Prefeasibility Report PPRREEFFEEAASSIIBBIILLIITTYY RREEPPOORRTT for obtaining CRZ CLEARANCE OF M/S ECO BOUTIQUE RESORT & SPA LOCATED AT Sy. No. 109/1 situated at Betalbatim Village, Salcete, Goa 1. EXECUTIVE SUMMARY The project pertains to the proposed construction of Eco Boutique Resort & Spa in the plot bearing Survey No. 109/1 of Betalbatim Village, Salcete, Taluka, South-Goa. The project is owned by Mr. Sherwin Antao. Mr. Sherwin Antao having its registered office at Betalbatim, Salcete, Goa. The Resort will have Unit A Ground floor- 8 nos. of cottages each having 2 rooms, Unit B Ground floor- 1 cottages as housekeeping and laundry room and Unit C Ground floor- 24 nos. of rooms for double occupancy, a restaurant, a gymnasium, a conference room, a spa and an administration office. A specially designed Sewage Treatment Plant is proposed to treat the waste water generated. Also an Organic Waste Convertor is proposed for the treatment of organic bio-degradable waste. The Project Proponent has obtained an Environmental Impact Assessment study. The Project Proponent has appointed Sadekar Enviro Engineers Private Limited to carry out the Rapid Environment Impact Assessment. Sadekar Enviro Engineers Private limited is a QCI - NABET accredited Environment consultancy for sector 38 [category B, schedule 8 [a] as per the MoEF notification dated September 14, 2006 and its subsequent amendments] The water requirement for the project will be source from Private water tanker and Govt. water supply. The waste generated during the construction phase will be treated in existing sewage treatment plant. The STP treated water will be re-used for flushing and gardening and road washing. The municipal Solid waste generated during construction and operation phase such as excavated soil construction debris remnants of steel and other material and domestic waste will be collected and segregated in to bio-degradable and non-biodegradable waste. The biodegradable part will be composted within the Resort premises and used for gardening/landscaping and non-biodegradable part will be disposed through scrap dealer. The rain water harvested from roof tops of resort buildings will be stored in a tank at the ground level for supplementary uses such as to top up swimming pool water after due filtration. Additionally, the rain water directed in depressions will contribute to ground water recharge. The Total area of the project site is 11,250 sq. m and proposed area is 5148.86 sq.m. the total green belt area will be 2271.oo sp.m A Study Area encompassing 10 Km radius around the project site was marked to assess the possible environmental impacts of the project. 2. INTRODUCTION M/s Eco Boutique Resort & Spa.(here after proponent) proposed to develop beach resort in Betalbatim Village, Salcete Taluka, South-Goa. Proposed development is located inSy.No. 109/1, Betalbatim Village, Bardez Taluka, Goa. Proponent proposes to develop on a land measuring total plot area 11,250 sq.m. The hotel consists 8 nos. of cottages each having following amenities: Sr.no. Amenities Description No. of floors 1. Unit A 8 nos. of cottages each having two Ground Floor rooms 2. Unit B 1 cottage as house-keeping and Ground Floor laundry room 3. Unit C 24 nos. of rooms for double Ground Floor + First Floor occupancy, a restaurant, a gymnasium, a conference room, a spa and an administration office Total Built Up Area of the project is 5148.86 Sq.mtrs. Car parking proposed can accommodate 21 cars. The project will boost the tourism in Goa, in turn will enhance the economy of the region. Local livelihoods will increase with more employment opportunities, support services. Applicability of Coastal Regulation Zone (CRZ) notification 2011 The Arabian Sea is towards South-West of the project. The part of the proposed beach resort falls within 200 mtrs to 500 mtrs from High Tide Line of Arabian Sea. As per CRZ notification 2011, land area falling within hazard line to 500 mtrs from HTL on landward side is a Coastal Regulated Zone. This area up to 500 mtrs from HTL is designated as CRZ-III as per the mapping done by agency ‘Remote Sensing of India (RSI)’ for Govt. of Goa. The plot boundary under reference does not fall within 200 mtrs line from HTL. The part of the project site falls under CRZ III within 200 mtrs to 500 mtrs from HTL. Out of the total plot area of 11250 Sq.mtrs., the plot area of 8362.4 Sq.mtrs. falls within 200 mtrs to 500 mtrs from High Tide Line of Arabian Sea. The total built up area within the CRZ-III plot boundaries is 3545.12 Sq.mtrs. with coverage of 27.23% (including erected Unit A with temporary permission to operate accorded by Goa Coastal Zone Management Authority). The proposed project is a regulated permissible activity as per Clause 8 (III) B (i) of CRZ notification 2011. The part of the project within CRZ-III requires CRZ clearance by Ministry of Environment, Forest and Climate Change (MoEF&CC) with prior recommendation from Goa Coastal Zone Management Authority (GCZMA). 4. Need for project and its significance The project plans to cater a high-spending, culture-sensitive, domestic and in-bound clientele to Goa. The project will boost tourist population in Goa. Besides the project is expected to do good business right from the first year of operations, and would generate adequate returns to both debt and equity holders. In addition, project will generate additional revenue to Govt. of Goa and Village Panchayat. It will generate direct and indirect employment opportunities from construction and operation phase. Overall it will boost tourism industry in Goa. 5. LOCATION The latitude and longitude of the project site are between 15°17'46.29 "N and 73°54'40.45 "E respectively. Project Location The project is in South-Goa District of Goa state. The location of project is shown in Figure 1(ii). CRZ MAP - BETALBETIM VILLAGE 7. Project Features: The projects pertain to construction of beach resort. The project will comprise of the following components: 1. 8 cottages each having two rooms – Unit-A 2. 24 rooms for double occupancy – Unit C 3. A spa, a conference room, a gymnasium and an administration office 4. A Restaurant with 100 seating capacity. 8. Identification of project proponent The project proponent is Mr. Sane Antao resident of Betalbatim Village of Salcete Taluka, South-Goa. 9. Infrastructure: There will be increase in infrastructural facilities by way of transport, communication, recreation, and the like. Direct and indirect employment opportunities are likely to be generated due to the project activities, for local people. In addition to the opportunity of getting employment as construction worker, employment opportunities in related services like commercial establishments, small work contracts, supply of construction materials, sanitation and maintenance contracts, etc. Consequently, this will contribute to economic enhancement of the area. People located in the project area and in close vicinity, will enjoy positive changes in life style. The project is not going to have any adverse impact on conventional agricultural and fishing activities. On the contrary, the local fishermen and farmers will benefit from the additional demand generated to their produce for the consumption of tourists and visitors. There will not be any stress on local infrastructure, as the number of tourists attracted by the project will be marginal and this only contributes to temporary short duration floating clients. 10. WATER REQUIREMENT AND SEWAGE GENERATION Water requirement: Source of water – 1. Consrution Phase- Private Water tankers. 2. Operation Phase – Govt. water supply and Private water tankers. Storage – Water for construction will be stored in a tank constructed temporarily at site whereas Domestic water will be stored in HDPE tanks.     Mission Rabies Goa Monthly Report – March 2019 By Julie Corfmat, Project Manager Vaccination Total number of dogs vaccinated in March 2019 = 6,861 March 2019 has been another busy month for the teams with almost 7,000 dogs vaccinated against rabies. The intense pre-monsoon heat suddenly arrived and it has been extremely humid along the coast. However, the teams have continued their work and at the beginning of March they divided in to North and South squads. The North squad commenced vaccinations in Tiswadi taluka (Figure 1) and the South squad remained in Salcete taluka to complete the last few villages (Figure 2).     Please provide footnote text The Portuguese and Jesuits in Goa and Salcete In late 1510, after almost a year of intermittent fighting, the island city and har- bor of Goa on the west coast of India was finally wrested from the control of the rulers of Bijapur by the Portuguese adventurer Afonso de Albuquerque (1453–1515). The port and the four landlocked islands of Chorāo, Divar, Jua, and Tiswadi in the estuary of the Mandovi River became the administra- tive and commercial center of Portuguese affairs throughout the East, while at the same time the Portuguese gradually extended their influence into the neighboring hinterland (see map 1).1 Although some Dominican friars arrived in 1510, no large missionary enterprise was undertaken before the arrival of the Franciscans in 1517. From their headquarters in Goa, Franciscan preach- ers visited many parts of western India and journeyed as far as Sri Lanka and the Malay Archipelago. Such was their success that in 1534 Pope Paul III Farnese (r.1534–49) made Goa a bishopric, with spiritual jurisdiction over all Portuguese possessions from the Cape of Good Hope across South and East Asia to China, though itself suffragan to the archbishopric of Funchal in Madeira. When Francis Xavier (1506–52) landed at Goa on May 6, 1542, he took over the Franciscan college of Santa Fé for the training of native missionaries; this was re-named the College of Saint Paul and became the headquarters of all Jesuit missions in the East. It was from here that the Jesuits expanded fur- ther along the Indian coast.
