Einleitung

Der Unterausschuss Menschenrechte (DROI) zieht in seinem Tätigkeitsbericht in knapper Form Bilanz und erläutert, inwieweit es ihm in der 7. Wahlperiode (2009–2014) gelungen ist, die Menschenrechtspolitik der EU voranzubringen. Der Bericht besteht aus zwei Teilen. Im ersten Teil werden die wichtigsten horizontalen Themenbereiche dargestellt, mit denen sich der Unterausschuss auseinandergesetzt hat und die vom erweiterten Vorstand in seiner letzten Sitzung vom 20. März 2014 gebilligt wurden. Der zweite Teil besteht aus neun Anhängen mit den wichtigsten statistischen Daten für den genannten Zeitraum, etwa Zahlen zu Berichten, Delegationen, Gastrednern usw.

In der 7. Wahlperiode lag der Schwerpunkt der Arbeit generell darin, den Vertrag von Lissabon und die damit verbundene neue institutionelle Architektur umzusetzen und das Thema Menschenrechte mit allen Aspekten der Außenbeziehungen der EU zu verknüpfen. Unter anderem hat der Unterausschuss Leitlinien für alle interparlamentarischen Delegationen mit Drittländern erarbeitet, nach denen bei allen Delegationsbesuchen das Thema Menschenrechte in strukturierter Weise erörtert wird.

Im Rahmen seiner Kontrollfunktion hat der Unterausschuss den Strategischen Rahmen der EU für Menschenrechte und Demokratie und insbesondere den Aktionsplan der EU für Menschenrechte und Demokratie sehr genau überwacht und dafür im Vorfeld der förmlichen Verabschiedung neuer EU-Leitlinien Konsultationen veranstaltet, beispielsweise über den Schutz und die Förderung der Rechte lesbischer, schwuler, bi-, trans- und intersexueller Personen und über das Recht auf freie Meinungsäußerung online und offline. Er ist fest entschlossen, diese Kontrollfunktion in der 8. Wahlperiode weiter auszubauen.

Ende 2011 wurden die Kapazitäten des Unterausschusses gestärkt, da er den Status DROI+ und damit das Recht erhielt, gleichzeitig drei Initiativberichte auszuarbeiten, mehr bezahlte Gäste zu seinen Anhörungen einzuladen und mehr Studien in Auftrag zu geben.

In den letzten fünf Jahren hat er außer den vier Jahresberichten zur Lage der Menschenrechte neun Berichte vorgelegt, die nach der Verabschiedung im Plenum den offiziellen Standpunkt des Parlaments darstellen. Die Themen reichen von der Demokratisierung über den Schutz von Menschenrechtsverteidigern und den Auswirkungen der Wirtschaftskrise auf die Menschenrechte bis hin zu einer gründlichen Untersuchung der Zusammenhänge zwischen Korruption und Menschenrechten.

Der vorliegende Bericht soll dem neuen Unterausschuss Menschenrechte in der 8. Wahlperiode des Europäischen Parlaments als nützliche Informationsquelle (und hilfreicher Ausgangspunkt) für seine Arbeit dienen.

Seit 2009 haben das Arbeitsaufkommen und der Einfluss des Unterausschusses zugenommen, und in einigen seiner zentralen Tätigkeitsbereiche wurden bemerkenswerte Erfolge erzielt. Es folgt eine Zusammenfassung der wichtigsten Arbeitsergebnisse.

1. Stärkung der Strategien zur Förderung der Menschenrechte nach dem Vertrag von Lissabon

2011 erhielt der DROI-Unterausschuss den Status „DROI+“. Durch diese Aufwertung hat sich die Zahl der Initiativberichte, die der Unterausschuss gleichzeitig erarbeiten darf, verdreifacht (von einem auf drei).

Auch wurde die Finanzierung von Studien aufgestockt und die Zahl der bezahlten Fachleute für Anhörungen verdoppelt (von 6 auf 12). Die Koordinatoren des Unterausschusses halten es für positiv, dass die Zahl der Berichte, Anhörungen und Studien gestiegen ist, würden sich jedoch wünschen, dass die in einigen Studien gegebenen Empfehlungen stärkere Beachtung fänden, mehr Zeit für Anhörungen zur Verfügung gestellt würde und Gastredner bei Anhörungen und Aussprachen mehr Redezeit erhielten.

2012 markierte einen Wendepunkt für die Menschenrechtspolitik der EU – sie wurde komplett überarbeitet und durch die Annahme des sogenannten Menschenrechtspakets am 25. Juni 2012 auf eine Grundlage aus drei Säulen gestellt. Das Paket bestand aus einem Strategierahmen, einem umfassenden Aktionsplan für Menschenrechte und Demokratie (gültig bis Ende 2014) und der Ernennung eines EU-Sonderbeauftragten für Menschenrechte. Diese Entwicklungen sind teilweise auf die Aufforderungen des Parlaments zurückzuführen, die EU solle ihre Politik in diesem Bereich überprüfen und sich aktiver für die Menschenrechte einsetzen.

Beziehungen zum EAD

Herauszuheben bei der Arbeit des Unterausschusses in der 7. Wahlperiode ist die Entwicklung seiner Zusammenarbeit mit dem Europäischen Auswärtigen Dienst (EAD). 2012 trug der Unterausschuss wesentlich zur Konzeption des strategischen Rahmens für Menschenrechte und Demokratie bei, der vom Rat im Juni 2012 verabschiedet wurde. Er war auch maßgeblich an dem Entwurf der Leitlinien der EU zur Freiheit der Religion und Weltanschauung, zu den Rechten

CM\1032965DE.doc 7/132 PE536.033v03-00 DE lesbischer, schwuler, bi-, trans- und intersexueller Menschen und zum Recht auf freie Meinungsäußerung beteiligt.

Darüber hinaus spielte er eine entscheidende Rolle bei der Umsetzung des Aktionsplans der EU für Menschenrechte und Demokratie. Dieser wird von einer eigens eingerichteten Kontaktgruppe regelmäßig überwacht, die den Mitgliedern des Unterausschusses und des EAD ein Forum für Gespräche über die Umsetzung der im Aktionsplan vorgesehenen Maßnahmen und über sonstige Themen in beiderseitigem Interesse bietet.

Ein weiterer Erfolg ist die Ernennung eines Sonderbeauftragten der Europäischen Union für Menschenrechte. Der Unterausschuss hatte in mehreren Jahresberichten und im Dialog mit dem EAD die Einrichtung dieses Amts gefordert.

Er forderte den EAD zudem wiederholt auf, in allen EU-Delegationen Stabsstellen für Menschenrechte einzurichten und EU-Verbindungsbeamte für Menschenrechtsverteidiger in allen Drittländern zu Stavros Lambrinidis Sonderbeauftragter der EU für Menschenrechte benennen. Dieser Prozess steht kurz vor dem Abschluss.

Beziehungen zu anderen EP-Ausschüssen und interparlamentarischen Delegationen

Als einer der beiden Unterausschüsse des Ausschusses für auswärtige Angelegenheiten (AFET) unterhält der Unterausschuss Menschenrechte eine enge Arbeitsbeziehung zu seinem „Hauptausschuss“ AFET. Der bzw. die DROI-Vorsitzende ist Mitglied des erweiterten AFET- Vorstands, und über die von DROI federführend erarbeiteten Berichte wird vor der Entscheidung im Plenum im AFET-Ausschuss abgestimmt. Auch werden Menschenrechtsfragen in den Sitzungen des AFET-Ausschusses erörtert, wenn er sich mit parlamentarischen Berichten über die Außenpolitik der EU oder internationalen Abkommen unterschiedlicher Art, die Bestimmungen über Menschenrechte enthalten, befasst.

In der 7. Wahlperiode hat der Unterausschuss Menschenrechte seine Zusammenarbeit mit anderen Ausschüssen des Europäischen Parlaments ausgebaut, insbesondere mit dem Unterausschuss für Sicherheit und Verteidigung (SEDE)1 und den Ausschüssen für Entwicklung (DEVE) und für die

Wahlperiode, 2009–2014 ______Rechte der Frau und die Gleichstellung der Geschlechter (FEMM). Daneben hat er ausgezeichnete Beziehungen zum Ausschuss für bürgerliche Freiheiten, Justiz und Inneres (LIBE) aufgebaut und die Zusammenarbeit bei verschiedenen Themen intensiviert. Die Zusammenarbeit mit dem Ausschuss für internationalen Handel (INTA) ließ allerdings zu wünschen übrig, und diesbezüglich wird es in der bevorstehenden Wahlperiode weiterer Anstrengungen bedürfen. Auch die Zusammenarbeit mit den interparlamentarischen Delegationen wurde verstärkt, beispielsweise durch gemeinsame Sitzungen mit den jeweiligen interparlamentarischen Delegationen oder durch die Teilnahme der DROI-Vorsitzenden an Delegationsreisen, etwa an der Reise nach Myanmar/Birma 2012. Was die praktische Durchführung angeht, so wurde die Teilnahme der betroffenen MdEP gelegentlich dadurch erschwert, dass sich Sitzungen oder Anhörungen in verschiedenen Ausschüssen oder Delegationen – selbst die vom Hauptausschuss AFET veranstalteten – manchmal mit den DROI- Sitzungen überschnitten.

Beziehungen zu den nationalen Parlamenten

Der Unterausschuss hat seine Beziehungen zu den nationalen Parlamenten weiter ausgebaut. In der 7. Wahlperiode fanden zwei interparlamentarische Treffen statt – eines zum Thema Menschenrechtskonditionalität am 11. Oktober 2011 gemeinsam mit dem Entwicklungsausschuss (DEVE) und das andere am 25. September 2013 zur Umsetzung des Aktionsplans für Menschenrechte, das gemeinsam mit dem Ausschuss für auswärtige Interparlamentarische Ausschusssitzung Angelegenheiten (AFET) und dem Ausschuss für 25. September 2013 bürgerliche Freiheiten, Justiz und Inneres (LIBE) veranstaltet wurde, wobei schwerpunktmäßig das Thema behandelt wurde, wie kohärent die EU nach innen und außen auftritt. Beide Treffen wurden von den nationalen Parlamentariern positiv aufgenommen, die mit ihrer Teilnahme dazu beitrugen, die Verbindungen zwischen dem Europäischen Parlament und den nationalen Parlamenten zu stärken.

Der Unterausschuss bemühte sich um einen intensiveren Dialog mit den nationalen Bürgerbeauftragten und Menschenrechtseinrichtungen, etwa mit der Europäischen Gruppe der Nationalen Menschenrechtsinstitutionen, und lud zu dem Zweck häufig Vertreter dieser Stellen zu Aussprachen ein.

CM\1032965DE.doc 9/132 PE536.033v03-00 DE Daneben werden enge Arbeitsbeziehungen zur Zivilgesellschaft gepflegt, besonders zu nichtstaatlichen Menschenrechtsorganisationen, die regelmäßig in seinen Anhörungen vertreten sind. Das erweiterte Präsidium des Unterausschusses veranstaltete zudem Treffen mit dem in Brüssel ansässigen Netzwerk für Menschenrechte und Demokratie, und DROI-Mitglieder nahmen regelmäßig an EU-NRO-Menschenrechtsforen teil.

2. Zentrale Arbeitsbereiche

Jahresberichte zur Lage der Menschenrechte und der Demokratie in der Welt

Über die Jahresberichte zur Lage der Menschenrechte und der Demokratie in der Welt, mit denen der Unterausschuss auf die vom Rat verabschiedeten EU-Bericht reagiert, stimmt das Plenum gewöhnlich im Dezember ab. Diese Berichte sind nach wie vor das wichtigste Instrument, das uns für die Kontrolle der Menschenrechtspolitik der EU, einschließlich der Umsetzung des strategischen Rahmens und des Aktionsplans, zur Verfügung steht. Im Grunde stellen sie das Rückgrat unserer Arbeit zur Förderung der Menschenrechte dar, und auch wenn sie infolge der jährlichen EU- Berichte verfasst werden, erfüllen sie doch eine wichtige eigenständige Funktion als Darstellungen der EU-Menschenrechtspolitik mit Blick auf die Zukunft aus Sicht des Parlaments. Im Verlauf der Wahlperiode wurden in den Jahresberichten ehrgeizige politische Ziele für die Zukunft vorgegeben, von denen einige auch verwirklicht wurden – beispielsweise die Annahme der Menschenrechtsstrategie der EU, die Einrichtung des Amts des EU-Sonderbeauftragten, die Gründung einer Direktion für Menschenrechte im EAD, die Gründung der Arbeitsgruppe für Menschenrechte des Rates (COHOM) mit Sitz in Brüssel und der Aufbau eines Netzwerks von Stabsstellen für Menschenrechte in den EU-Delegationen in der ganzen Welt. Das Parlament hat zudem in seinen Jahresberichten auf problematische oder neue und aktuelle Themen aufmerksam gemacht, etwa auf die Notwendigkeit, die Maßnahmen der EU und der EU-Mitgliedstaaten im Rahmen der Vereinten Nationen zu koordinieren. Ähnlich dringend bedarf es einer verstärkten Unterstützung der EU für Menschenrechtsverteidiger, und die Fragen bezüglich der Menschenrechte, die das Internet und andere neue Informations- und Kommunikationstechnologien aufwerfen, müssen adäquat angegangen werden. In den Jahresberichten des Parlaments werden ferner die Herausforderungen beschrieben, denen die Politiker der EU gegenüberstehen, wenn sie auf die dramatischen Aufstände in der Nachbarschaft der EU reagieren und in den potenziellen Erweiterungsländern darauf drängen müssen, dass die Menschenrechte und demokratischen Grundsätze unbedingt zu konsolidieren sind.

Dringlichkeitsentschließungen

Das Europäische Parlament hat in seinen monatlichen Plenartagungen wie üblich bis zu drei thematische Entschließungen zu Menschenrechtsverletzungen und Verstößen gegen Demokratie und Rechtsstaatlichkeit verabschiedet. Bei diesen sogenannten Dringlichkeitsentschließungen handelte es sich um politische Reaktionen auf akute Menschenrechtskrisen in der ganzen Welt. Die Verabschiedung einer Dringlichkeitsentschließung geht immer mit einer Plenardebatte zu dem jeweiligen Thema einher, bei der ein Mitglied der Kommission direkt Stellung zu den von den EU- Organen geforderten Maßnahmen nimmt. Durchschnittlich wurden in der 7. Wahlperiode jedes Jahr etwa 26 Dringlichkeitsentschließungen verabschiedet. Laut Geschäftsordnung des Parlaments können sie ohne das übliche Ausschussverfahren rasch verabschiedet werden, damit prompt auf politische Entwicklungen reagiert werden kann. Mithin war DROI zwar nicht unmittelbar an der Ausarbeitung der Dringlichkeitsentschließungen beteiligt, doch wurden die jeweiligen Themen oft in Nachbereitung der Entschließungen im Unterausschuss behandelt.

Sport und Menschenrechte

Im Februar 2014 veranstaltete der Unterausschuss Menschenrechte eine große Anhörung zum Thema Sport und Menschenrechte, insbesondere zur Lage der Wanderarbeitnehmer in Katar, an der hochrangige Vertreter des Sportverbands FIFA, der Internationalen Arbeitsorganisation, des Internationalen Gewerkschaftsbunds und andere Interessenträger teilnahmen. Bei der Anhörung hatte das Europäische Parlament Gelegenheit, sich kritisch und konstruktiv mit den maßgeblichen Gesprächspartnern auseinanderzusetzen und die EU-Organe in die Pflicht zu nehmen, was die Haltung der EU zur Lage in Katar und zu anderen sportlichen Großereignissen anbelangt. Die Anhörung stand im Zusammenhang mit einer Dringlichkeitsentschließung (Art. 135 GO, vorher Art. 122 GO) zur Lage der Wanderarbeitnehmer in Katar, die das Plenum bei seiner Tagung im November 2013 verabschiedet hat. Die Konferenz der Präsidenten genehmigte zudem eine Ad- hoc-Delegationsreise nach Katar, die im März 2014 stattfand und an der die DROI-Vorsitzende teilnahm.

Menschenrechtsverteidiger

In dem Bericht des Unterausschusses über Maßnahmen der EU zum Schutz von Menschenrechtsverteidigern, der im Juni 2010 im Plenum angenommen wurde, würdigt das Parlament den unschätzbaren Beitrag, den Menschenrechtsverteidiger zum Schutz und zur Förderung der Menschenrechte in der ganzen Welt leisten; darin wird die EU außerdem aufgefordert, vorrangig dafür zu sorgen, dass die bestehenden Instrumente und Verfahren

CM\1032965DE.doc 11/132 PE536.033v03-00 DE wirksamer gehandhabt werden, damit die Menschenrechtsverteidiger in der EU besser und systematischer geschützt werden. Laut Bericht ist die Förderung der Menschenrechte sowohl ein Grundwert als auch ein außenpolitisches Ziel der Union. Gefordert werden daher praktische Maßnahmen, beispielsweise Sofortvisa und die vorübergehende Gewährung von Schutz und Zuflucht für Menschenrechtsverteidiger in Europa.

Wirtschaft und Menschenrechte/soziale Verantwortung von Unternehmen

Über den außenpolitischen Aspekt der sozialen Verantwortung von Unternehmen hat der Unterausschuss Menschenrechte Stellungnahmen zu zwei Initiativberichten anderer parlamentarischer Ausschüsse (EMPL und JURI) abgegeben, die auf eine Mitteilung der Kommission über eine neue Strategie für die soziale Verantwortung der Unternehmen hin vorgelegt worden waren. Im Vorfeld dieser Entschließungen veranstaltete der Unterausschuss im September 2012 eine Expertenanhörung zum Thema Wirtschaft und Menschenrechte.

Die Empfehlungen der beiden Berichte sahen unter anderem eine intensivere und transparentere Überwachung der Prinzipien der sozialen Verantwortung der Unternehmen in der EU- Handelspolitik vor, in die alle betroffenen Parteien einbezogen werden. Im Zuge dieser Überwachung sind Referenzwerte festzulegen, anhand deren sich die Verbesserungen messen lassen. Außerdem wurde ein System der länderübergreifenden Zusammenarbeit in Rechtsfragen zwischen der EU und Drittstaaten, mit denen bilaterale Handelsabkommen geschlossen werden, vorgeschlagen, damit die Opfer von Unternehmen, die den aus ihrer sozialen Verantwortung erwachsenden Verpflichtungen nicht nachkommen, in dem jeweiligen Land tatsächlich Zugang zur Justiz haben. Die beiden Ausschüsse des EP erklärten auch, sie befürworteten die Einführung internationaler Gerichtsverfahren zur Strafverfolgung von Rechtsverletzungen durch Unternehmen. Sie betrauten die Kommission mit einer Reihe von Maßnahmen. Die EU sollte in ihren Beziehungen zu Drittstaaten für die Herausbildung eines entsprechenden Bewusstseins und für den Aufbau der erforderlichen Kapazitäten auf Regierungsebene des jeweiligen Aufnahmestaats sorgen, damit die Prinzipien der sozialen Verantwortung der Unternehmen wirksam umgesetzt werden können.

Vereinte Nationen

Traditionell unternimmt der Unterausschuss Menschenrechte jedes Jahr zwei Delegationsreisen zu den Vereinten Nationen. Die erste steht üblicherweise im Zusammenhang mit der Märztagung des Menschenrechtsrates der Vereinten Nationen (HRC) in Genf; im Vorfeld werden die aktuellen Prioritäten des Treffen der EP-Delegation mit dem Generalsekretär der Vereinten Nationen Ban Ki-moon

Wahlperiode, 2009–2014 ______Europäischen Parlaments im Bereich Menschenrechte in einer Entschließung festgelegt. Die zweite Reise führt die Delegation zur Herbsttagung der Generalversammlung der Vereinten Nationen in New York. Diese Reisen haben erfolgreich zur Verbesserung der Zusammenarbeit und der Kommunikation mit den Vereinten Nationen beigetragen und werden auch von den EU- Mitgliedstaaten begrüßt. Bei verschiedenen Gelegenheiten wurde darauf hingewiesen, dass sie zur Stärkung der Position der EU in den Vereinten Nationen beigetragen haben.

Sicherheit und verantwortungsvolle Staatsführung

Ein anderes wichtiges Thema des Unterausschusses Menschenrechte ist die verantwortungsvolle Regierungsführung. Hierzu wurde eine Reihe von Berichten, u. a. über die Auswirkungen der Terrorismusbekämpfung auf die Menschenrechte und über die Bekämpfung der Korruption, angenommen. Der Unterausschuss arbeitete gemeinsam mit dem LIBE-Ausschuss insbesondere daran, wie die Arbeit des nichtständigen TDIP-Ausschusses der Manfred Nowak Ehemaliger Sonderberichterstatter der Vereinten Nationen vorherigen Wahlperiode, der für die über Folter Untersuchung von CIA-Flügen und illegalen Überstellungen zuständig war, fortgeführt werden kann: Er erarbeitete einen Entschließungsentwurf und führte mehrere Anhörungen und Aussprachen durch, über die in den Medien ausführlich berichtet wurde. Über Korruption und Menschenrechte in Drittstaaten legte der Unterausschuss einen umfangreichen Bericht vor, der im Oktober 2013 im Plenum verabschiedet wurde.

Im Zusammenhang mit der verantwortungsvollen Staatsführung hatte auch ein anderer Bereich erheblichen Einfluss auf die Menschenrechte – die Wirtschafts- und Finanzkrise. Dazu entwarf der Unterausschuss einen Bericht mit dem Schwerpunkt auf Individualrechten und schutzbedürftigen Personengruppen. Der Bericht wurde von den Vereinten Nationen und insbesondere von den Sonderberichterstattern, die für die Themen extreme Armut und Recht auf Nahrung zuständig waren, während ihrer Teilnahme an einer DROI-Anhörung im Juli 2012 begrüßt .

In der 7. Wahlperiode setzte sich der Unterausschuss aktiv dafür ein, dass der Internationale Strafgerichtshof (IStGH) in der Politik der EU durchgängig Unterstützung findet. Ein Bericht über die Unterstützung des IStGH durch die EU wurde im Oktober 2011 verabschiedet, und mehrere Aussprachen und Anhörungen fanden unter Beteiligung des Präsidenten, des zweiten Vizepräsidenten und des Kanzlers des IStGH statt.

Der Unterausschuss veranstaltete zudem eine Anhörung zu Verbrechen der Aggression und den in Kampala beschlossenen Änderungen. Mehrere DROI-Mitglieder nahmen 2010 an der Revisionskonferenz in Kampala teil.

Anhörung zur Übergangsjustiz Um die Beziehung zwischen Frieden und Gerechtigkeit (Videokonferenz mit New York und Tripolis) ging es bei einer gut besuchten Anhörung zur Übergangsjustiz im Oktober 2013.

Migration und Asyl

In der 7. Wahlperiode befasste sich der Unterausschuss eingehend mit den Rechten von Migranten. In seiner Stellungnahme für den LIBE-Ausschuss zur neuen FRONTEX-Verordnung forderte er die Agentur auf, bei der Kontrolle der EU-Grenzen ihrer Pflicht zum Schutz der Menschenrechte von Migranten nachzukommen. Aufgrund von Änderungsanträgen des Europäischen Parlaments zu der neuen Verordnung wurden das Amt eines Beauftragten für die Grundrechte und ein Konsultationsforum eingerichtet, die darüber wachen, dass bei FRONTEX die Menschenrechte von Migranten geachtet werden.

Todesstrafe und Folter

Der Unterausschuss Menschenrechte setzt sich weiterhin für die weltweite Abschaffung der Todesstrafe ein, vor allem in Ländern wie Iran und China, in denen häufig die Todesstrafe verhängt wird, und in den Ländern, die ein De-facto-Moratorium gebrochen haben, wie etwa Japan. Zudem unterstützte er eine Kampagne, die sich dagegen wandte, dass in der EU Chemikalien für Hinrichtungen hergestellt werden. 2010 wurde anlässlich des Internationalen Tages gegen die Todesstrafe eine Entschließung angenommen, in der die EU- Mitgliedstaaten aufgefordert werden, die Resolution der Generalversammlung der Vereinten Nationen gegen die Todesstrafe

Und tatsächlich nimmt die Zahl der Länder, die die Resolution befürworten, zu, weil die EU und die Mitgliedstaaten Druck auf die Staaten ausüben, die an der Todesstrafe festhalten.

Ein weiteres zentrales Thema für den Unterausschuss war die Folter. Neben den Gesprächen über die Folgemaßnahmen zur TDIP-Entschließung (s. o.) verfasste er einen Initiativbericht über Folter. Dieser sollte hauptsächlich einen Beitrag zur Abschaffung der Folter leisten: So wurde die EU aufgerufen, sich stärker darum zu bemühen, uneingeschränkt ihren Verpflichtungen nachzukommen, die in den EU-Leitlinien betreffend Folter und im EU-Aktionsplan für Menschenrechte und Demokratie festgeschrieben sind.

Arabischer Frühling

Das Europäische Parlament hat aufmerksam verfolgt, welche Entwicklung die Lage der Menschenrechte angesichts der Umbrüche in der arabischen Welt nimmt, und zu dem Zweck Themen wie Übergangsjustiz, Kampf gegen die Straflosigkeit, Frauenrechte, politische Rechte und demokratische Reformen bearbeitet. Im April 2012 veranstaltete der Unterausschuss Menschenrechte eine wichtige Anhörung zur Justiz in den Ländern des arabischen Frühlings, an der auch Vertreter aus der Region teilnahmen. Die Menschenrechtslage im Nahen Osten und in Nordafrika war auch Gegenstand von Aussprachen in mehreren anderen DROI-Sitzungen.

2012 und 2013 widmete sich der Unterausschuss unter Mitwirkung des Amts des Hohen Kommissars der Vereinten Nationen für Menschenrechte und mehrerer nichtstaatlicher Organisationen den Verletzungen der Menschenrechte und des humanitären Rechts im syrischen Bürgerkrieg. Er schickte Delegationen nach Jemen (Mai 2012) und Bahrain (Dezember 2012), um die Situation in diesen beiden Ländern zu beobachten, in denen der arabische Frühling von massiven Aufständen und Forderungen nach demokratischen Reformen und dem Schutz der Maryam al-Khawaya, Bahrain Center for Human Rights Menschenrechte begleitet wurde. 2013 führte der Anhörung „Justiz in den Staaten des arabischen Frühlings“ Unterausschuss infolge dieser Delegationsreisen Aussprachen mit der EU-Botschafterin in Jemen und mit Mitgliedern des Parlaments von Bahrain durch.

Auch die EU-Erweiterung hat den Unterausschuss Menschenrechte häufig beschäftigt. Bei einer Anhörung und in einer Studie wurde thematisiert, inwieweit Menschenrechtsanliegen im EU- Erweiterungsprozess in den Ländern des westlichen Balkans systematisch berücksichtigt wurden. Bei einer Delegationsreise nach Serbien Ende 2013 wurde festgestellt, dass das Europäische Parlament im Hinblick auf einen künftigen Beitritt des Landes zur EU unbedingt darauf drängen muss, dass die Menschenrechte in dem Land gestärkt werden.
