The MWG assessments included the surrounding areas of Cotabato City/Sultan Kudarat, Zamboanga City, Marawi City, Basilan, Isabela and Jolo/Sulu. The assessment revealed widespread lack of good governance, characterized by the preponderance of warlords and private armies, political violence, lack of transparency and accountability, and corruption. These conditions enhance the appeal of terrorist and insurgent groups, make development programs less effective, and undermine the people’s faith in the legitimacy of the political system. The Logistics Support for Mindanao Activity (Logistics) was established to provide logistical and security support, information management services and monitoring support to USAID/Philippines activities in Mindanao. Under USAID/Philippine’s draft Country Development Cooperation Strategy (CDCS) Development Objective 2, “Peace and Stability in Conflict Affected Areas in Mindanao Improved”; project implementation will be in conflict-affected areas in Mindanao. Priority program locations include the 6 focus areas mentioned above. 1.0 Logistics Support Services (Annual Data provided in Annexes) Logistics provides a range of support services to USAID projects and activities in Mindanao and the U.S. Embassy. From the inception of USAID Logistics Support for Mindanao Activity in May 2014, Logistics has provided assistance to 158 official visits and activities of USG officials. Twenty four of those visits were in the quarter July-September 2015. Below are a few of the visits supported this quarter. Logistics Support for Mindanao Activity, Quarterly Report as of September 2015 | 1 On July 22-23, USAID Office of Energy, Environment, and Climate Change Deputy Director Rebecca Carter, USAID Senior Development Advisor and USAID Water and Adaptation Team Leader Dani Newcomb traveled to Zamboanga City and Isabela City, Basilan. In Zamboanga City, the USAID officials inspected proposed sanitation and treatment plant project sites under the USAID Water Security for Resilient Economic Growth and Stability (Be Secure) Project. The following day, the USAID officials traveled to Isabela City to lead a turn-over ceremony of a ram pump water system of USAID’s Building Climate Resilience in Water Stressed Communities (CREST) Project in in Barangay Maligue, Isabela City, Basilan. While in the province, they also met with local leaders, project partners and beneficiaries. USAID Logistics also provided transportation, communications and security support to USAID Senior Development Advisor Paul Mason, USAID Project Management Specialist Ma. Josefina Cabaguio-Argel, USAID Development Assistance Specialist Bernadette Cariaga, U.S. Embassy Public Affairs Thomas Jefferson Information Center Director Xavier Lara, and U.S. Embassy Public Affairs Thomas Jefferson Information Center Deputy Director Princess Grace Wooden during their travel to Zamboanga City and Jolo, Sulu from July 29 to 30. On the first day of their visit, the team conducted a focus group discussion with Mindanao Youth for Development (MYDev) Program completers at Garden Orchid Hotel in Zamboanga City and met with the American Corner staff and youth leaders at the Ateneo de Zamboanga University. On July 30, they travelled to Jolo, Sulu to attend MYDev’s Out-of-School Youth Summit, and meet with Sulu Governor Abdusakur Mahail Tan, Jolo Mayor Hussin Ututalum Amin and Notre Dame of Jolo College American Corner staff. The Pacific Command Augmentation Team provided air transport for the officials from Zamboanga to Jolo, Sulu. USAID Logistics also facilitated hotel reservations on behalf of the visiting officials. On August 26-29, logistics, security and communications support were provided for the visit of USAID Acting Deputy Mission Director Roger Carlson and party during their visit to Zamboanga City. The USAID officials were in the city to participate in the launching of USAID’s E-Payment Ecosystem (E-PESO) Activity and USAID’s Enhancing Governance, Accountability and Engagement (ENGAGE) Project events. USAID Acting Deputy Mission Director Roger Carlson Logistics Support for Mindanao Activity, Quarterly Report as of September 2015 | 2 also paid a courtesy visit to Mayor Maria Isabelle Climaco-Salazar and Vice Mayor Cesar Iturralde before proceeding to the E-PESO launching activity. In promoting a safe and healthy work environment, USAID Logistics Support for Mindanao Activity (USAID Logistics) organized a first aid and basic travel safety training for USAID Mindanao program implementers on July 10, 2015 in Davao City. The training aims to (1) ensure that program implementers have skilled responders available in case a first aid or emergency situation occurs; and (2) provide safety tips to program implementers so they can readily recognize and mitigate risks inherent to travelling in conflict-affected areas. 41 employees from different USAID programs, including USAID Logistics, USAID Enhancing Governance, Accountability and Engagement (ENGAGE) Program, USAID Mindanao Youth for Development (MYDev) Program, USAID MindanaoHealth Program, USAID Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+ WISER) Program, and Applying Binding, Bonding and Bridging to Land Conflict in Mindanao (A3Bs Project) of the Catholic Relief Services, participated in the training. Among the topics discussed were emergency response to victims of vehicular accidents, initial medical assistance for shock, bleeding, poisoning, burns, and animal/insect bites/stings. Security driving techniques, travel safety planning and the U.S. Embassy Regional Security Office’s travel advisories were also highlighted. Ramon Gapasin and Abellaine Marquez of the International Committee of the Red Cross and Diplomatic Security Investigative Unit Deputy Chief Voltaire Gomez of the U.S. Embassy in Manila served as resource persons for the whole- day activity. Logistics Satisfaction Survey Starting February 2015, visitors to Mindanao fill in a satisfaction survey form after each visit. The feedback provides Logistics with a basis for maintaining or improving its services to USAID or the US Embassy.
