COVID PROTOCOLS ARE DEEMEED MCRCB REGULATIONS AND JUDICIAL ACTION MAY BE TAKEN FOR NON-COMPLIANCE.

THIS EVENT IS OPERATING UNDER SCOTTISH GOVERNMENT JURISTICTION. NOTE THE PUBLIC AND TEAMS AREAS ARE SEPERATE – PLEASE CAREFULLY STUDY THE SITE PLAN REGARDING ACCESS AND MOVEMENTS.

ANYONE WITH ANY OF THE PUBLISHED SYMPTOMS OF COVID-19 OR WITH UNDERLYING HEALTH ISSUES AND CONSIDERED VULNERABLE SHOULD NOT ATTEND THIS EVENT:

ACCESS TO THE PADDOCK IS RESTRICTED TO ACCREDITED PERSONS ONLY – THESE ARE HOLDERS OF A VALID MSVR ISSUED 2021 BSB ALL AREAS, PITLANE OR PADDOCK CREDENTIAL. TO SUPPORT NHS TRACK AND TRACE TEAMS MUST KEEP A RECORD OF ANY NON PHOTO PASSES ISSUED DETAILING THE NAME, ADDRESS AND TELEPHONE NUMBER OF THE PASSHOLDER. MSVR WILL MAKE SPOT CHECKS REGARDING THIS. NON PRODUCTION OF PASS INFORMATION WILL BE CONSIDERED A BREACH OF THE COVID PROTOCOLS.

ACCESS TO THE VENUE WILL BE RESTRICTED AS SHOWN ON THE ATTACHED SITE PLAN. SECURITY AND MARSHALS WILL BE PATROLLING RED ZONE AREAS. ANYONE IN THESE AREAS WILL HAVE THEIR CREDENTIALS WITHDRAWN AND ACTION WILL BE TAKEN AGAINST THE ISSUING TEAM.

Thorough hand washing with soap and water for 20 seconds must be performed frequently by everyone and all teams must have their own designated hand washing area within their paddock space. Anti-bacterial hand wash with a minimal alcohol content of 60% should be used when soap and water are not available. Hand gel should be carried by all personnel. Where personnel wear gloves, the gloves must also be frequently cleaned as above or be replaced. All teams / suppliers must ensure they supply their own personnel with any relevant Personal Protective Equipment (PPE) for the duration of the Event in accordance with prevailing government guidelines. https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19/construction-and-other- outdoor-work https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19/vehicles Where possible, the current social distancing guidelines must be adhered to at all times. Where this is not possible (i.e. working on a machine), personnel must wear face masks and gloves (eye coverings should be worn where appropriate) at all times and try to avoid face-to-face situations with anyone less than 2 metres distant. Face masks are compulsory and must be worn by all personnel when in the following working areas: Pit Garages (or in awnings in the paddock), in the Pit Lane, on the Signal Wall*, on the Starting grid, in Technical Control, in the TV and Technical Parc Ferme, at Tyre and Fuel supplier material handling areas. In any indoor working room noting that the media centre, race direction and timekeeping/commentary rooms are not accessible to teams. Access only via exceptional invitation. When visiting race administration – one nominated person per team. Riders do not have to wear a face covering on the starting grid, podium and for the 1:1 post race live interview. *SIGNAL WALL – A MAXIMUM OF 2 PEOPLE PER RIDER MAY ACCESS THE SIGNAL WALL – PLEASE SPACE OUT. PLEASE REMOVE ANY EQUIPMENT AFTER EACH SESSION AND REGULARLY CLEAN.

PIT GARAGES AND AWNINGS WILL BE MONITORED FOR OCCUPANY – Teams are encouraged to mark out 2m² sections on all flooring inside garages or awnings. Teams to manage numbers in the garages / awnings to keep to a necessary minimum, applying as far as possible the “rule of six”. Teams will be responsible for cleaning/sanitising their own garage, awning spaces and equipment at regular intervals throughout the Event. It is recommended that sharing of tools and equipment should be avoided where practical. Team members must keep to their own paddock space as much as possible and avoid all unnecessary interaction with other teams’ personnel at all times. INTER-TEAM FUNCTIONS MUST WHERE POSSIBLE BE CONTAINED TO WORKING GROUPS OF A MAXIMUM OF SIX PERSONS. Team personnel must not touch any generator power equipment in the Paddock, other than connecting/disconnecting a power lead to a distribution box (which will be cleaned prior to placement). Only Speedy/IDE personnel can handle generators and distribution boxes. Pit Garage doors should remain open at all times whilst the pit box is occupied There should be no shared on-site overnight accommodation (i.e. motorhomes / caravans / team transporters) unless personnel are from the same household or support “bubble”. Teams are required to complete and maintain a COVID-19 Risk Assessment covering their activities at Events, keeping it updated with any subsequent changes as they are introduced. Proof of same may be requested by any attending local or regional EHO.

There is STRICTLY no access outside of these times – in particular motorhome suppliers MUST NOT DROP BEFOREHAND and they must be collected by end of day Monday 12th July. Motorhomes either positioned or not collected will be subject to a chargeable release fee.

All working vehicle parking will be under the instructions of the MSVR-BSB Paddock Parking crew. Team support vehicles may not have paddock access, regardless of the pass allocated, and may have to park in a secondary area if directed, as priority will be for principle paddock work vehicles. Team Private vehicle parking is located on the left of the main roadway. Team Associate/Guest parking is on the right of the main roadway – these visitors must have their personal passes on them, and on presentation will be directed into the Team Guest parking area. Non-credentialed visitors will be directed into public parking – and once in there, no access to the paddock is possible, so it is important to inform all team personnel in advance. Hospitality vehicle passes that have been transferred to cars have no validity whatsoever. All access is via the main entrance, a holding area will be established inside the venue. The pass system will be active from Wednesday – with strict pass scanning.

RACE ADMINISTRATION & SIGNING ON

Race Administration is located on the ground floor of the media building at the rear of race control. Given its size, only two persons may be at the counter at any one time and a socially distanced queuing system will operate outside.

Race Admin opening times 07:30 to 30 mins after final on track activity.

In addition under 18s must also sign on in race admin at each event before going on circuit. Those with overseas licences must show start permission from their national federation. Wildcards will collect their passes from Security at the main entrance.

Race Administration can also assist with any permanent personnel or vehicle pass queries. Personnel pass changes / additions are chargeable at £30 each.

Any machines that have not had a barcode applied to the frame will have these applied during this period. All checks to take place in the scrutineering bay, riders must present themselves in full racing attire (and face covering).

Rider access AND pedestrian pedestrian/crew access for teams not allocated a pit box is the route adjacent to technical and new tented pit area (see map)

THERE WILL BE A SIGHTING LAP(S) PERIOD AND TWO WARM UP LAPS FOR ALL CLASSES.

JUMP START - The PIT LANE ride through equivalent time penalty is 11 seconds.

SAFETY CAR

The Safety Car will enter the circuit from the link road after the Hairpin on the right hand side, it will leave the circuit via the link road before the Hairpin on the right hand side (see image below). The race will not resume until the passing of the finish line and the waving of the green flag. It is the responsibility of the leader to control the place once the safety car has left the circuit before the resumption of the race.

To assist all riders small boards with an arrow will be placed alongside the track edge where the Safety Car will enter and exit the circuit.

PADDOCK INFORMATION

NOISE RESTRICTIONS - Before 08:30 – After 18:30

CONTROL FUEL – EURO MSPORT will be supplying Panta control fuel, adjacent to the circuit fuel station, pre-orders are recommended via their website.

Friday 1330-1730hrs Saturday 0800 -1200hrs, 1330-1730hrs Sunday no service The results of fuel testing completed by MSVR are a matter of fact.

MEDICAL CENTRE – This is manned 24 hours throughout the event.

PADDOCK TRANSPORT (SCOOTERS)

The use of Paddock transport is granted on the express condition that it is to help teams to function during an event, one scooter pass per rider will be issued.

Valid and appropriate insurance is required, if the scooter is taxed and insured for the road the scooter must also have the road registered number plate displayed, must be presented. Each scooter will also be assessed for noise and suitability; scooters must have a suitable hook mechanism for trolleys.

The scooter will then have a pass applied and be photographed to form a season record. The team member bringing the scooter must be wearing their season personnel pass, and a face covering.

MSVR’s decision on the granting of a pass will be final, any scooter found to be used in the paddock that is not approved will result in sanctions for the rider/team.

We recommend that all riders and passengers on scooters wear helmets.

As social distancing on a scooter is impossible carrying a passenger – this is strongly discouraged and in any circumstances where a there is a rider and passenger – BOTH MUST WEAR MOUTH/NOSE COVERING.

A MAXIMUM SPEED LIMIT OF 10 MPH APPLIES AT ALL TIMES

PADDOCK SCOOTERS MAY BE USED AT THE FOLLOWING TIMES ONLY:

FROM ONE HOUR BEFORE THE START OF TRACK ACTIVITIES UNTIL 19.00HRS, AND FOR ESSENTIAL JOURNEYS ONLY ON THE SET UP DAY(S).

ABUSE OF THESE CONDITIONS WILL BE TREATED AS FOLLOWS.

TIMEKEEPING/TRANSPONDERS/INFO SERVICE

TSL Timing will be at the event, live timing will be available and results will be published on the TSL website https://www.tsl-timing.com/. There will NOT be a photocopying results service (at the test or race events for the foreseeable future) so we recommend that you bring your own printer should you require instant hard copies.

A charged and working transponder must be fixed to all riders motorcycles for timing and tracking. TSL will have a limited number available for hire on the day. These can be hired for the day from Race Administration at a cost £30 (£25 + VAT) but must be pre-booked at www.tsl- timing.com/store.

The first 15 in the 2021 Championship standings have been alternated across the groups in order, thereafter a ballot was conducted on 5th July 2021 at the MSVR offices at . The ballot was drawn by the MSVR Race Director, witnessed by the Company Secretary of the MCRCB.

The free and qualifying practice sessions for each group will be scheduled concurrently. Riders may only participate in the free or qualifying practices session for the group they are listed in. If a rider participates in the wrong group session they will be black flagged and/or no times will be recorded for them in that session.

Dependent on the weather conditions during the qualifying practices the starting grid will be determined by applying:

(A) The Dry Rules – whereby the faster overall qualifier will be on pole with the other grid positions determined in the order of the fastest times of the overall combined classification across the two groups.

(B) The Wet Rules– whereby faster overall qualifier will be on pole with the other grid positions alternating between the combined classifications of each group.

In order for the Dry Rules to apply, the Qualifying Practice session for each group, run concurrently, is held in identical dry conditions, and must have been run to its total scheduled time duration.

Any situation which in the opinion of Race Direction and endorsed by the Stewards renders an unequal situation between the two qualifying sessions, the Wet Rules will apply. The decision of the Stewards is final.

In the event of all the qualifying practices being cancelled and it being necessary to revert to the free practice times (E1.5.2.4), the results of the free practices will be taken. The principle of the Dry and Wet rules will still apply.

The first 28 riders in the results of the combined qualifying practices however determined (Wet or Dry rules) will qualify directly for the Pirelli National Superstock Championship Races. Should a directly qualified rider withdraw, the next rider classified will be added, and so on. The remaining riders may take part in the Last Chance Qualification Race (LCQ). Grid positions for the LCQ race will be the results of the combined qualifying practices.

The first 8 finishers in the LCQ Race will qualify for the Pirelli National Superstock Championship Races and will be placed in order of their LCQ race finishing position, occupying positions 29 – 36 for race one. In the event of a top 8 finisher in the LCQ race not able to participate in the main championship race, the 9th place finisher will qualify, and so on. Following the first Championship race, in the event of grid capacity being available for race two, the remaining LCQ finishers will be offered a start in the order of their LCQ finishing position and placed at the back of the grid.

The LCQ race will use the Quick Start procedure.

In the event of the LCQ race being red flagged after the leader has completed 50% race distance (rounded down), it will be considered to have finished. All other provisions of E1.10.1.3 apply.

In the event of the LCQ race being stopped and restarted, the above will also apply however a result may be declared when the leader has completed four laps of the restarted race.

This event is held under the most up to date guidelines and rules that have been issued by the Scottish Government so it will continue to operate under restrictions and scrutiny. Adherence to the protocols and procedures to mitigate the risk of COVID-19 transfer is critical, first and foremost for the health and wellbeing of all in the BSB community but also to protect the viability and integrity of the championship. Please read carefully all the information provided.

Bulletin 2 – Race Direction Info

TRACK CUT – TURN 1-2

The green painted area on the outside of Turn 1 and the escape lane on the inside of Turn 2 will be considered a Track Cut. You are reminded that any track section that can be short-cut will be identified with timekeeping loops and monitored. The short cut sector for Knockhill is defined between FL – I1, refer to the TSL official track map. The principle is that a rider making a mistake and short-cutting the track should lose time compared to staying on track.

Riders cutting the track in practice and qualifying will have the lap time cancelled. Riders cutting the track in the race must be at least 1 second slower in that sector than their average normal time for that sector (“normal” = not the first lap, or any other irregular lap eg. due to changing conditions or an incident). If the rider is not at least 1 second slower, a time penalty will be imposed equal to 2 seconds slower than the rider’s average normal time for that sector.

Any time penalties will be published on the timing monitor and to the track on the startline LED display.

Any position gained by short-cutting the track must be given back immediately.

If a rider is forced off track by another rider then only advantage gained (position or time gained) will be considered

TRACK LIMITS – TURN 5

The track limit is defined as the left hand edge of the blue/white painted kerb. Passing to the left of this point will be judged as exceeding track limits, i.e. use of any of the red painted area.

Additionally, yellow deterrent “humps” have been fixed to the red painted run off area. You are strongly advised to take notice of these as part of track familiarisation.

TRACK LIMITS – TURN 6, TURN 7, TURN 9

The track ends at the edge of the blue and white painted area, use of the green and any red painted areas are considered exceeding track limits.

The Race Direction will apply the following penalties if track limits are exceeded:

During practice – cancellation of the lap time.

During racing – a time or positional penalty, if an advantage is deemed to have been gained, or there are cumulative offences.

Rider warning flag - A black/white diagonal flag and/or light panel with # will be shown at the start/finish straight in the event of repeated track limits excursions.

PRACTICE START ZONE

1) After the chequered flag: After Turn 8, riders RIGHT

This area will be indicated with the trackside boards “PRACTICE START” on riders right.

SAFETY CAR ENTRY/EXIT

Please note the exceptional procedure for the SAFETY CAR at this venue concerning its deployment and pull off points, after and before TURN 9 (HAIRPIN) respectively. Additionally there are trackside signs to provide a visual aid. For the SAFETY CAR pull off, prior to the Hairpin, it is critical that a safe distance is maintained between the Safety Car and the lead rider.

TIME PENALTIES

No ride through procedure is utilised at this venue and in accordance with the regulation of establishing a time penalty in lieu of the time taken to ride through the pitlane at 60 KPH – the time equivalent penalty for jump starts etc. at this venue is: 11 SECONDS.

LONG LAP EQUIVALENT TIME PENALTY: 3 SECONDS

Long Lap Penalty - The penalty may be used to correct situations where an advantage has been gained, eg an overtake under yellow flag or safety car flag conditions that’s not corrected, repeated track limits, or an unfair manoeuvre. The advantages are a “real time” penalty that can be easily understood and to replace the current in race “change position” penalty which is difficult to communicate and manage within a race with many variables. NOTE: AT THIS CIRCUIT THERE IS NOT A LONG LAP PENALTY ROUTE – INSTEAD THE LONG LAP EQUIVALENT TIME PENALTY WILL BE IMPOSED TO THE RIDERS TOTAL RACE TIME. Notification to the team during the race of any time penalties will be

on the timing monitor and to the rider on the startline LED display.

a) An envelope, with the relevant stickers in it, will be provided for each rider. b) The envelope will contain stickers for both the front and rear tyres, the FRONT stickers having WHITE numbers and the REAR having BLACK numbers. c) The stickers MUST be applied to the relevant tyre wall on the right hand side. d) The clear backing sheet MUST be removed after the sticker has been fixed on the tyre. e) It is not necessary to remove stickers from previous rounds. f) A tyre control area will operate at the pit exit and the rider must slow to walking pace to enable the team to confirm that the correctly coloured stickers are in place on both tyres and no machine will be allowed to join the track without them being in place. Failure to slow sufficiently to allow this check to be carried out will lead to the rider being black-flagged. g) Random checks will be carried out during each session, and in parc ferme, to confirm that the stickers used are those that were allocated to that rider. h) All tyres purchased at the meeting for use in the race will have manufacturers markings that identify them to the tyre control team and Pirelli staff. i) For the race, checks will be carried out both on the grid and in parc ferme to confirm that only tyres purchased at the meeting are used. j) Tyre pressure checks will be carried out on the starting grid (BSB, BSS, STK1000) – see MCRCB Regulation 3.28.17. k) In the event of a red flagged (dry) race – only if the Race Director issues the message “Tyre Changes Authorised” or the Chief Technical Official authorizes a specific tyre change due to a verifiable damaged or contaminated tyre, the new dry tyre(s) can be “unstickered”.
