About the Government of through its flagship program, Integrated Child Development Scheme Project (ICDS) has attempted to solve the problems of maternal and child malnutrition. The Integrated Child Development Services (ICDS) has been largely unsuccessful in reducing malnutrition and this is recognized across the national and state Governments. Specifically its Take-Home Rations (THR) provided to 130 million beneficiaries is acknowledged by the government as being ineffective. To address the challenges of ICDS, Government of (GoR) and Children’s Investment Fund Foundation (CIFF), UK have undertaken a joint initiative - Project RajPusht. This is a 5 year program which aims to radically simplify and reform the ICDS to make it functional and effective in addressing maternal and child malnutrition. This will be achieved by replacing THR with cash transfers, which is a more effective way to achieve better maternal and child nutrition outcomes. Behavioral Change Communication (BCC) will also be undertaken to bring a positive change in knowledge, attitudes and practices around consumption of nutrient dense food by Pregnant and Lactating Women (PLW) and children <3 years. Creating a multi-stakeholder consensus on cash transfers as a better way to deal with malnutrition will also be undertaken. The program is currently operational in the district of Rajasthan. In the 2nd year of operations, it is now being expanded to 6 additional districts of Rajasthan namely Bhilwara, Sirohi, Barmer, Rajsamand, Ajmer & Kota.

Job Description IPE Global invites applications from eligible candidates for the position of District Programme Manager (DPM) – RajPusht at District Level to be primarily based at the District Headquarters in one of the 6 program districts (Bhilwara, Sirohi, Barmer, Rajsamand, Ajmer & Kota).

The DPM will be responsible for leading the planning and implementation of various project interventions in the district; providing overall managerial, administrative and other support to the team members; preparing reports, providing feedback and guidance on data collection & reporting to the grantees, field team, etc.; liaising with government counterparts to obtain approvals, support in issuance of guidelines, letters etc.; and getting their ownership in implementation of project interventions. Key Under the guidance of the Team Leader/Deputy Team Leader, the DPM will have the overall responsibilities responsibility for the program implementation in the assigned district.

Project Management  Manage the district project implementation team;  Facilitate planning and organizing of workshops, meetings, training sessions, etc.;  Facilitate the data collection process – data quality and integrity – related to project interventions;  Interact regularly with government counterparts in the various Departments in the district and District Collector’s Office to report on progress and solicit necessary support for implementation of project activities;  Conduct review meetings of the District & Block team members to periodically to review their performance and address gaps, if any;  Prepare and ensure timely submission of monthly & quarterly progress reports and other high quality deliverables as required for the project.

 Organize field visits for visitors from national/state office, donor, etc.;

Technical Assistance in Strategy and Implementation  Work with the district team in developing the district micro-action plan for implementation of project activities;  Support design of an effective communications plan for the project interventions and ensure proper implementation of the same;  Capture lessons learned, document and support writing of success stories, and case studies to disseminate findings that have the potential to contribute to global learning.

Monitoring and Control  Ensure timely redress of complaints from project beneficiaries, and other stakeholders;  Ensure proper administration of district office and maintenance of records, data, etc. Qualification & Essential Experience  Post Graduate qualification in Rural Management/Social Sciences/ Humanities, preferably from IRMA, XIM, XISS or leading universities outside India;  At least 8 years’ experience of working in non-profit, government, or similar other sectors on designing and implementing public health or other cash transfer program;  Must be able to travel frequently to rural areas and oversee the program implementation at sub-district level;  Experience of managing large field teams  Able to oversee program implementation plans and coordinate with field staff implementing these plans;  Proven ability to work closely with district administration for program implementation;  Good IT and analytical skills in MS Office and Excel.  Good verbal, interpersonal and written communication skills in Hindi & English;  Proven track record of working with external partners, agencies and governments;

Desirable  Experience of working on cash transfer program or direct benefits transfer;  Experience of working in districts of Rajasthan Contract Type and Period This will be a fixed term contract.

The contract will be initially for a period of one year, extendable thereafter, based on performance, for a likely period of 3 years.
