. 32 vii. The Ministry of Information, Broadcasting and National Heritage has suggested amendments in the concerned governing regulation of the State Bank of Pakistan so that Films. and Broadcasting as an industry may seek finances/ loans from the banks.

viii. Up to 70% Tax rebate for 10 years on Investments in ventures introducing Pakistan’s dignified past, exemplary heritage, culture, distinguished literature and tourism, is also proposed to be allowed. In addition, local broadcasting and film production are proposed to avail income tax holiday for a period of 10 years. The Companies registered under Companies Ordinance are also proposed to avail income tax holiday on income spent on films.

ix. Special concessions including Duty/Sale Tax holiday to the film industry for 10 years, has been recommended on the import of state-of-the-art equipment related to the film industry, so that the bright and beautiful face of Pakistan could be shown to the world and the Pakistani film producers had all the facilities available at home for which they had to go abroad. Similarly, export of Pakistani films and drama serials are proposed to enjoy tax rebate for 10 years.

x. The M/o IB&NH is in consultation with the Ministry of Finance & other relevant departments to transform the special package into implementable form, for the formal approval of the government.

xi. M/o IB&NH is at an advance stage to constitute & confer National Awards to honor& recognize leading & emerging artists in the field of Films, TV, Radio & Music.

xii. Moreover, efforts are also being made to promote the local film industry by devising a comprehensive National Culture Policy.

xiii. M/o IB&NH has held a 2 days ‘Consultation Moot’ in Karachi in May 2017 which was attended by leading producers, directors, artists, distributors of the Jims & entertainment industry with the aim to introduce the special package and to seek inputs on issues faced by the film industry and to chart out way forward for smooth implementation of the special package. M/o lB&NH has also held exclusive meetings with Lahore and Karachi based producers, directors, artists & distributors.

xiv. The Central Board of Film Censors (CBFC) has started a one window swift process of registration for feature film producers to facilitate & encourage the local film industry. 33 xv. The submission of bank guarantee has been reduced from Rs. 100,000/- to Rs. 25,000/- for the registration of local Feature Film Producers.

xvi. The CBFC has arranged the exhibition of four locally produced films ‘BOL, ‘BIN ROYE, ‘WRONG NUMBER’ and ‘WAAR’ with sub-titling in Russian language for exhibition during the Minsek Film Festival, Belarus.

xvii. The cinema owners have been convinced to promote local film against imported films by giving priority to exhibit local films in the cinemas. Resultantly, increasing number of Pakistani movies have been screened all over the country.

xviii. A local film producer is granted censor certificate for a long period of 25 years which is further extendable unlike the imported film which is issued certification for only one year.

xix. The Federal Government under the Cabinet Division has established Prime Minister’s Artists Welfare Fund, through a Steering Committee reconstituted by the Cabinet Secretariat (Cabinet Division’s) Notification No. 6/2014- Accounts-II, dated 7th September, 2015. The purpose of the Fund is to appreciate the work of artists and support them financially in recognition to their services.

(b) a. Total 97 locally produced films were released during 2015-2016 and 2017. The detail of these films are attached at Annex-A.

b. The detail of some of the released movies and the business earned in the years 2015, 2016 and 2017 as informed by the Distributers is attached at Annex-B.

Minister for Federal Education and Professional Training (Mr. Muhammad Baligh-Ur-Rehman): (a) A total of 100 teachers i.e. (01 Professor, 04 Associate Professors, 29 Assistant Professors and 66 Lecturers) are working on contract basis in the Federal Urdu University, Karachi. Detail of employment period is at Annex-I.

(b) The said appointments are made for six months as per rules of “Contractual Appointments” under the statutes of the university and on the recommendation of the Selection Committee of relevant department according to their needs.

(c) The Ph.D allowance is given only to the permanent faculty members. As per rules of the “Contractual Appointments”, contractual employees are not entitled for such allowance.

(d) No, Pay of Ph.D holders is higher than the non-Ph.D teachers, appointed on contract basis. The pay is fixed according to their qualification, quality of education and credentials.

14. *Ms. Zahra Wadood Fatemi:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: 40 (a) whether the private schools fees are increasing rapidly and becoming un-affordable for the middle class families; and

(b) the steps taken by the Government to decrease the fees of said schools at afordable level since June, 2013?

Minister In-charge of the Capital Administration and Development Division: (a) Private Educational Institutions (Registration S. Fee Determination) Rules, 2016 have been framed and notified on 20th June, 2016 to register, regulate and to determine fees of private educational institutions in Islamabad Capital Territory in pursuance of Islamabad Capital Territory Private Educational Institutions (Registration & Regulation) Act, 2013.

Major chains of private educational institutions namely; Beaconhouse School System, The City School, Roots School System, Roots Millennium Schools, Roots International Schools, Headstart School System and Lahore Grammar School have challenged these Rules in Islamabad High Court. In July, 2016, the Court has allowed these Petitioners to charge fee on their own till the final decision of the petitions. The Court has further passed restraining orders that the Authority shall not take any coercive measures against them on account of fee increase. This relief is still available to these private educational institutions.

However, due to delays in the final judgment on these writ petitions, the Authority had filed Civil Petition for Leave to Appeal (CPLA) in the honourable Supreme Court of Pakistan against above referred interim relief to the petitioners, wherein, a three member’s bench of honourable Supreme Court of Pakistan, headed by Chief Justice of Pakistan, has directed the Registrar of the Islamabad High Court to fix the matters in the last week of September, 2017 for final disposal. Supreme Court has further directed that High Court shall disposed of these matters within a period of two weeks without fail.

In view of the above, legal counsel of the Authority has informed that Registrar, Islamabad High Court will fix all pending writ petitions filed against. Private Educational Institutions (Registration & Fee Determination) Rules, 2016 in the last week of September, 2017 and likely to be decided till 2nd week of October, 2017. In the meantime, notices are being issued to non-petitioner private educational institutions, asking them to apply for registration / renewal of registration alongwith fee determination in case fee is beyond the prescribed limit.

Minister In-charge of the Establishment Division: (a) According to the administrative instructions issued vide OM No. 8/9/72- TRV dated 31-08-1973 (Annex-I) and OM No. 4/10/2006-R-II dated 12-02-2007 (Annex-II), Islamabad Capital Territory has been included with Punjab against the 50% prescribed share and no separate quota for residents of Islamabad Capital Territory has been allocated in the Federal Government Services/Jobs and it has been the administrative decision of the Federal Government to include Islamabad Capital Territory with Punjab. However, the residents of Islamabad Capital Territory are eligible to compete for appointment to posts under the Federal Government against 50% quota for the province of Punjab in addition to 7.5% Merit quota.

Establishment Division vide its Office Memorandum No. 4/3/93-R-II dated 26-01-2016 (Annex-III) has allocated 20% quota to residents of Islamabad Capital Territory for all posts to be filled on All-Pakistan basis to the extent of offices of ICT whose functional jurisdiction is restricted to ICT.

(b) In view of (a) above, at present there is no proposal under consideration of the Government to allocate separate quota for persons hailing from Islamabad.

Capital Development Authority (CDA) Islamabad residential Sectors Zoning (Building Control) Regulations-2005 depicts that the residential plot is meant for habitation of a single family per unit.

(b) There is no Hostel Sites in Sectoral Areas of Islamabad, planned specifically for providing accommodation to Female Students. It is assumed that is concerned Educational Institutes would provide Hostel Facility to the Female Students. 43 19. *Ms. Zahra Wadood Fatemi:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state the arrangements made in the Government hospitals, Islamabad for the patients of heat stroke since June, 2013?

Minister In-charge of the Capital Administration and Development Division: The arrangements made in the Federal Government Hospitals working under administrative control of Capital Administration and Development Division for the patients of heat stroke since June, 2013 is as under:

PIMS:

Patients of Heat Stroke are managed in the Accident and Emergency, department by the Emergency and General Medicine.

Arrangement/Management in Hospital

Patients diagnosed with Heat Stroke are immediately transferred to the resuscitation room.

They are placed on stretches or beds with the air conditioning on.

Their clothing is removed

The skin is cooled with wet sponges or gauze. Cold packs around the neck, armpits and groin are placed.

The patients are also wrapped in wet sheets and the fans are turned on to keep the skin moist and bring down the body temperature.

Intra Venous fluid resuscitation is initiated along with the above steps. The patients once stabilized are discharge or transferred according to the clinical status.

In peak season 30-40 patients were receiving in PIMS.

POLYCLINIC:

It is stated that: 44 Following is required for heat stroke patients and FGPC is providing these services since long.

(a) Well ventilated Rooms (b) Thermometers (c) Provision of ICE/ Ice water packs. (d) I/V fluid (Crystelloid) (e) Fans for cooling. (f) Drugs to control fits. (g) CVPs for monitoring IV fluids. (h) Dobutamine the infusion for hypotensive patients.

FGH:

For the management of heat stroke patients 04 beded well equipped ICU with air conditioner is available with trained staff under the supervision of two consultants.

Capital Hospital works under administrative control of Capital Development Authority.

Patients suffering from heat stroke are dealt in the Emergency Department having Air-conditioned room with plenty of I/V fluid placed in the refrigerator for management of such patients.

Minister In-charge of the Capital Administration and Development Division: (a) Federal Directorate of Education, Islamabad has taken several measures in collaboration with PMERP to inculcate logical thinking, critical analysis and higher order thinking skills among the teachers and the students. Both the training modules i.e. Foundation and Induction contain multiple intelligences, higher order thinking skills and Bloom’s taxonomy in detail. Similarly, Teaching of Maths, English and Science, English Language Development, Leadership courses are the on-going training modules conducted for continous professional development for FDE teachers.

(b) FDE fully realizes that teacher training is of utmost importance in order to empower teachers in imparting their skills and knowledge to young learners and in holistic development of our future generation of Pakistan. Moreover, theses trainings are mandatory and part of the continous professional development plan for teachers and Head Teachers.

Minister In-charge of the Capital Administration and Development Division: The steps taken by the Government to give relief to the patients of Pollen Allergy in the Hospitals in Islamabad working under administrative control of Capital Administration and Development Division is as under:

PIMS:

Hospital makes additional arrangements in IH, CH, for nebulization and medication of all the Pollen effected asthmatic patients reporting to the hospital. When the Pollen count in environment high, more then 100 patients per day are managed in the EAC. Extra Staff / Doctors Nurse and Paramedics is deputed to manage them. Patients are provided medicine free of cost.

POLYCLINIC:

It is stated that:

Residents of Islamabad suffer from pollen allergy during the peak season of Pollen concentration in the atmosphere i.e. March & April. The patients presenting in hospital with allergic symptoms like shortness of breath and bronchospasum are immediately managed by giving nebulized drugs to relieve brouchospasm as well as injectable steroids where required. The hospital’s Emergency has got adequate amounted drugs given via nebulization as well as 02 portals in emergency for 02 inhalation. The critical patients are admitted in Medical ITC/ICU for management.

The Director Health Services of CDA is the focal body to deal with pollen allergy in the capital and their data can show the overall trend.

FGH:

Patients suffering from Pollen Allergy are initially treated in our Emergency Department, which is well equipped with Oxygen lnhalation Points, nebulizer machines and all necessary medications. Those patients who are serious are admitted in our Medical ICU/ Medical Ward under the supervision of consultants. 47 C.H:

Capital Hospital works under administrative control of Capital Development Authority.

 Pollen Allergy is basically dealt by Directorate of Health Services, MCI.

 Regular Seasonal Camps are launched at various points of Islamabad Capital Territory for vaccination of patients having Pollen Allergy.

 Public awareness programs are conducted in order to educate people to prevent Pollen Allergy.

Patients referred to Capital Hospital having severe health issues are managed in the Pulmonology and ENT Department.

(b) 6496 acres Railway land has been licensed/leased out for various purposes (premium shops, stacking, agriculture & parking stands etc) during last three years i.e. from January, 2014 to December, 2016. Province wise details are as under:- 7

It is worth pointing out here that Pakistan Railway earned a revenue of Rs.4653.917 million in last three years (2013-2016) as compared to Rs.1578.136 million in previous three years (2010-2013). The year wise breakup is as under:-

(c) Railway Administration carries out regular anti encroachment operations to retrieve its encroached lands and fight back continues keeping in view the current law & orders situation. A total of 3594.488 acres Railway land has been retrieved/regularized since 01-2-2012 till 31-8-2017 which is detailed as under:- • In the first phase, started from 1st February 2012, Railway land measuring 2537.166 acres was retrieved from encroachers or got regularized till 23-06-2013. The detail of retrieved land in the 1st phase is as under:- 8 • In the 2nd phase anti encroachment campaign was started w.e.f. 24-6-2013 and 513.338 acres Railway land has been retrieved from encroachers till 30-6-2014.

Detail of retrieved land in 2nd phase is as under:-

• In the 3rd phase of anti encroachment campaign, started from 01-07-2014 till 30-6-2015, Pakistan Railway managed to retrieve 378.700 acres land.

• In the 4th phase of anti encroachment campaign, started from 01-07-2015 till 30-06-2016, Pakistan Railway managed to retrieve 109.998 acres land. 9 • In the 5th phase of anti encroachment campaign, started from 01-07-2016 till 30-6-2017, Pakistan Railway managed to retrieve 52.77 acres land.

• In the 6th phase of anti encroachment campaign, started from 01-07-2017 to 31-8-2017, Pakistan Railway managed to retrieve 3.790 acres land.

• As a result of successful anti encroachment operations Pakistan Railway managed to retrieve/ regularize 3594.488 acres land from encroachers with the assistance of Railway Police & District Administration. Province wise detail of retrieved land in last 5 years is as under:-

Minister for Railways (Khawaja Saad Rafique): (a) There is no proposal under consideration of the Government to change the routes of Pakistan Railways. As for as changing the route of existing passengers trains is concerned, there is no change except extension of Jaffar Express train up to Peshawar w.e.f 15-04-2017 instead of terminating at Rawalpindi. This train will run between Quetta- Rawalpindi-Peshawar. (b) The Karakoram Express runs between Lahore and Karachi via Faisalabad while Millat Express runs between Karachi and Malakwal via Faisalabad ­. There is no proposal under consideration of the Government to operate Karakoram Express and Millat Express through Rawalpindi route instead of Faisalabad route. However, extension of Millat Express from Malakwal to Lalamusa is being examined. 17. Mr. Nawab Ali Wassan: (Transferred from 45th Session.) Minister In-charge of the Ministry of Information, Broadcasting, National History and Literary Heritage: (a) The PTV employees whose services have been regularized from 2008 onwards are entitled to Contributory Pension Fund Scheme and not the regular Pension Scheme. In order to regularize the service of contract/daily wages employees and in view of stringent financial position of PTV, the Board of Directors of PTVC in its 178th meeting held on 04-03-2008, decided to cease the regular pension scheme and to create the Contributory Pension Fund Scheme for those PTV employees whose services were to be regularized with effect from 01-07-2008 onwards. (b) Since Contributory Pension Fund Scheme has been introduced for those employees whose services have been regularized from 2008 and onwards, there is no such proposal under consideration of the PTVC to extend regular pension scheme to such category of employees. 21. Mr. Aslam Bodla: (Transferred from 45th Session.) Will the Minister for Information, Broadcasting, National History and Literary Heritage be pleased to state: (a) whether the honorarium equal to four months basic pay was announced by the Finance Minister during his budget speech of 2017-18 for employees of the Senate Secretariat, National Assembly Secretariat and PTV staff deployed in Parliament House; (b) whether said honorarium has not been paid to staff of PTV so far; if so, the reasons thereof; 12 (c) whether the Finance Minister has categorically announced that if the concerned departments can not pay from their own resources/budgets then their staff lists for payment of honorarium amount may be forwarded to the Finance Division; (d) whether the list of employees of PTV is not being forwarded to the Finance Division therefor; if so, the reasons thereof; and (e) the time by which the said list will be forwarded to the Ministry of Finance for payment; if not, the reasons thereof? Minister In-charge of the Capital Administration and Development Division: (a) It is fact that Federal College of Education (FCE) has received Rs.10,000/ - during the year 2016 from each student of M.A. Education, Evening Programme for transportation as per policy which is also mentioned in prospectus. (Annex-I). The received amount for transportation has been deposited in Govt. relevant account.

(b) It is not a fact that M.A. Education, Evening Programme has been closed by the college. The admissions in the said programme during the current year are also open ( copy of advertisement attached at Annex-III)

(c) — 13 (d) No it is not a fact that further Rs.6000/- are being received from student of the college as transport fee. The fact is that is as per policy which is also mentioned in prospectus that Rs.6000/- are received from students of Morning shift and Rs.10,000/- from students of evening shift. (Annex-I & II). The received amount for transportation has been deposited in Govt. relevant account. (e) No it is not a fact, college is not receiving any late fee without prescribed fee slip. Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) whether it is a fact that a contract to repair the Quarter No.606-D, Street No.24, Sector G-6/2, Islamabad was awarded in the year 2016; if so, the total payment made to the contractor therefor; (b) the details of work completed by the said contractor; (c) whether it is also a fact that work was not done completely by said contractor; if so, the action taken against him; and (d) whether there is any proposal under consideration to take action against that officer who has made payment to said contractor? Minister In-charge of the Capital Administration and Development Division: (a) Yes it is fact that tender had been opened in 2016 for the Work “Repair / Maintenance of H. No. 606­D in. G-6/2 Islamabad”. It is further added that repair / maintenance work of House No. 606-D St. 24 in G-6/2, Islamabad has been completed and payment made to the contractor 35% of total agreement amount. (b) Details of, work carried out at House No 606-D are following: 15 i. Roof treatment ii. Replacement of main gate iii. Fixing of Grill iv. Providing / laying of floor tiles v. White wash / Painting (c) The work for repair/maintenande of House No. 606-D, St No. 24 in G­6/2 has been completed as per agreement. Satisfactory completion report from occupant of the house is attached at F/A. (d) No proposal is under consideration to take action against any officer because said work has already been completed as per agreement and only 35% payment of agreement cost has been made to contractor. 26. Ms. Naeema Kishwar Khan: (Transferred from 45th Session.) Will the Minister In-charge of the Capital Administration and Development Division be pleased to refer to the Starred Question No.27 replied on 15-05-2017 and to state: (a) whether it is a fact that some Excessive fees are being charged by the Global System of Integrated Studies (GSIS) located at Sector H-8/1, Islamabad; if so, the reasons for not taking actions against responsibles thereof; (b) the time by which such fees will be refunded to the concerned students of GSIS; (c) the details of increase made in fees of class one to O-3 during the last three years till date by the GSIS alongwith the details thereof; (d) the detail of increase made in annual fund of said classes during the said period by GSIS alongwith the justification and utilization thereof; and (e) whether it is also a fact that the said increase is against the Government policy; if so, the action taken by the Government in this regard?

Minister In-charge of the Eshtablishment Divison: (a) Government of Sindh and KP have up­graded the post of Junior Clerk from BS-7 to BS-11. Whereas, Federal Government had up-graded the post of LDC from BS-07 to BS-09. Under Article, 240 (b) of Constitution of Islamic Republic of Pakistan, 1973 Provincial Governments are independent with respect to their service matters. (b) At present no such proposal is under consideration.
