    Balancing rangatiratanga and kawanatanga: Waikato-Tainui and Ngāi Tahu’s Treaty settlement negotiations with the Crown Martin Fisher A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy in History Victoria University of Wellington 2015 i ii Abstract Waikato-Tainui and Ngāi Tahu’s negotiations with the Crown produced the first two major iwi-based agreements of the modern era of Treaty settlements in New Zealand/Aotearoa. While the existing historiography has previously addressed the general parameters of each agreement, and some key players have briefly written about their involvement in the process, an analysis of both negotiations through the lens of the iwi (tribe) pursuit of rangatiratanga (or self-determination) and the Crown’s defence of its sovereignty and kawanatanga (or governance) increases our understanding of these precedent-setting Treaty settlements. Māori rangatiratanga and Crown sovereignty and governance were not the only factors that drove all parties in their negotiations, but they represented the dominant motivating force in terms of reaching agreements on very difficult issues. Through an investigation of Ngāi Tahu, Waikato-Tainui, Crown and public sources, this thesis identifies the balancing of iwi rangatiratanga and the Crown’s sovereignty and kawanatanga in four major areas of the process: the development of iwi governance systems post-settlement, the negotiation of the financial aspects of the settlement, the parameters surrounding the return of land, and the formulation of the historical accounts and Crown apologies. The political structures set by the Crown to govern the process influenced all aspects of the negotiation.

A Case Study of the Otuparae Headland Development A thesis presented in fulfilment of the requirements for the degree of Master of Philosophy in Resource and Environmental Planning Massey University, Manawatu Hemopereki Hoani Simon Ngati Tuwharetoa, Te Arawa Whanui, Ngati Manawa, Tuhoe, Waikato, Ngati Maru 2011 i Abstract This thesis examines indigenous cultural heritage site destruction in Aotearoa, New Zealand. In particular, it examines what took place within a planning system to approve the destruction of the heritage site at Otuparae, near Taupo. This thesis seeks to identify what contributed to the decision to grant approval to developers without consultation with the local hapu, Ngati Rauhoto. The research is framed in a form of Kaupapa Maori Research (KMR) called whakawhanaungatanga. Analysis of critical ethnography, key actor interviews, participant observation, field notes in research journals, videos, and documents took place to gather data. A review of the colonial history of Ngati Tuwharetoa revealed that over time the Crown usurped the mana, power and sovereignty of Tuwharetoa. In doing so, the Crown left Tuwharetoa politically, socially, economically and culturally weak, forcing Tuwharetoa to enter into Crown-controlled and created legal and political frameworks. Additionally, the Crown instituted a governance model based on colonial thinking. This thesis contributes to the body of knowledge about the need to incorporate different worldviews into planning to achieve sustainable development.

    21 SPECIAL FEATURE: CONTEMPORARY FEMINIST THOUGHT IN AOTEAROA/NEW ZEALAND Recollecting and reflecting on feminist geography in Aotearoa/ New Zealand and beyond ROBYN LONGHURST and LYNDA JOHNSTON Abstract Over the past three decades feminist geography and the concept of gender have been deployed unevenly by geographers in Aotearoa/New Zealand. A politics of knowledge production means that feminist geography occupies both the centre and the margins of academic knowledge. In order to highlight the diversity of feminist geographical knowledges we pay attention to local, regional, national and international contexts. First, we begin by positioning ourselves as working in the geography programme at the University of Waikato. Second, we review the directions taken at other universities in Aotearoa/New Zealand. Third, we examine a number of key international organisations that have been important in supporting geographers and others who share a focus on space and gender. In the fourth and final section we suggest strategies for strengthening feminist geography in the future. Keywords feminist geography, gender, space, politics, knowledge, Aotearoa/New Zealand Positioning feminist geography In 2010 we were both awarded honours by the New Zealand Geographical Society. Robyn received the Distinguished New Zealand Geographer Gold Medal, while Lynda received the Distinguished Service Award. We mention these awards because for us, as feminists, they brought into focus the complexity of our relationship with the discipline of geography. Over the years we have employed feminist and queer theories in order to research the ways in which bodies and spaces are ‘sexed’ and ‘gendered’ (Johnston and Longhurst, 2010). Taking a lead from Judith Butler (1990) and other feminist theorists, we have been troubling gender and geography for years.

Paul of Tarsus Image : Te Papa Peninsula Summary The Te Papa discussion report has chronicled the encounter history and the various occupations of Te Papa. It described the migratory process into the area and acknowledged the various tribes who have exercised mana whenua on the land since 1000 AD. It is widely accepted that the iwi of Ngai Te Rangi, Ngāti Pukenga, Ngāti Ranginui and Waitaha (relationship with Mauao) are the tangata whenua of the wider region, while the hapū of Ngāti Tapu and Ngāti Tamarāwaho are acknowledged as being the mana whenua of Te Papa. The report has also described the peninsula as a contested land, the site of various incursions by different groups who have sought to exercise their rangatiratanga. The groups include ngā tauā (war parties) from Te Arawa, Ngāpuhi and Ngāti Maru of Hauraki. These conflicts, especially the latter’s attack on Otamataha had a significant impact upon Te Papa and the way it was occupied, especially in the 19th century. The contest for occupation and authority rights from these earlier days of habitation continues to influence present day inter-iwi and inter-hapū relationships. These are complex bonds and the report has acknowledged the ongoing need for reconciliation, especially among the wider tribal groups of Ngai Te Rangi, Ngāti Ranginui, Ngāti Pukenga and Ngati Maru.
