Economic prosperity is increasingly spatially concentrated, while left-behind regions struggle with poverty, bad education, inferior health, political extremism. The COVID-19 pandemic disruptions have created new spaces for change, as citizens and decision-makers around the globe are looking for recovery options. However, this window of opportunity to drive change in new directions will not last for long in times of high political and economic volatility. This is the time for a deep, bold, well-informed move in response to the fragmentation of global decision-making. ‘Urban tinkering’ (Keith, Parnell et al., 2020) cannot continue to be the only answer. What institutional foundations could help to value ‘homo economicus’ prosocial motives beyond his selfish interests (Collier, 2020)? Under which conditions could the international cooperation that allowed for the rapid sequencing of the SARS-CoV-2 genome and the development of vaccines be expanded to other areas, in particular sustainable urbanization and infrastructure systems? Beyond the „global cities and infrastructure for growth“ narrative that has largely prevailed since the aftermath of the Cold War, this session will reflect on how key policy-making arenas such as the G20 can help reverse urbanization’s extraordinary ability to cement and lock-in an unsustainable, unequal future. Objectives: - Highlight the spatial dimension of the decoupling of economic and social prosperity. - Address the important policy fields to counter regional disparities. .

Biography Enrico Giovannini (born 6 June 1957) is an Italian economist and statistician, member of the Club of Rome. Since 2002 he is full professor of economic statistics at the Rome University “Tor Vergata”. From 28th April 2013 to 22 February 2014 he was Minister of Labour and Social Policies in the Italian Government. From August 2009 to April 2013 he was President of the Italian Statistical Institute (Istat). From January 2001 to July 2009 he was Director of Statistics and Chief Statistician of the Organisation for Economic Co-operation and Development (OECD). He is currently Co-Chair (with prof. T. Atkinson) of the Statistical Advisory Board of the UNDP for the Human Development Index, Co- chair (with prof. J. E. Stiglitz) of the Strategic Forum on the measurement of well-being, joint initiative of the International Statistical Institute and of the International Economic Association, Chair of the Advisory Boards of European Projects E-Frame and Web-COSI, Member of the High-Level Expert Group on the Measurement of Economic Performance and Social Progress established by the OECD, Member of the Board of the “Agnelli Foundation”, of the “ENEL Foundation” and of the “Aurelio Peccei Foundation”, Member of the Council of the International Statistical Institute. El Partido Democrático, de centro-izquierda, se ha visto en la necesidad de encontrar un nuevo líder, tras la dimisión de Bersani, criticado por no haber sabido, después de las elecciones, dar los pasos justos para formar Gobierno ni haberse atrevido a presentar su propio candidato para la presidencia de la República, En una asamblea extraordinaria ha elegido como nuevo secretario provisional del partido hasta el próximo Congreso a Guglielmo Epifani, ex secretario general del primer sindicato italiano, CGIL, y prácticamente único candidato para estas elecciones internas, a las que no se han presentado los dos representantes actualmente más destacados del partido, el Primer Ministro, Enrico Letta, y el alcalde de Florencia, Matteo Renzi. The milestone, which brings to 65% the amount of excavation completed, establishes an uninterrupted connection among the work sites along a 22-kilometre section of the railway on the side of Piemonte region of the project. The breakthrough inside a chamber of the Serravalle tunnel at the Libarna site near the municipality of Arquata in the province of Alessandria was witnessed by Italian Infrastructure and Sustainable Mobility Minister Enrico Giovannini, who was connected remotely; Extraordinary Commissioner for the Terzo Valico dei Giovi and Genoa Junction projects, Calogero Mauceri; Webuild Chief Executive Pietro Salini; Ferrovie dello Stato Chief Executive and General Director Gianfranco Battisti; and Liguria and Piemonte governors Giovanni Toti and Alberto Cirio. “I see there is a big political debate over the Recovery Plan, which foresees investments in infrastructure over a period of six years for nearly €50 billion, representing 0.5% of GDP,” said Salini. “These resources need to be put together with other sources of financing.
