Con esas muertes se ha eliminado a dirigentes de la sociedad civil, incluidos defensores de los derechos humanos, sindicalistas y partidarios de la reforma agraria, se ha intimidado a un gran número de agentes de la sociedad civil y se ha restringido el discurso político en el país. Dependiendo de quién cuenta y cómo lo hace, el número total de ejecuciones se sitúa entre 100 y más de 800. La estrategia de contrainsurgencia y los recientes cambios en las prioridades del sistema de justicia penal revisten especial importancia para entender por qué se siguen produciendo esas muertes. Ces assassinats ont éliminé des dirigeants de la société civile, y compris des défenseurs des droits de l’homme, des syndicalistes et des partisans de la réforme agraire, intimidé un très grand nombre d’acteurs de la société civile et porté atteinte à la diversité du discours politique dans le pays. Suivant qui fait les calculs et comment ils sont faits, le nombre total des exécutions varie de 100 à plus de 800. La stratégie contre-insurrectionnelle et les récents changements de priorités du système de justice pénale sont des éléments qui aident particulièrement à comprendre pourquoi ces assassinats continuent. Au Gouvernement, nombreux sont ceux qui pensent qu’un grand nombre d’organisations de la société civile sont des «façades» pour le Parti communiste des Philippines (CPP) et son groupe armé, la Nouvelle armée populaire (NPA), d’où l’organisation, entre autres, d’opérations contre-insurrectionnelles aboutissant à des exécutions extrajudiciaires de militants gauchistes. -

The Observatory for the Protection of Human Rights Defenders Philippine Alliance of Human Rights Advocates a joint programme (PAHRA) Open Letter to Mrs. Gloria Macapagal Arroyo, President of the Philippines, and to the non-State Armed Groups Killings of Political Activists and Human Rights Defenders in the Philippines Paris-Geneva-Quezon City, July 1, 2005 The International Federation for Human Rights (FIDH) and the World Organisation Against Torture (OMCT), in the framework of their joint programme, the Observatory for the Protection of Human Rights Defenders, and the Philippine Alliance of Human Rights Advocates (PAHRA), express their deepest concern at the numerous attacks against human rights defenders and political activists in the Philippines since the beginning of the year. While the Government of the Republic of the Philippines has formally acceded to a number of international human rights and humanitarian instruments, non-State actors have openly bounded themselves to respect them, particularly Article 3 common to the four Geneva Conventions of 1949 for the protection of war victims and the 1977 second Additional Protocol relating to the Protection of Victims of Non-International Armed Conflicts. However, both seem unable or unwilling to comply with those international obligations. We are alarmed by the increasing human rights violations in the Philippines. Since January 2005, 15 cases of extra- judicial killings or violent attacks against political activists and human rights defenders, allegedly by both State and non-State agents, have been perpetrated in the Philippines.
