1 Reclaiming the Vision for Salisbury and South Wiltshire: A report on the 2016 SCS annual Public Open Meeting

Salisbury Civic Society’s aims include celebrating the heritage, enhancing the built environment, and shaping the future of our area: the Annual Public Open Meeting run by the Society is one of many activities through which it seeks to achieve these. The Open Meetings, held every year since 1997, are designed to draw attention to a topic which could bring benefits to city and district, and are open to all free of charge.

The2016OpenMeetingon9thNovemberonceagaindrewalargeattendance.Committee members were busy putting out extra chairs to accommodate a capacity audience of around90-100peopleintheAlameinSuiteatCityHall.Thisyear’stopicwas“Reclaimingthe VisionforSalisburyandSouthWiltshire”andfocussedonnewpossibili tiesandapproaches tothefutureofSalisburyandSouthWiltshire,followingthedemiseoftheformalSalisbury Visionexercise. He wondered if some of Brunel’s St Paul’s Roundabout Site ‘Tudor’stationsmighthavebeensavedifthey hadbeenincluded,Bradford-on-Avonbeing Thelong-vacantformerBPgaragesitebySt officesforthemselves.Designshavebeen the only survivor. A lot of handsome 18C Paul’sroundaboutisanotoriouseyesore.It producedforthemby aWinchesterpractice, clothiers’houseshadalsobeenomitted. hadacquiredthatstatuswellbeforeJune OBarchitecture,andrepresentativesfrom Heshowedslidesofbuildingswhereinterior 2009,whentheSociety’sconcernoveritwas bothcametotheJunemeetingofthe featuresofinteresthadsubsequentlycometo featuredintheJournal.Sincethennothing DevelopmentCommitteetopresentthe light, often through the comments of local muchhaschanged,apartfromvariationsin scheme.Theillustrationshowsadepiction people. The area covered by the Society, as depicted in the centre pages of this magazine, is one which increasingly needs some explanation. To someone with no knowledge of this part of the world, who might expect a body whose remit extends beyond Salisbury to go for a ‘15 mile radius round the city’ type approach, it would be entirely baffling. Those more familiar with Wiltshire , but only recently arrived in this part of it, would not be surprised by the limitation to the county boundary to east and south, but in other directions the Society’s area might still be hard to explain.

Longer-termresidents,ontheotherhand,maywellrecognisetheareaoftheformerSalisbury DistrictCouncil,whichiswhattheSocietyadopted.(Itspredecessorbody,theSalisburyand DistrictP reservationTrust,hadbeenprettymuchlimitedtoSalisburyandWilton).Thefact thatwhenthecouncilstartedup,in1974,itincorporatedtwoformerMunicipalBoroughsand three former Rural Districts no doubt explains that area’s exact extent. As a coherent hinterland to Salisbury its logic is hard to detect. Thestartingpointisanassumption,whichprobablyfewwouldchallenge,thatsouthWiltshire expressedarangeofviews,withno Afurtherpresentationtothecommitteeis deservestobecoveredbyanamenitygrouplikeoursjusta smuchasthecitydoes,andthat unanimityastowhetherthebulkofthe anticipated,oncethetalkswithcouncil thereislittletobesaidforpullingbackandjustdealingwithSalisbury.Asregardsthespecific proposedbuildingwasexcessive.One plannershaveledtoamorefinalised geographicalremit,thesimplestreasonforretainingitisthatitremains,inthemain,thearea schoolofthoughtwasthatitwas version,andtheSocietywillofcourse coveredbythelocal,i.e.Salisbury-based,planningoffice.Theexceptionisanareacovering overscaledinrelationtodomesticbuildings commentontheeventualapplicationifit fiveparishesintheeast,whichwasformerlyinKennetdistrictbuthasnow beenpassedto adjacent,whileanotherwasthatthequality feelstherearepointswhichneedtobe thelocalplanners.TheSocietyignoresthisaddition,andjustconsidersapplicationsinthe originalcollectionofareas.Afurtheranomaly,ofaratherdifferentsort,isthatsince2006the oftheareaaroundintownscapetermsis made.AswiththeOldManorsite,therewill south-easterncorneroftheSociety’sarea,comprisingessentiallyRedlynch,Landfordand fairlylow,andthatastatementbuildinglike begeneralreliefoncesomethingfinally Nomansland,hasbeenpartoftheNewForestNationalPark.Thishasitsownplanningsystem, thiscouldbequiteappropriate.Inpractice startstohappen,andperhapsdownatthis andinthatre spectisbeyondtheswayofWiltshireCouncil.TheSocietydecidedatthetime screeningbytrees,eveninwinter,islikelyto endoftheWiltonroadwhatgoesupwillbe thatoneplanningauthoritywasquiteenoughtobedealingwith,andapplicationsinthatarea makeitnotthatvisiblefromviewpoints rathermoreadventurousandinteresting otherthantheoneattheendofFisherton arenolongerscrutinised.TheSocietymainlyfocusesonapplicationsinconservationareas thanfurtherwest,evenifitmaynot Streetusedforthedepiction.Members oraffectinglistedbuildings,andasithappenstherearenoconservationareasinthatsouth- necessarilybetoeveryone’staste. werefairlyunitedinfeelingabitscepticalas easterncorner,soitisonlylistedbuildingstherethatarenownotbeingcovered. towhetherthehighlyglazedupperstorey Richard Deane ThefitbetweentheSocietyandtheplanningsystemisthereforenotperfect,butinpractice wouldreallybe‘lostintheclouds’asthe Secretary Development Committee theonlyactionneededtomakethelinkworkistheignoringofafewparishesintheweekly depictionrathershowsit.Itwillbe applicationlistsemanatingfromBourneHill.ExtendingtheSociety’sremitanywherebeyond interestingtoseewhetherheightisoneof thecouncil’ssouthernplanningareawouldmeanaccessingadifferentlist,andwouldbean theissuesraisedbycouncilplanners. unnecessarycomplication.Reducingtheremitwouldjustmeanignoringsomemoreparishes, Committeememberswerealsounitedin andwouldbefeasible,butotherconsiderationsmilitateagainstsuchamove.Chiefamong feelingthattherewasnoproblemin theseistheimpactontheSociety’sbuildingsawardsscheme.Sincethisstartedinitspresent principlewiththecontemporaryapproach, formin1996,66awardsorcommendationshavebeengiventoprojectswithinSalisbury,and asopposedtothetameneo-vernacularfeel 72toonesoutsidethecity.Intheyear2003thereweresixwinnersoutsideSalisbury,andnone

10 11 12 13 “Mere, a town of considerable character and a notable local geology” atallwithinit.Aspresently(andverysuccessfully)constituted,theawardsschemewouldsimply notbeviableifasubstantialpartofsouthWiltshirewasnotincludedinthecatchmentarea.

Thismightnotruleoutsomeminortrimmingoftheoutlyingpartsofthatarea,butitishard toseethatmuchwouldbegainedfromthis.Alookatthemapwouldsuggestthatoneobvious rationalisationmightb etocutoffthewesternprotrusion,andsayputtheSociety’sboundary attheA350ShaftesburytoWarminsterroad.ThiswouldmeanthelossofMere,atownof considerablecharacterandanotablelocalgeology,andonewhosefeaturestheSocietyshould reallybepointingpeopletowards,ratherthancuttingitadrift.Anditwouldalsomean abandoningStourhead,somethingwhichthereseemslittlemeritinadvocating.The2016 awardsschemejudgingpanelweremorethanhappytoendtheirtourofshortlistedprojects withawalkroundpartofthelaketheretolookatthreestructures,anditwouldbeashame toremoveanychanceoffuturepanelsdoingsomethingsimilar.(Whetherthewalkledto anythinginthewayofawardswillhavetowaittillJanuarytoberevealed.)

Themostconstructiveappro achtotheSociety’sareaistoacceptthatitsratheroddshape hasitsownhistoriclogic,andcausesnoproblems,andtoconcentrateonhowtomakethe mostofit.ThisisacaseofbothmakingsurethattheSocietyisrelevanttothoselivingoutside thecity,andoftryingtoattractnewmembersfromamongthatgroup,bearinginmindthat the‘civic’intheSociety’stitledoesnotimmediatel yconveyitswiderremit.OftheSociety’s currentmembershipofjustunder400,about25%liveoutsideSalisbury,aproportionwhich seemsifanythingtobegoingdown.Lookingatmemberswhohavejoinedthisyear,the equivalentfigureisabout10%.Thespreadbeyondthecityisactuallyslightlymorediffuse OldShipInn,theTownClockandMereChurch thanfirstappears–ofthe25%,tenmembersdon’tliveintheSociety’sarea,thoughmostof themlivecloseby.The90orsomemberswhichthisleavesasthemembershipwithinthe area,butoutsideSalisbury,areinevitablyspreadquitewidelyandthinly.

Inevitably,thesortofmajorissuestheSocietyfocusesonwilltendtorelate,whollyormostly, toSalisbury.ThecurrentsearchbyWiltshireCouncilformorehousingland,whichhasgiven anopportunitytotheownersoftheBritfordLanefi eldstohavethemturnedintoanadopted site,isbasedonanidentifiedneedforanadditional625housesitesinSalisburyandWilton. TherearesomemuchlowerfiguresquotedforotherpartsoftheSociety’sarea,whichwill generallybemetbyusingbitsoflandwhicharerelativelyinsignificantintermsofsizeand impactwhencomparedtoBritfordLane.TheSocietyscrutinisedalltheareasputforward in SalisburyandWiltontomeetthelocalneed,butitdoesnothavetheresourcestoattempt anysimilarexerciseintherestofitsarea.

Whenitcomestothevettingofplanningapplications,however,theSociety’ssystemisapplied consistentlyacrossitswholearea,applyingthealreadymentionedprincipleoffocusingon conservationareasandlistedbuildings.Themajorityofvillagesini tsareahaveconservation areas,thoughbynomeansall.ThelargestoneinthelattercategoryisShrewton,whilefor instance Lower Woodford is covered, but not Middle or Upper Woodford. There are approximately3000listedbuildingsinthearea,welloverhalfofthemoutsideSalisbury.The effectivenessofapplicationvettingbeyondSalisburywilldependonvariousfactors,notleast howwellanapplicationactuallyconveyswhatisintended,withoutavisittothesiteinquestion beingpreferable.Whenoneisreallyneeded,thesituationbecomesratherhitandmiss,given thatthenumberofactivevettersisnothuge,andmostarebasedinSalisbury.Probablythe

14 15 Societydoesasmuchinthisfieldascanreasonablybeexpected.Itsawardschemeisitsmost Rollestone Street conspicuouscommitmenttoitsarea,andscrutinisingplanningapplicationstiesinwellwith this,withseveralprojectswhicheventuallywonsomethinghavingoriginallycometoitsnotice Pre-Application Presentations becausetheywerethesubjectofanapplication. After the St Paul’s roundabout presentation in June, the July Development Committee Theawardsschemeisalsoo fcourseoneofthewaysinwhichtheSocietycanmakepeople meeting looked at proposals for a site in Rollestone Street in Salisbury. The visitors were outsideSalisburyawareofit,andinafewcasestheschemehasledtoaward-recipients Nick Ludlow and Melanie Latham, the developer/architect team responsible for exemplary joining.Fortherest,opportunitiesforactiveproselytisingbeyondSalisburymaynotcome work at the Paragon in the Wilton Road in Salisbury, which won the Lady Radnor Award in thatoften,andrecruitmentmaydependmoreonwordofmouth,andoftheinterestwhich 2014. The site, formerly used by , runs from Jones the kitchen people to manywillhaveinthecitywhichformsthearea’snaturalfocus.Thetwodayexhibitionoutside near the junction with Bedwin Street, and backs on to what is now the Coroner’s Court in WaitroseinSeptemberisagoodexampleofaSalisbury-targetedpublicityexercisewhichwill Endless Street. On Rollestone Street it is fronted by an attractive wall with a central alsohavegainedtheattentionofsomefromfurtherafield.Mountingsomethinglikethataway doorway, all of which is to be retained. fromSalisburywouldprobablynotjustifytheworkneeded,butotheropportunitiesdeserve tobeinvestigated.IntheearlydaysoftheSociety,itsveryactivefirstsecretaryRodneyHoare Theschemeisforfourhousesina contemporarystyleintoahistoriccontext.It establishedalistof‘EyesandEars’,individualshappytoactascontactsthroughouttherural traditionalstyle,andtheversionseenby alsowonderedwhytheparticularstyle partsofitsregion.Manyofthemwerenotactualmembers.Itisunclearnowhowmuchthis thecommitteehadaprominentturre tona chosentookaleadfromVictorianhousesin listachieved,anditseemstohavefadedawayrelativelysoon,butsomethingsimilarmight projectingbay.Thecommitteewasinitially theareasjustoutsidethemedievalcoreof beworthconsiderationagain.Quiteapartfromanything,theworkputintogetsuchalist somewhatdisappointedbythegeneral thecity,resulting,astheminutesputit,in‘a goingwouldinevitablymeancontactwithpeoplewhohavelittleornoknowledgeofthe approach,stillhopingthatsomeonemight schemewhichdidnotreallylook Society,orofthefactthatitsremitextendsmuchmorewidelythanSalisbury,andmightby comeupwithaschemeforthecity’scentral comfortableonthesite’.Aviewthat itselfgenerateoneortwonewmembers. areawhichfoundawayoffittingamore simplifyingthedesignmightresultin

ThecaseforwhatisinfactaSalisburyandSouthWiltshireCivicSocietyseemswell-based,and thesomewhatirregularshapeofitsareaisahistoricalodditywhichdoesnoharm,anddoes notcryoutforrationalisation.Thepriorityshouldbetomakethemostofthiswidercoverage, andinparticulartotrytoboostmembershipoutsidethecity.Theneedtoattractnewmembers isanendlesslyrecurringthemewithintheSociety’sdiscussionsatcommitteelevel,anda specificfocusontheareasoutsideSalisburycouldaddapotentiallyproductiveelementtothis.

Fielding’sbelovedCharlottewasknownforherbeautyandher‘accomplishedmind’.Sadly, themarriagewasshort-livedf orCharlottediedin1744,butsheispreservedasthelively heroineSophiaWesterninhisbestknownnovel,TomJones.

The following updates on current issues summarise the present state of projects monitored by the Development Committee.

Old Manor Hospital The Phase 1 application for redevelopment of a major part of the Old Manor site was submittedinOctober2015,andwasthesubjectofsignificantcriticismfromtheSocietyon designgrounds(detailedinthemagazineayearago).Inparticularaconveniencestore,which willbethemostprominentaspectofthispartofthescheme,rightontheWiltonRoad,was deploredasowingnothingtothehistoryofthesite,ortowiderparallelswithinSalisbury’s past,andtobeineffectablandcorporateeffortofasortwhichcanbefoundinnumerous uninterestingareasacrossthecountry.Itwashowevernosurprisethatintherushtogreet somethingthatwouldfinallystarttheprocessofredeemingthelongderelictsite,detailed concernsaboutdesignwerenotgivenmuchweight.Theapplicationhasnowbeenapproved.

Britford Lane Fields On 22 September the Rev Woodley spoke with great enthusiasm about the St John’s Bemerton Community Project – A New Use For A Redundant Church. He started by showing us examples WhetherornottheBritfordLanefieldsgetdevelopedwithhousingdependsprincipallyon of churches converted to multi use such as Westbury Leigh where functions are divided by the final shape of a Wiltshire Council document known as the Housing Site Allocations glass screens.
