Background

Mindanao and the Archipelago comprise about one-third of the ’ territory and one-quarter of the country’s total population. Illustrative Performance Indicators Summary Group (MWG) in six focus areas of Table Mindanao. The MWG assessments included the surrounding areas of Cotabato City/Sultan Kudarat, Zamboanga City, Marawi City, , Isabela and Jolo/Sulu. The assessment revealed widespread lack of good governance, characterized by the preponderance of warlords and private armies, political violence, lack of transparency and accountability, and corruption. These conditions enhance the appeal of terrorist and insurgent groups, make development programs less effective, and undermine the people’s faith in the legitimacy of the political system.

The Logistics Support for Mindanao Activity (Logistics) was established to provide logistical and security support, information management services and monitoring support to USAID/Philippines activities in Mindanao. Under USAID/Philippine’s draft Country Development Cooperation Strategy (CDCS) Development Objective 2, “Peace and Stability in Conflict Affected Areas in Mindanao Improved”; project implementation will be in conflict-affected areas in Mindanao. Priority program locations include the 6 focus areas mentioned above.

1.0 Logistics Support Services (Annual Data provided in Annexes)

Logistics provides a range of support services to USAID projects and activities in Mindanao and the U.S. Embassy.

From the inception of USAID Logistics Support for Mindanao Activity in May 2014, Logistics has provided assistance to 158 official visits and activities of USG officials. Twenty four of those visits were in the quarter July-September 2015. Below are a few of the visits supported this quarter.

On July 22-23, USAID Office of Energy, Environment, and Climate Change Deputy Director Rebecca Carter, USAID Senior Development Advisor and USAID Water and Adaptation Team Leader Dani Newcomb traveled to Zamboanga City and Isabela City, Basilan. In Zamboanga City, the USAID officials inspected proposed sanitation and treatment plant project sites under the USAID Water Security for Resilient Economic Growth and Stability (Be Secure) Project. The following day, the USAID officials traveled to Isabela City to lead a turn-over ceremony of a ram pump water system of USAID’s Building Climate Resilience in Water Stressed Communities (CREST) Project in in Barangay Maligue, Isabela City, Basilan. While in the province, they also met with local leaders, project partners and beneficiaries.

USAID Logistics also provided transportation, communications and security support to USAID Senior Development Advisor Paul Mason, USAID Project Management Specialist Ma. Josefina Cabaguio-Argel, USAID Development Assistance Specialist Bernadette Cariaga, U.S. Embassy Public Affairs Thomas Jefferson Information Center Director Xavier Lara, and U.S. Embassy Public Affairs Thomas Jefferson Information Center Deputy Director Princess Grace Wooden during their travel to Zamboanga City and Jolo, Sulu from July 29 to 30. On the first day of their visit, the team conducted a focus group discussion with Mindanao Youth for Development (MYDev) Program completers at Garden Orchid Hotel in Zamboanga City and met with the American Corner staff and youth leaders at the Ateneo de Zamboanga University. On July 30, they travelled to Jolo, Sulu to attend MYDev’s Out-of-School Youth Summit, and meet with Sulu Governor Abdusakur Mahail Tan, Jolo Mayor Hussin Ututalum Amin and Notre Dame of Jolo College American Corner staff. The Pacific Command Augmentation Team provided air transport for the officials from Zamboanga to Jolo, Sulu. USAID Logistics also facilitated hotel reservations on behalf of the visiting officials.

On August 26-29, logistics, security and communications support were provided for the visit of USAID Acting Deputy Mission Director Roger Carlson and party during their visit to Zamboanga City. The USAID officials were in the city to participate in the launching of USAID’s E-Payment Ecosystem (E-PESO) Activity and USAID’s Enhancing Governance, Accountability and Engagement (ENGAGE) Project events. Logistics Support for Mindanao Activity, Quarterly Report as of September 2015 | 2 also paid a courtesy visit to Mayor Maria Isabelle Climaco-Salazar and Vice Mayor Cesar Iturralde before proceeding to the E-PESO launching activity.

In promoting a safe and healthy work environment, USAID Logistics Support for Mindanao Activity (USAID Logistics) organized a first aid and basic travel safety training for USAID Mindanao program implementers on July 10, 2015 in Davao City. The training aims to (1) ensure that program implementers have skilled responders available in case a first aid or emergency situation occurs; and (2) provide safety tips to program implementers so they can readily recognize and mitigate risks inherent to travelling in conflict-affected areas. 41 employees from different USAID programs, including USAID Logistics, USAID Enhancing Governance, Accountability and Engagement (ENGAGE) Program, USAID Mindanao Youth for Development (MYDev) Program, USAID MindanaoHealth Program, USAID Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+ WISER) Program, and Applying Binding, Bonding and Bridging to Land Conflict in Mindanao (A3Bs Project) of the Catholic Relief Services, participated in the training. Among the topics discussed were emergency response to victims of vehicular accidents, initial medical assistance for shock, bleeding, poisoning, burns, and animal/insect bites/stings. Security driving techniques, travel safety planning and the U.S. Embassy Regional Security Office’s travel advisories were also highlighted. Ramon Gapasin and Abellaine Marquez of the International Committee of the Red Cross and Diplomatic Security Investigative Unit Deputy Chief Voltaire Gomez of the U.S. Embassy in Manila served as resource persons for the whole- day activity.

Logistics Satisfaction Survey

Starting February 2015, visitors to Mindanao fill in a satisfaction survey form after each visit. The feedback provides Logistics with a basis for maintaining or improving its services to USAID or the US Embassy. Following is a summary of events covered and assisted by the Communications Team in this quarter.

 First Aid and Basic Travel Safety Training July 10, 2015. The USAID Logistics Support for Mindanao Activity Communications Team provided standard photo and video coverage, and provided support to the event secretariat.  USAID MYDev Youth Summit and Job Fair July 29-30, 2015. The USAID Logistics Support for Mindanao Activity Communications Team provided standard photo and video coverage, a PowerPoint slideshow and an audio-visual presentation were produced and submitted to USAID highlighting key discussion points and presentations. Photos were endorsed to USAID immediately after the events. The video was uploaded on Youtube.

 USAID Acting Deputy Mission Director Roger Carlson Visit to Zamboanga City August 27-28, 2015. The USAID Logistics Support for Mindanao Activity Communications Team provided communication support to two USAID-supported activities during the visit of ADMD Roger Carlson. The Launching of E-PESO activity and visit to the different project events of USAID ENGAGE. A PowerPoint slideshow and an audio-visual presentation were produced and submitted to USAID. Photos and three photo captions were endorsed to USAID after the event. The video was uploaded on Youtube

 SPPPS September 30-October, 2015 USAID Logistics Support for Mindanao Activity Communications Team assisted the Monitoring and Information Management team in Zamboanga City and Cotabato City to document and report on the progress of the 9th wave of SPPPS conducted by TNS. Reports were sent daily to MIM Head and Team Leaders as well as to DCOP.

2.0 Security Support Services

Logistics provided security support to USAID and U.S. Embassy staff who traveled to Mindanao and the to monitor their activities with program implementers, local government officials and beneficiaries. Security support was provided courtesy of the Philippine National Police and units of the Armed Forces of the Philippines. The selection of appropriate security escorts depended on present security conditions. The number of escorts were determined by local law enforcement. There were no known direct security threats and incidents during the visits. Aside from the provision of close–in security, the Logistics’ Security Team contacted local police and military units and local Emergency Medical Teams as support in case of emergencies.

On September 22, USAID Logistics Chief of Party Marilou Sian and Security Advisor Marlon Libot met with UN Department of Safety and Security (UNDSS) Field Security Coordinator Officer Romina Manning to discuss coordination strategies on security during high-level field visits. Other points discussed included area security concerns, security procedures and information sharing.

Logistics also shares information and guidance regarding the security situation in various areas in Mindanao to staff of USAID and other USAID-supported projects as well as other foreign donors through an email-based “listserve”. Security reports provide information and guidance on trouble spots to avoid, possible emerging threats, preferred routes to take when traveling, etc. Since May 2014, Logistics has shared 146 security advisories to members of the “listserve”. Security information and security arrangements were also provided to USAID and US Embassy staff and other USAID Programs/Projects for up to 158 visits.

3.0 Monitoring and Information Management Services

Logistics is developing its database management system that will serve as repository of security information, location of USAID project sites in Mindanao, and other information needed by USAID. Below are the accomplishments for this quarter.

 Maintained and updated a detailed matrix of all USAID Projects in Mindanao as well as the one-pager brief on each of these projects. The detailed matrix and one-page brief have information such as project objectives/goals, activities, area coverage, contact persons and details, project duration, and names of USAID COR/AOR. To keep the matrix and one-pager updated, the team develops and maintains counterpart contacts with the other USAID Projects in Mindanao.

 Coordinated with the other USAID Projects in Mindanao for their calendar of activities.

 Prepared the Illustrative Performance Indicator Summary Table for the fiscal year (refer to Annex C). This includes the consolidation of data from other service teams based on the Performance Indicators in the Project Management Plan.

 Prepared the one-pager on the Monitoring Services of Logistics including the detailed steps in case other USAID Projects will request for the team’s services. The one-pager was submitted to USAID on September 8th. To date, none of the USAID Projects in Mindanao has approached and requested Logistics for Monitoring Services/Assistance.

 USAID Logistics Support for Mindanao Activity (USAID Logistics) started the conduct of the Southern Philippines Public Perception Survey (SPPPS) on July 13 as part of its information management and monitoring support services to USAID. The SPPPS seeks to gather data on target populations’ views and attitudes on topics that will drive future U.S. programs in this area. It employs a thematic question design that focuses on the target populations’ perceptions on the security situation, economic development programs, public trust in the government, legitimacy and effectiveness of the law enforcement and justice sectors, and current events. After random sampling, the survey will be accomplished through qualitative Focus Group Discussions and respondent interviews in select locations in Southern Philippines, specifically Zamboanga City, Cotabato City, Isabela City, Marawi City and the provinces of Basilan and Sulu.

 Monitored the performance of TNS as the subcontractor for the Southern Philippines Public Perception Survey (SPPPS) Wave 9. Detailed accomplishments include the following:

a. Monitored compliance of TNS according to the terms of the subcontract (i.e. consistency with the approved work plan and the corresponding deliverable per milestone);

b. Thorough review and deliberation of the draft questionnaire for the quantitative survey;

c. Prepared monitoring forms to be used by Logistics in the performance of its QA/QC functions over the TNS;

d. Provided translation services (English to Filipino) for the additional and revised questions in the questionnaire for the quantitative survey;

e. Observed and provided inputs in the conduct of qualitative survey (Focused Group Discussions) by TNS for three sample groups;

f. Reviewed the audio, video and transcripts (English and Tagalog) of the qualitative survey and created e-library of these for the central file;

g. Reviewed the criteria for selection and suggested sample spots submitted by TNS for the quantitative survey for 3,000 respondents. This include cross reference with secondary data from the Philippine Statistics Authority and first hand geographic information; and

h. Witnessed/observed training/provided inputs for group leaders and field interviewers of the quantitative survey for Central and Western Mindanao

Logistics will continue to coordinate with various USAID implementing partners in Mindanao as part of its database upkeep.
