Country Report on Human Rights Practices in Armenia Page 1 of 13 Armenia Country Reports on Human Rights Practices - 2006 Released by the Bureau of Democracy, Human Rights, and Labor March 6, 2007 Armenia, with a population of approximately 3.2 million, is a republic. The constitution provides for a popularly elected president (Robert Kocharian) and a unicameral legislature (National Assembly). A constitutional referendum in 2005 and presidential and National Assembly elections in 2003 were seriously flawed and did not meet international standards. The country has a multiparty political system. Civilian authorities generally maintained effective control of the security forces; members of the security forces committed a number of human rights abuses. The government's human rights record remained poor, and serious problems remained. Citizens were not able freely to change their government; authorities beat pretrial detainees; the national security service and the national police force acted with impunity; authorities engaged in arbitrary arrest and detention; prison conditions were cramped and unhealthy, although slowly improving; authorities imposed restrictions on citizens' privacy, freedom of the press, and freedom of assembly. Journalists practiced self-censorship, and the government and laws restricted religious freedom. Violence against women and spousal abuse were problems, as were trafficking in persons, discrimination against persons with disabilities, and societal harassment of homosexuals. There were reports of forced labor. There were some improvements during the year. The implementation of constitutional reforms ratified in 2005 led to some increase in judicial independence and for the first time gave citizens direct access to the Constitutional Court. Penalties for trafficking were toughened and a court for the first time imposed financial, as well as criminal, penalties on traffickers. -

A special welcome in the holy kiss of brotherhood to you, venerable Brother Nerses Bedros XIX. A few days after your election as Patriarch of Cilicia for Armenian Catholics, after receiving ecclesiastical communion from me, you have come here as a joyful sign and expression of your communion and that of your Church with the Successor of Peter. This event celebrates the goodness of the Lord who has so loved us that he has granted us to share fully in the same faith. We have shown this gratitude in the highest and most solemn way given to Christians: by concelebrating the same Eucharist and exchanging the holy gifts of the Body and Blood of the Lord, our common hope. ABSTRACT RICE, CARL ROSS. Diocletian’s “Great Persecutions”: Minority Religions and the Roman Tetrarchy. (Under the direction of Prof. S. Thomas Parker) In the year 303, the Roman Emperor Diocletian and the other members of the Tetrarchy launched a series of persecutions against Christians that is remembered as the most severe, widespread, and systematic persecution in the Church’s history. Around that time, the Tetrarchy also issued a rescript to the Pronconsul of Africa ordering similar persecutory actions against a religious group known as the Manichaeans. At first glance, the Tetrarchy’s actions appear to be the result of tensions between traditional classical paganism and religious groups that were not part of that system. However, when the status of Jewish populations in the Empire is examined, it becomes apparent that the Tetrarchy only persecuted Christians and Manichaeans. This thesis explores the relationship between the Tetrarchy and each of these three minority groups as it attempts to understand the Tetrarchy’s policies towards minority religions. In doing so, this thesis will discuss the relationship between the Roman state and minority religious groups in the era just before the Empire’s formal conversion to Christianity. It is only around certain moments in the various religions’ relationships with the state that the Tetrarchs order violence. O C A U H O L S T L E A C N O N I T A A I N R L E T L N I A R E E M C E M B R A N A Matter Of Comparison: The Holocaust, Genocides and Crimes Against Humanity An Analysis And Overview Of Comparative Literature and Programs Koen Kluessien & Carse Ramos December 2018 International Holocaust Remembrance Alliance A Matter of Comparison About the IHRA The International Holocaust Remembrance Alliance (IHRA) is an intergovernmental body whose purpose is to place political and social leaders’ support behind the need for Holocaust education, remembrance and research both nationally and internationally. The IHRA (formerly the Task Force for International Cooperation on Holocaust Education, Remembrance and Research, or ITF) was initiated in 1998 by former Swedish Prime Minister Göran Persson. Persson decided to establish an international organisation that would expand Holocaust education worldwide, and asked former president Bill Clinton and former British prime minister Tony Blair to join him in this effort. Persson also developed the idea of an international forum of governments interested in discussing Holocaust education, which took place in Stockholm between 27–29 January 2000. The Forum was attended by the representatives of 46 governments including; 23 Heads of State or Prime Ministers and 14 Deputy Prime Ministers or Ministers. The Declaration of the Stockholm International Forum on the Holocaust was the outcome of the Forum’s deliberations and is the foundation of the International Holocaust Remembrance Alliance. The IHRA currently has 31 Member Countries, 10 Observer Countries and seven Permanent International Partners. -

Daniel Findikyan as Primate of the Eastern Diocese The 116th Diocesan Assembly elected the Very Rev. Fr. Daniel Findikyan as the new Diocesan Primate on May 4, 2018, thus entering a new era of leadership. Following his election, Fr. Findikyan told the delegates he was “enormously humbled and honored that you have chosen me to be your next Primate.” He succeeds Archbishop Khajag Barsamian who, at 28 years, has become the longest serving Diocesan Primate. On May 8, His Holiness Karekin II, the Supreme Patriarch and Catholicos of All Armenians, confirmed Fr. Findikyan’s election in a letter of blessing. A short enthronement service, on the occasion of the confirmation, was held in New York’s St. Vartan Cathedral, whereby Archbishop Khajag Barsamian ceremonially passed his staff of office to the new Primate. Fr. Findikyan is the 12th Primate of the Diocese and the first in its 120-year history born in the United States. Ordained as a celibate priest in 1997, and a noted international scholar of liturgics, Fr. Findikyan has served the Church as dean of St. Nersess Armenian Seminary and as director of the Krikor and Clara Zohrab Information Center, the Eastern Diocese’s research and scholarship facility. A native of Fort Worth, TX, Fr. Daniel is a graduate of St. Nersess Armenian Seminary. While studying at the Seminary, he earned a master’s degree in musicology at City University of New York. -

[email protected] Szerkesztésért felelős személy: Chen Xin Kiadásért felelős személy: Huang Ping china-cee.eu 2017/01 Bosnian genocide denial Bosnian Genocide denial is believed to be intentional act of Republika Srpska and (to a certain extent) Serbian authorities of denying the planned systematic genocide of 6000 to 7000 Bosniaks from Eastern Bosnia following the siege and capture of Srebrenica by the Srpska Army in July 1995. Serb politicians generally deny the genocide perpetrated against Bosniaks during the Bosnian war, refute claims that Srebrenica massacre constitutes a genocide, revise a number of soldiers and civilians killed during and in the aftermath of the 1995 Srebrenica siege (arguing that the total number of killed did not exceed a half of the number claimed by Bosniak side) and even claim that the genocide is perpetrated against the Serbs during the course of the Bosnian war. As a form of denialism, it can be compared to similar non-mainstream historical revisionisms such as Armenian Genocide denial and Holocaust denial. In generally accepted view shared among foreign experts and historians, however, the Srebrenica massacre is considered as the biggest genocide that occurred in Europe after WWII. A fact exacerbating the controversy of the Bosnian genocide is that it happened relatively soon, only 24 years ago, hence is not (yet) unanimously acknowledged as a historical fact by historians and genocide scholars alike. -

Barkey Its Neighbors” project, a group of leading specialists on the geopolitics of the region and on the domestic politics of the individual countries is assessing the interests and influence of the countries surrounding Iraq. In addition, these specialists are examining how Turkey and Iraq the situation in Iraq is impacting U.S. bilateral relations with these countries. Henri Barkey’s report on Turkey is the first in a series of USIP special reports on “Iraq The Perils (and Prospects) of Proximity and Its Neighbors” to be published over the next few months. Obsessing about the Catholic Other: Religion and the Secularization Process in Gothic Literature Perhaps it was totally predictable that the past year has seen both the publication of a major book by Lennard Davis entitled Obsession!, as well as a new two player board game called "Obsession" in which one player wins by moving his ten rings along numbered slots. Interest in obsession, it would seem, is everywhere in high and low cultures. For Davis, obsession is both a cultural manifestation of what modernity has wrought, and a psychoanalytical phenomenon: in fact, he defines it as a recurring thought whose content has become disconnected from its original significance causing the dominance of repetitive mental intrusions (Davis 6). Recent studies have revealed that there are five broad categories of obsession: dirt and contamination, aggression, the placing of inanimate objects in order, sex, and finally religion2 Another recent study, however, claims that obsessive thoughts generally center on three main themes: the aggressive, the sexual, or the blasphemous (qtd. Davis 9). It is that last category - the blasphemous - that I think emerges in British gothic literature of the late eighteenth and early nineteenth centuries, particularly as seen in the persistent anti-Catholicism that plays such a central role in so many of those works (Radcliffe's The italian, Lewis's The Monk, and Maturin's Melmoth the Wanderer being only the most obvious). -

Cycles of Genocide, Stories of Denial: Atom Egoyan’s Ararat Donna-Lee Frieze School of History, Heritage and Society, Deakin University, Australia This article focuses on Atom Egoyan’s Ararat and explores how, through a convoluted narrative structure, Egoyan grapples with denial of the Armenian Genocide and the consequences of those denials for present generations—both Turkish and Armenian—illuminated in the film as an extension of the genocide. Egoyan uses a film-within-a-film to move beyond a popular definition of genocide as mass killing alone and links the understanding of stories, truths, and perspectives in everyday life to the dehumanizing acts of genocide. Employing the philosopher Emmanuel Levinas’ ethical theory of the Other (the ethical) and philosophical understandings of ontology (dehumanization) to illuminate the genocide and its ongoing denial, this article contends that Egoyan’s focus on the generations of genocide survivors points to the ethical responsibility to one another that underlies everyday lives and sits at the heart of what is absent in the acts of genocide.
