Nadeau Councilmember Brooke Pinto 23 24 25 _______________________________ 26 Councilmember Trayon White Sr. 27 28 29 A PROPOSED RESOLUTION 30 31 _____ 32 33 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 1 34 35 __________ 36 37 38 To declare, on an emergency basis, the sense of the Council of the District of Columbia 39 to condemn and denounce, in the strongest terms, all manifestations of hate crimes against any 40 American regardless of ethnicity, particularly anti-Asian sentiment, racism, discrimination, 41 scapegoating and ethnic or religious intolerance. 42 43 RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 44 resolution may be cited as the “Sense of the Council Condemning Hate Crimes Against Asian 45 and Pacific Islander Americans Emergency Resolution of 2021”. 46 47 Sec. 2. The Council finds that: 48 49 (1) 23 million Asian Americans and Pacific Islanders account for 7 percent of the 50 population of the United States. Asian and Pacific Islander Americans are the fastest growing 51 demographic in the United States and reside in every state and in the District of Columbia: they 52 are our friends, our neighbors, our co-workers, our family members. 53 54 (2) Residents of Asian and Pacific Islander heritage have enriched America in countless 55 ways. AAPI communities contribute to American societies in traditional and modern sectors that 56 impact all aspects of our lives. 57 58 (3) District of Columbia is home to 34,944 Asian American and Pacific Islander 59 residents. 60 61 (4) The use of anti-Asian rhetoric related to COVID-19 such as “Kung-flu” or “Chinese 62 virus” has perpetuated anti-Asian sentiment and stigma. 63 64 (5) Since January 2020 amid the COVID-19 pandemic, there have been a dramatic 65 increase in reports of hate crimes against Asian Americans. Many crimes go unreported or are 66 not classified as hate crimes. 67 68 (6) Increased use of anti-Asian rhetoric has resulted in Asian-American businesses being 69 targeted for robbery and vandalism. 70 (7) Since March 2020, 140 hate incidents have been reported against Asian Americans 71 across Maryland, Virginia, and the District of Columbia. Across America, 3,292 incidents of hate 72 towards the Asian community have occurred in 2020. There have been an additional 503 73 incidents reported in 2021. 74 75 (8) 31% of Asian Americans report having experienced racial slurs since the beginning of 76 the pandemic. 77 78 (9) On March 17, 2021, there was another horrific mass shooting, this time in 2 79 Atlanta, Georgia, killing eight people, six of whom were women of Asian descent. In recent 80 weeks, there was also a murder of an 87-year old Thai immigrant, a brutal assault of a 67-year 81 old man in San Francisco, and the beating of a 27-year old young man in Los Angeles. 82 83 Sec. 3. It is the sense of the Council that: 84 85 (1) The Council condemns any acts of hate, violence and aggression directed at any 86 individuals or groups of people of Asian or Pacific Islander heritage and hate directed at any 87 group of Americans is an assault on our fundamental values. 88 89 (2) The Council recognizes that the health and safety of all Americans, regardless of 90 ethnic background has and will be maintained as the highest priority and diversity is a critical 91 asset in the prosperity and protection of our nation. 92 93 Sec. 4. The Council shall transmit copies of this resolution, upon its 94 adoption, to the Mayor, the City Administrator, and the Director of the Mayor’s Office on Asian 95 and Pacific Islander Affairs. 96 97 Sec. 5. This resolution shall take effect immediately. 3 .
