SUMMARY OF PROJECT Khowans - Shalmari Block OIL INDIA LIMITED (OIL), a Government of India Navaratna Enterprise, is currently engaged in carrying out exploration, development and transportation activities in its operational areas in Upper Assam, Artrnachal Pradesh and Mizoram in the North Eastern part of India for petroleum exploration. OIL is also undertaking hydrocarbon exploration activities in few other Indian states and few overseas countries. Govt. of India and Assam had awarded Petroleum Mining Lease (PML) for exploration and development of oil & gas namely; Dumduma (Block-A), Dibrugarh, Dibrugarh Extn., Moran, Moran Extn., Naharkatiya, Hugrijan, Borhat, Sapkiant and Dholiya PMLs and adjoining areas spread over the administrative districts of Sibsagar and Dibrugarh of Assam to Oil India Limited. The region comprises of areas pertaining to Shalmari, Parbatipur, Rajgarh and South Tinali and is located towards the western part of OIL's operational area in Upper Assam. 3D seismic surveys were carried out extensively in the block. The 3D surveys include Parts of Borhat Sapekhati, Moran, Haldibari-Dikhari pathar areas. Also, 2D seismic lines were acquired earlier. The area nearby involves the established oil and gas bearing structures viz. Umatara, Balimara in the East to Moran oil fields in the West which are primarily producing from Miocene-Oligocene formations with Moran and Shalmari areas which are producing from both Barail and deeper Lakadong+Therria reservoirs. Seismic interpretation of 2D and 3D led to identify structures to probe Paleocene-Lower Eocene prospects in the area. Oil was discovered in Sologuri- 1 in Lakadong+Therria Formation and presently under production. Oil India Limited is presently producing crude oil and gas from the Khowang - Shalmari area, which is spread over the administrative districts of Tinsukia, Sibsagar and Dibrugarh in Assam. In order to further enhance production activities in the said area OIL proposes to drill additional 68 development wells along with construction of production facilities covering Dumduma (Block-A), Dibrugarh, Dibrugarh Extn., Moran, Moran Extn., Naharkatiya, Hugrijan, Borhat, Sapkiant and Dholiya PMLs under Dibrugarh & Sibasagar districts with a project area extending upto lO73 sq km. In the event of successful completion of drilling of the additional wells, it is expected to further augment the production of crude oil from the said block by around 0.08 MMT per year. Accordingly, the state of Assam will also be benefitted in terms of Royalty payment from Oil India Limited. The entire block area is demarcated on the basis of the geographical co- ordinates, and covers an area of about 1073sq km. Dibrugarh is an important town of the area. The project area covers agricultural land/ tea gardens/ Namdang, Telpani, Sapekhati, Deroi and Jokai reserve forests (RFs). But there is no national park/wildlife sanctuary/eco- sensitive zones within 10 km radius. Shalmari and Barbam, respectively located on the South bank and the North bank of the Burhi Dihing River, have been identified as locations central to the proposed drilling area. The Burhi Dihing River is the main river flowing from east to west through the study area. The Tingrai River flowing in a north-south trend is a tributary of the Burhi Dihing River, in the eastern part of the area. Another important tributary of the River Burhi Dihing, in the north-western part of the Block, is the River Sessa that flows with a north to south trend. The River Disang, flowing with an east to southwesterly trend in the south of the study area carries a part of the drainage of the area. A number of beels occur within the block, especially in the floodplain of the Burhi Dihing River. The Burhi Dihing River is the main river flowing from east to west through the area. The Tingrai River flowing in a north-south trend is a tributary of the Burhi Dihing River, in the eastern part. Another important tributary of the River Burhi Dihing, in the north-western part, is the River Sessa that flows with a north to south trend. The River Disang, flowing with an east to southwesterly trend in the south is a part of the drainage channel of the area. A number of beels occur within the block, especially in the floodplain of the Burhi Dihing River. There are five reserve forests within the area namely Namdang, Telpani, sapekhati, Deroi and Jokai. out of the five RF, Namdang, Telpani and Jokai Reserve forests lie towards the west and are administered. by the Dibrugarh Division of the Eastern Assam Circle of the Department of Environment and Forests, Government of Assam. The Burhi Dihing River flows along the western boundary of the Telpani RF from south to north and the Jokai RF has the Sessa River flowing along its western boundary in a north to south direction. The notified areas of the Namdang, Jokai and Telpani reserve forests are 18.57 sq km, 18.47sq km and 13.31 sq km respectively.
